Après un diplôme d’Ingénieur d’Etat en 1992, il a commencé sa carrière à l’Administration de la Conservation Foncière du Cadastre et de la Cartographie. De 1997 à 2003, il a exercé à l’Inspection Générale de l’Administration Territoriale au Ministère de l’Intérieur. A partir de 2003, il a exercé en tant que chef de division à la Direction Générale des Collectivités Locales (Ministère de l’Intérieur). En août 2007, il a été nommé Directeur du pôle programmes à la Wilaya de Casablanca et à partir d’octobre 2008, il a été nommé Directeur Général de la société Casa Transports, société chargée de la réalisation du Tramway de Casablanca. Parallèlement au parcours professionnel, il a complété sa formation de base par une Licence en droit de la Faculté de Rabat, par un diplôme du Cycle Supérieur de Gestion de l’Institut Supérieur de Commerce et d’Administration des Entreprises et par un diplôme de l’Institut des Hautes Etudes de Développement et d’Aménagement des Territoires (ENPC – Paris). Ne en 1968, M. Draiss est marié et père de deux enfants
