Joyce Carter,

Joyce has been with Halifax International Airport Authority (HIAA) since 1999, serving as Vice President Finance from 1999 to 2006. In 2006, she was appointed Chief Financial Officer (CFO) and in 2008, Joyce was appointed HIAA’s Chief Strategy Officer (CSO).

In her role as Vice President Finance, CFO & CSO, Joyce is responsible for strategic business planning and guidance; short-term and long-term capital and operational financing; executive leadership of corporate budgeting, accounting services, contracting and procurement, and risk and insurance management; stakeholder relations; and supporting HIAA’s Audit Committee and Board of Directors.

Joyce is HIAA’s representative on several industry committees, including the Canadian Airports Risk Managers Group (CARMaG). She is a Board Member and Chairwoman of the Halifax Gateway Council, a public/private group formed to pursue multi-modal transportation opportunities in the Halifax Regional Municipality. She currently serves on the boards of Canadian Airports Reciprocal Insurance Exchange, Waterfront Development Corporation Ltd, Dalhousie University, and Mental Health Foundation of Nova Scotia, and is a past member of the Nova Scotia Crime Stoppers Association, serving as past provincial treasurer and a former board member. She is a member of Financial Executives International, the Risk and Insurance Management Society, and Women in Aviation International.

Prior to joining Halifax International Airport Authority, Joyce worked in progressively senior financial management positions with several businesses in Halifax.

Joyce has a Bachelor of Commerce degree from Saint Mary’s University and is a graduate of the Institute of Chartered Accountants of Nova Scotia. She lives in Fall River, Nova Scotia, with her husband Brian and three children Brittany, Emily and Colin.
