André Nóbrega foi nomeado diretor da Agência Nacional de Energia Elétrica em 21 de agosto de 2010. Atuou como Assessor da Diretoria, desde agosto de 2006. É Especialista Sênior em regulação de energia elétrica e ocupou diferentes cargos na Agência, como especialista da Superintendência de Estudos Econômicos do Mercado, desde 2002, e coordenador do grupo de autorizações da Superintendência de Concessões e Autorizações de Geração, desde 2000.
André é Engenheiro Civil graduado pela Universidade de Brasília UnB; realizou Pós-Graduação Latu Senso em Geotecnia pela UnB, e MBA Theory and Operation of a Modern National Economy, ministrado pela Universidade George Washington, em Washington-DC. Participou do Eleventh International Training Program on Utility Regulation and Strategy, ministrado na Universidade da Flórida, na Warrington College of Business.
