Doug Aberle 
CEO 
Western Power

Doug Aberle is the Managing Director of Western Power, a business of more than 2,200 core staff and over 1000 contractors in over 29 sites. It is responsible for the distribution and transmission network which delivers power in the South West Interconnected System (SWIS).  The business, which has an asset value of over $3 billion, provides access to the two competitive ends of the electricity industry, generation and retail, in a regulated environment that ensures quality of service and access to the network is fair and equitable.

Doug is a graduate of the Advanced Management Program at Harvard University. He is a Fellow of the Institution of Engineers Australia and a Chartered Professional Engineer.  Doug is also a clinical member of the Australian Association of Relationship Councillors, is a College Member of Gestalt Australia and New Zealand and a Fellow of the Australian Institute of Company Directors.

Graeme Alford

Landfill Gas & Power

Graeme Alford has nearly 30 years experience in local government, engineering activities and more specifically, for the past eight years, in the waste management industry.

His qualifications include a Bachelor in Engineering (Civil) and a Master of Business Administration (Technology Management).

Graeme was a salaried member of three local governments for seventeen years including eight years as the Shire/City Engineer at two of these local governments in Victoria.  He then ran a successful engineering consultancy business operating in the local government/waste arena for eleven years in Perth, Western Australia (WA).  One of his major consultancy assignments in the later years was as the Project Manager for Mindarie Regional Council (MRC) for a period of nearly three years, overseeing the ongoing development of the Tamala Park landfill, the largest in WA, and the planning for the proposed Resource Recovery Facility at Neerabup.

Prior to joining Landfill Gas and Power (LGP) in July 2006, he worked for the consulting engineering group, Cardno BSD, based in Perth for twelve months on the proposed MRC Resource Recovery Facility tender process.

He is the Chief Executive Officer of Landfill Gas and Power, a waste to energy Company specialising in renewable electricity from landfill methane.  The company is based in Perth, WA.  He is passionate about actively pursuing the development of the business as LGP has developed a technology and expertise to help others destroy the methane from their landfills and at the same time create renewable energy to assist in the mitigation of climate change.

He is married to Lynn and has a blended family of five adult children who have all left the home to pursue their own lives.

John Boshier 
Executive Director 
National Generators Forum

John Boshier is the Executive Director of the National Generators Forum, the industry body which represents the 21 principal electricity generators in the national market. The NGF was incorporated in February 2005, and is playing an increasing role as the market becomes more integrated with a single pricing and dispatch system and one regulator.

John is qualified in engineering and business, and was previously Chief Executive of Engineers Australia, the second largest professional association in Australia.

He has been General Manager of both a retail electricity distribution company and the major generator in New Zealand, and has held senior executive positions in government departments.

John has published papers in energy policy, and is on several not-for-profit boards.

Allan Dawson

Roman Domanski has been Executive Director of the Energy Users Association of Australia (EUAA), a national non-profit association representing the interests of electricity and gas users, since 1996.  He played a major role in founding the organisation and has been involved in a range of issues involving national and state energy market reform and regulation.  He has also promoted a greater role for demand management and commercial energy efficiency, as well as increasing the EUAA’s membership and profile.

Roman Domanski has been Executive Director of the Energy Users Association of Australia (EUAA), a national non-profit association representing the interests of electricity and gas users, since 1996.  He played a major role in founding the organisation and has been involved in a range of issues involving national and state energy market reform and regulation.  He has also promoted a greater role for demand management and commercial energy efficiency, as well as increasing the EUAA’s membership and profile.

He is a member of the Victorian Essential Services Commission’s Customer Consultative Committee, the NSW Minister for Energy’s Energy Saving Fund Advisory Committee, the ACCC’s Infrastructure Consultative Council,  IPART’s Energy Industry Consultation Group, CSIRO’s Energy Sector Strategic Advisory Council and the Energy Intensive Industries Consultation Group amongst others.
 
Roman was previously a senior executive in the Business Council of Australia, where he worked on a range of issues including National Competition Policy, energy reform, telecommunications reform and transport policy.  He has also held senior executive positions in the Trade Practices Commission (now the ACCC) and was a senior policy adviser in the Department of Prime Minister and Cabinet.

Roman has a B. Ec (Hons) from La Trobe University and a Master of Management Economics from the University of NSW.

Steve Jeston

Landis and Gyr

Originally qualifying as an electrical engineer and later completing his MBA Steve has over 25 years experience working in, and leading automation related businesses. He commenced his career in the building automation industry with one of the large US companies in that field and later joined Zellweger as it was known then, a well known provider of load control systems to the electricity supply industry. In 1995 Zellweger became Enermet and in 2006 Enermet became part of Landis and Gyr! Steve returned from a six year period in Europe in 2006 to take up his current position leading the Landis and Gyr companies in Australia and New Zealand. Much of his time in Europe was spent in the Nordics where he was involved with the development and deployment of advanced metering infrastructure. Today his industry experience is being put to good use as Landis and Gyr responds to the industry developments around smart grid and smart metering in both Australia and New Zealand. Steve is married with three children and while being based in Sydney for work, lives in Brisbane.

Anthea  Harris

Department of Climate Change

Anthea Harris is an Assistant Secretary with the Department of Climate Change, leading the Carbon Market Linkages Branch. Anthea formerly led the Secretariat supporting the work of the Australian States and Territories National Emissions Trading Taskforce. Previously, Anthea was a consultant, where she worked on a range of greenhouse policy issues, including assisting the NSW Government design and implement its Greenhouse Gas Abatement Scheme. She has also worked at the Victorian Department of Premier and Cabinet and at the Productivity Commission.

Rod Hayes

Rod joined Horizon Power as Managing Director at the end of January 2006.

For the three years prior to this appointment Rod was the Chief Executive Officer of the Gladstone Area Water Board (GAWB) in central Queensland. GAWB is the bulk water provider servicing the rapidly growing needs of the highly industrialised Gladstone region.

Between 1998 and 2003 Rod worked for Aurora Energy, Tasmania’s electricity distributor and retailer where he undertook a wide range of roles with Aurora including operational, risk management, strategic change and regulatory management roles.

Rod’s early career was spent working for accounting and professional service firms with a primary focus on the development and implementation of risk management systems and process improvement.

Hon Paul Llwewllyn, MLC

Paul Llewellyn is a leading planner, legislator and advocate for renewable energy in Western Australia. As a Parliamentary representative for the South West Region since 2005, he has introduced a suite of climate change response legislation. Most notable, his 20% by 2020 WA Renewable Energy Target legislation passed through the Upper House in 2006 and helped support a successful campaign for this target to be adopted nationally.

He actively supports communities and green industries, and promotes practical, achievable and innovative solutions towards a sustainable future.

James Mitchell

Jim Mitchell has been Managing Director of Synergy, Western Australia’s largest energy retailer, since January 2006, leading the new energy retailer’s transition and development in the emerging energy market in Western Australia. 

Prior to joining Synergy, Jim was Chief Financial Officer of state government owned Ergon Energy in Queensland, both a retail energy business with more than half a million customers in Queensland, NSW, Victoria and the ACT, and a distribution business covering 97% of the state outside the south east corner.

Prior to this, Jim held senior executive positions with Epic Energy, AIDC, Thiess, Queensland Treasury and MIM Holdings.

Jim is also a Chairman of the Uniting Church Investment Fund here in WA.

Michael’s background is in R&D and technology  commercialisation. Prior to joining Carnegie, Michael was the Senior Manager in Technology and Innovation consulting at a global accounting and advisory firm. He has advised companies on product development, intellectual property, technology commercialisation across various industries and ranging from start-ups to large industrial. Prior to this, he led R&D projects and was a divisional manager for a private Australian engineering company. Since taking over as CEO of Carnegie in 2006, Michael has raised $18.5 million in equity and overseen an increase in market capitalisation from $8 million to $130 million.

Lyndon Rowe

Lyndon Rowe has been Chairman of the Western Australian Economic Regulation Authority (ERA) since March 2004.

Prior to that, he was Chief Executive of the Chamber of Commerce and Industry of WA since 1990.

He was the recipient of the 1999 Austin Holmes Award awarded by the Economic Society of Australia (WA), and was awarded the Centenary Medal for service to Australian society and to commerce and industry in 2003.

In addition to his role at the ERA, Lyndon is also a member of the University of WA Senate, a Director of Perth Airport and Non-executive Chairman of InterStaff Recruitment Limited.

Trevor St Baker

Trevor St Baker is in his 52nd year in the electricity industry, having progressed from Cadet Engineer with the Electricity Commission of NSW in the 1950’s, to Executive Chairman of ERM Power, formed 28 years ago as a specialist energy solutions consulting practice, and now the leading generation development enterprise in Australia, and an emerging comprehensive integrated energy company.
As Executive Chairman of ERM Power, Trevor led the development of one of the first
private utility power stations in Australia, at Oakey (300MW) in Queensland, and in the last 4 years ERMP has been the lead developer and project manager of 2,200MW of new gasfired power generation in five power stations, representing 50% of the total new power generation committed in Australia over that period.
ERM Power recently, with its joint venture company Arrow Energy, reached financial close of the 450MW ERM Braemar power station in QLD. ERM Power is the lead project
developer, joint owner, and will be the operator and trader for Braemar.
ERM Power has developed into a fully integrated energy company, with a growing
electricity retail portfolio, including major industrial and commercial customers and interests in coal seam gas exploration.

Bill Tinapple, is Director of Petroleum and Royalties for the Western Australia Department of Industry and Resources. He has been with the Department for ten years. 

During that time, WA’s oil and gas industry has continued to expand, maintaining an active exploration industry with current spending at
$1.8 billion per year and a huge investment in upstream development estimated at $35 billion. Bill has assisted in a number of new initiatives, which have been focussed on improved customer service, increasing investment in WA, and sustained production.

Prior to coming to WA he was in the Northern Territory carrying out similar administrative duties.  In addition to twenty years of government administration, he has a wide range of upstream petroleum industry experience, working in several overseas locations.

Bill’s qualifications were in engineering with a Masters of Business Administration.
