Dr. Karl Frank, speaking at High Speed Rail World USA 2010

Dr. Karl Frank,
Professor
University of Texas

Dr. Karl Frank earned his Ph.D. in civil engineering from Lehigh University in Pennsylvania in 1971. He joined the faculty of The University of Texas at Austin in 1974 after working 3 years at the Federal Highway Administration.. While at the University he served as two terms as the director the Ferguson Structural Engineering Laboratory. He is currently the Chief Engineer for Hirschfeld Industries. Dr. Frank researches the design and behavior of steel bridges, the design of steel structures to prevent fatigue and fracture, and the behavior of bolted connections. His recent work includes a pioneering study of the behavior of high-strength bolted connections during and after a fire. He has recently completed the development of a new high temperature test facility at the Ferguson Laboratory. Dr. Frank helped develop a new modular guideway design for high-speed Maglevs, which are wheel-less trains propelled by electromagnets, for the U.S. Federal Railroad Commission’s Las Vegas to Anaheim, Calif. route. He is also further researching the development of realistic inspection provisions for fracture critical bridges. This work includes the first full-size bridge fracture test to explore the behavior of bridges when a critical element fractures.

Panel session: Essential elements for designing sustainable high speed rail systems

  • Defining “sustainability” as it applies to transportation systems
  • Designing sustainable HSR infrastructure
  • How ROWs can impact system sustainability
  • Why focus on initial capital costs, rather than life-cycle costs, undermines sustainability
  • How well designed HSR systems can be self-sustaining revenue generators
  • Why subsidized systems undermine sustainability goals
  • Infrastructure construction and costs
  • Maintenance of infrastructure
  • Seismic considerations in the design of track and guideways
  • Seismic safety of guided vehicles
