Mr. Richard Bowker,

Richard Bowker CBE was appointed CEO of Union Railway in July 2009 and took up his post in September 2009. He has a 20 year career in the railway industry having worked in both the public and private sectors. In his early career at London Underground and later on at Virgin Rail Group, he became a recognized expert in the innovative financing and procurement of rolling stock working on new trains for the Northern Line of London Underground and the new trains for both the West Coast Main Line and Cross Country. From September 2000 to December 2001 he was Group Commercial Director for the Virgin Group of Companies with specific responsibility for transport. He was a Non Executive Director of Virgin Atlantic Airways and Co-Chairman of Virgin Rail Group. In December 2001 he was appointed by the Secretary of State for Transport to be Chairman of the Strategic Rail Authority, a post he held for 3 years. He is credited with leading the industry through a particularly turbulent period and putting a number of major projects back on track including the £8 billion upgrade of the West Coast Main Line and the £3 billion replacement of all the commuter trains on the networks south of London. Between September 2006 and July 2009 he was Group Chief Executive of National Express Group Plc, one of the world’s leading international transport businesses. He is a Fellow of the Chartered Institute of Management Accountants and a Fellow of the Institute of Logistics and Transport. He was awarded the CBE in the New Year’s Honours List 2005 for services to the railway industry.
