Mr Wee Meng Sim,

Wee Meng has 25 years of railway experience and has been working with the railway authority since 1983. In 1996, he was appointed as project manager responsible for all the Electrical and Mechanical works for the Bukit Panjang LRT project, and in 1998 promoted as Project Director to oversee the completion of the project. The project was completed in 1999 and was handed over to the Operator for revenue operation. In 2000, he assumed the post of Senior Project Manager responsible for all the Electrical and Mechanical works on the North East Line Project, a fully automated steel wheel on steel rail heavy mass transit system. He managed 16 major E&M contracts and 30 minor contracts, with a total value of approximately S$1billion. The project was completed successfully in 2002 and handed over to the Operator for revenue operation in May 2003. In early 2004, he was appointed as Director (E&M) for the Circle Line project and responsible for overseeing all the Electrical and Mechanical works which has a total value of S$1.8 billion. In January 2007, he was appointed as Acting Group Director for Rail, overseeing the implementation of all the transit projects, namely, the Circle Line project, Downtown Line project and Boon Lay Extension. In October 2007, he was confirmed as Group Director (Rail) responsible for both the Circle and Downtown Line projects. The total cost for these two projects is approximately S$21billion. Circle Line project is divided into 5 stages and one of the stages which is 5.7km long with 5 underground stations went into revenue service on 28 May 2009. The whole of Circle Line is 33km with 29 stations and the whole project is expected to complete by 2011. The Downtown Line project is 40km long with 33 stations. It will again be a fully underground mass rapid transit system and fully automatic driverless system. It is divided into three stages with civil work for stage 1 progressing well while tendering for Stage 2 is in progress. Design work for Stage 3 is on-going and expected to complete by next year. The Downtown Line stage 1 is expected to complete by 2013, Downtown Line stage 2 by 2015 and the stage 3 by 2016. The Land Transport Authority has a wholly owned subsidiary, MSI Global. The company undertake overseas consultancy and project management of land transport projects. Wee Meng is one of the appointed directors and responsible for two overseas projects namely, the Marmaray project in Turkey and Shanghai Line 10, a fully automatic and driverless heavy metro.
