Professor at Transportation Center at University of New Orleans, and Chairman of Board of Directors of Center for Transport and Infrastructure Analyses. Extensive professional career in intermodal transportation, railroad, and maritime. Intensive work and experience in high speed trains (HST) in Europe and Asia. Developed recommendations on HST development for the U.S. Recently, involved in rail reforms in European Community with special focus on CEE (Central and Eastern Europe). Addressed rail development financial and managerial issues, organizational restructuring, and privatization in the U.S. and several other countries. Analyzed track modernization and development systems, and TAC (track access charges) calculation methodologies, levels of subsidies for rail industry with special attention to EU funding system for rail infrastructure. Assessed the competitive environment in the U.S. rail industry, and its role in the development of the U.S. intermodal transport system. Practical experience at Illinois Central Gulf Railroad, and extensive cooperative relations with other major U.S. railroads. Successfully directed over 70 multi-disciplinary international transport and infrastructure technical assistance projects in the U.S., Europe, Asia and Latin America funded by governments, the private sector, and international financial institutions (IFIs). Conducted training programs for transportation and logistics executives. Chairman and speaker at many international transport conferences including Europe Rail and, Central and Eastern Europe Rail. Authored numerous publications, reports and articles on rail including high speed trains.
