John Baggaley has been involved in the planning and implementation of major multi-modal urban transport systems in the UK and overseas for over 25 years, working for both operators and co-ordinating authorities. He has had practical experience of the implementation and subsequent operation of such systems in both the UK and Asian contexts. This experience has given him a clear appreciation of the issues that are critical to the success (financial and otherwise) of such systems and inter-dependencies between the component modes and operators. He is an experienced interpreter of transport model results, for both forecasting and appraisal, ranging from single mode models (West Yorkshire rail network) through large public transport models (Singapore bus and rail network) to full multi-modal models (Transport Model for Scotland). As a result of this long experience of model use, John has a particular skill in the interpretation of the model outputs for a non-technical audience. In recent years John has played a significant role in the development of the UK rail network, through advice to bidders for rail franchises and the promotion of infrastructure investment in Scotland.

Mike Burchnall is Assistant Executive Director, Planning & Transportation, Liverpool City Council. Mike is responsible for a range of services including:- Planning; Transportation; Building Control and Parking Services. Mike’s key responsibilities have been in relation to a wide range of regeneration projects across the City, many of which have had significant transport inputs/implications. In particular Mike has taken the lead in relation to the £1bn plus redevelopment of the City Centre by Grosvenor (Liverpool One); the redevelopment of the Pier Head; the expansion of Liverpool Airport; development of Kings Dock with the Echo Arena and BT Conference Centre; and major regeneration of the City’s Gateways. Major transportation schemes have included the renewal of Edge Lane (linking the City Centre to the M62); major improvements to Lime Street Station, both internally and externally; and with transportation strategy, including a double excellent LTP, the development of Sub Regional Transport Strategy and Policy; and input to the current Sub Regional Governance Review. Mike was awarded the MBE in 2004 for services to town planning in Liverpool.

Paul is a Chartered Surveyor with over 25 years experience in the transport industry, mainly in developing, delivering, bringing into use and operating Public Sector Transportation schemes. Paul joined High Speed 1 in June 2005 as Commercial Director to support the team during the final stages of delivery of the Channel Tunnel Rail Link project. In November 2006 he was appointed Managing Director of High Speed 1 with responsibility for the operation of Section 1 and the bringing into use of Section 2 of the railway and stations culminating in the successful launch on 14th November 2007. His team have since moved through the transition from project client to operating business. They are now engaged in finalising the long term concession and the regulatory arrangements for access charging as a precursor to the forthcoming sale process. Previously Paul was a Partner in EC Harris LLP where he acted as an advisor on procurement issues, project delivery mechanisms and transaction based due diligence for clients across the spectrum of infrastructure and public transport projects. In his career Paul has also delivered commissions requiring assessment and resolution of civil engineering disputes. Paul spent 18 months on secondment to the London 2012 team and was a member of the successful bid team. He remains involved in Olympic delivery via the transport steering group. Paul also has international experience having delivered projects in Ireland, Turkey and Bahrain.

Stephen Clark combines the roles of Deputy Clerk to the Greater Manchester Integrated Transport Authority with that of Head of Transport Policy for Manchester City Council. Previously Stephen worked for the Department for Transport where he was Head of Rail Strategy - he joined DfT in 2005. Stephen's previous roles have been focussed in the rail industry. Stephen was Director of Planning in the Strategic Rail Authority from 2003 to 2005. Prior to that Stephen has worked for organisations that between them have covered the passenger, infrastructure and government-facing sides of the rail industry. He has worked for Network Rail, Railtrack, The Office of Passenger Rail Franchising, Thameslink and British Rail. He started his career in British Rail's Operational Research Unit.

Douglas Connor started his first business in 1969 and has been an entrepreneur in science, technology and finance for most of his career. In 1990 he formed the Rudyerd group, a business which uses state of the art scientific methods to trade automatically in financial markets. Then in 1997 he started the Legion group, a supplier of scientific software which models the effect of pedestrian/passenger behaviour on the design and/or operation of public infrastructure (eg: rail/metro stations or airport terminals). Douglas has been Chairman of both groups since their formation. Douglas also founded and is Director General of the Maia Institute, the research organisation which developed the science behind Rudyerd’s systems and Legion’s software products. The Maia Institute has expertise in understanding and modelling the behaviour of complex systems where collective behaviour (eg: of crowds of people in a railway station or large numbers of participants in a market) emerges from the behaviour of each of many intelligent individuals (eg: pedestrians/passengers). By developing a scientific understanding of pedestrian behaviour Douglas has made it possible for the transport industry to deliver more passenger throughput in stations and terminals for a given investment in infrastructure often while delivering a higher quality experience for the users.

Michael Cramer was born June 16, 1949 in Gevelsberg/Westphalia. He studied to become a teacher of music and physical education in Mainz from 1969-1974. From 1975-1995 he worked as a secondary-school teacher in the Neukölln district of Berlin. From 1989-2004 Michael Cramer was a member of the Berlin city parliament and served as the Green Party spokesman for transportation issues. He also gave lectures at the Otto Suhr Institute of the Freie Universität Berlin, where he taught urban and transportation policy in the political science department. On a regular basis he publishes articles and reports in various newspapers and journals. In 2001 he published "The Berlin Wall Trail”, a guidebook along the 160km stretch of land where the wall used to stand. For almost 30 years now Michael Cramer has practiced automobile-free living in Berlin. He moves around the city by bicycle, bus, train, and occasionally takes a cab. He has first-hand knowledge of the conditions that cyclists face in Berlin, and has also enjoyed bicycle vacations on cycling routes through the United States, Switzerland, Austria, France and Germany. Since July 20, 2004 he is a member of the European Parliament. In this function he is a member of the committee on transport and tourism (TRAN) as well as a substitute member of the committee on culture and education (CULT). Between May 2007 and February 2009 he also was a substitute member of the temporary committee on climate change. On January 24, 2009 the German Greens nominated Michael Cramer as a candidate for the European Parliament. He hopes to be elected once again in order to continue his commitment for a greener Europe.

Edoardo Croci was born in Milan in 1961 and is currently Deputy Mayor of the City of Milan in charge of Transport, Mobility and Environment. He graduated with honours in Economic and Social Sciences at Bocconi University in Milan. From 1991 to 1992 he specialized in Economics and Management studies at the New York University. In 1998 he was a Member of the Board of Directors of the Gran Paradiso National Park, the first Italian national park. From 1999 to 2003 he was President of ARPA (Regional Agency for Environment Protection of Lombardy). In 2000 he was Government Subcommissioner for the water treatment system of the City of Milan From 2001 to 2003 he covered the role of Vice President of FERDANE (European Federation of regional Energy and environment Agency) and was delegate for the activities concerning Sustainable development and Agenda 21. Since 2004 he was ViceDirector of IEFE at Bocconi University. The main research performed has dealt with environmental management and innovation, environmental agencies (institutional issues, organization and management, policy tools), voluntary environmental agreements, public information and participation in environmental matter, emission trading and the Kyoto Protocol. Since 2005 he is member of the Commission for the reorganization, coordination and integration of legislation on environmental issues at the Italian Ministry of Environment.

Richard de Cani is the Director of Strategy and Policy at Transport for London and is responsible for the overall development of transport strategy for the TfL group. This includes preparation of the Mayors Transport Strategy and sub regional plans for London. Richard has worked at TfL for over 10 years including a key role within Docklands Light Railway responsible for planning the current expansion of the network. He is a Chartered Town Planner and Transport Planner who brings an integrated approach to the long term planning of London’s transport network encompassing spatial planning as well as transport planning issues. Pilar de Torres was born in Barcelona in 1956. Pilar studied economics at the University Autonoma de Barcelona, and afterwards obtained a Master Degree in Econometrics and Mathematical Economics at the London School of Economics. Her working career started in banking, at Wells Fargo Bank, in London. Later on she moved to Madrid where she worked for Chase Manhattan Bank during 13 years, becoming head of Corporate Banking. Afterward she worked in Dresdner Bank and BBVA, back in Barcelona, and later on joined PwC as head of Barcelona’s M&A team. In May 2005 she was named President and CEO of Gisa, the company which builds most of the public works of Generalitat de Catalunya, the autonomous government of Catalonia. In April 2007 she became the President of Ifercat, staying as well in Gisa as vice chairwoman. Ifercat is a public company, owned by the Generalitat de Catalunya, in charge of promoting rail infrastructures, and acting as well as their owner. At the present Ifercat is promoting the construction of a 50 km. driver less metro line (Line 9) in Barcelona, whose first tranche will be inaugurated in the fall of this year. She is also member of the Board of the Cercle d’Economia, and has participated in numerous seminars and conferences.

Tim Hockney has worked in a variety of roles related to transport for the last 18 years. Since 2004 he has been responsible for the development and delivery of the transport agenda for London First, the influential business group whose mission is to make London the best place in the world in which to do business. Its members include leading retailers, investment banks and property companies, representing over a quarter of London’s GDP. Tim’s role centres on working with key stakeholders to address the most pressing transport issues affecting London’s leading businesses. Prior to London First, Tim worked as a technical project manager on a number of major rolling stock projects, including West Coast Mainline, ‘Electostar’ electric multiple units and Central Line tube stock. His educational background is in engineering and management, having gained a degree in Mechanical Engineering from Heriot-Watt University in 1991 and an MBA from Nottingham Trent in 1999.

Tony was appointed Transport Policy and Planning Manager for Glasgow City Council in 2002. He has responsibility for the developing the City’s transport policy across all modes and for the transport aspects of land use planning. Tony has over twenty years experience in traffic and transport engineering and particularly the use of parking controls for road traffic demand management, where he pioneered ‘yellow line free’ Restricted Parking Zones. Current City regeneration initiatives include the introduction of waterbus services to the River Clyde and making the case for Scotland’s inclusion in any future High Speed Rail Network.

Geoff Inskip is Chief Executive at Centro-WMPTA. He has over 20 years experience in the finance, rail and public transport sectors. Having qualified as a Chartered Accountant, Geoff began working as a management consultant before moving on to work for a merchant bank in Manchester. In 1988 GMPTE asked him with Kleinwort Benson to look at the private sector options for delivering Manchester’s Metrolink under a Public Private Partnership. In 1992 Geoff was appointed Director of Finance of GMPTE and in 1996 also became Project Director for Phase 2 of Metrolink, seeing the project delivered to time and within budget in 1999. He was appointed Deputy Director General in 1999 with special responsibility for Phase 3 of Metrolink. He successfully delivered the approvals for Line 1 upgrades and Phase 3A in 2006. Geoff took up the position as Chief Executive of Centro-WMPTA in October 2006 and is actively developing transport solutions which will attract people out of their cars including the delivery of new Metro and Rapid Transit and TramTrain proposals for Birmingham, the Black Country and Coventry .

Patrick joined Keolis as Executive Vice President International in 2005. Since then he has overseen the company’s continuous international growth, making a major contribution to the overall results of the Keolis group: the revenue of Keolis’ international activities has increased from 23% of the group’s total turnover in 2005 to 44% in 2008. Under Patrick’s leadership, Keolis has become the major shareholder in most of its international subsidiaries (Germany, Netherlands and Denmark) and has increased its market share by acquiring local companies (Belgium) and winning major public transport contracts (UK, Germany, Sweden). Patrick spent most of his career working abroad, in Asia, Africa, Latin America and Europe. He started his career working for Bouygues and Sogea (Vinci Group), two of the world's leading construction groups. His experience includes working on several railway projects, such as the construction of underground tunnels and a new railway station in Paris. In 1997 he joined International Water, a company specialised in the development, financing and operation of water and wastewater projects, owned by Bechtel (the US engineering, construction, and project management group) and United Utilities, later replaced by Edison, the second largest energy company in Italy. There, he held the position of Chief Operating Officer of the company’s largest subsidiary, the Manila Water Company (Philippines) and then took on the role of Chief Operating Officer of the group. As such he negotiated concessions, BOT and public private partnership contracts. Patrick brings with him a wealth of experience working with professionals in various geographical and cultural environments, including Asia, Africa, Latin America and Europe. He has significant experience in managing projects, leading teams and negotiating contracts, as well as leading strategic business development, re-engineering and managing companies and turning shareholders’ goals into actions and results. Additionally, he has extensive knowledge of negotiating with public authorities. Since July 2006 he is the President of Agenzia per la Mobilità Metropolitana, the local transport authority. AMM was established in 2003 as a public body among local government (Regione Piemonte, Provincia di Torino, Città di Torino and 31 municipalities in the metropolitan ring). During the last years he has been working to promote the Metropolitan Railway System Project (SFM) involving local government bodies, public and private companies, operators of the sector, citizens and commuters, associations of enterprises, associations of workers and environmentalists, scientific bodies and academic. The Metropolitan Railway System project is aimed at reorganising the suburban rail services in the Turin metropolitan area. It is made possible by the building of a new four-track city-crossing rail which is going to replace the current two tracks. The system is expected to be operational in 2012 with a 30 minutes time-phased timetable. The main characteristics of the project are: city-crossing routes, around-the-clock timetable for the whole day and higher frequency across the stretch of city tunnel shared by all routes (interval 5-6 min).

Cesare obtained a degree in 1989 and a Phd in 2005 in Transportation Engineering, he also obtained a Msc in 1990 in Land Planning. Since July 2007 Cesare is Director of Agenzia Mobilità Metropolitana. He is also chartered engineer and President of AIIT Regional Section Piedmont (Italian Association for Traffic and Transport Engineering). Before this, Cesare has been Director of the Province of Alessandria Transport Department from 1997 to 2007. Prior to that, Cesare had been a free lance engineer for 8 years during which he has collected experiences in civil and transport engineering. He has had practical experience in planning and implementation (financial, technical and otherwise) of multi-modal transport systems in Alessandria (Transportation Plan, Public Transport Scheme) and in Torino (Metropolitan Railway System). He has also been involved in some European Interreg projects (Alpfrail, Portnet) for railway freight transport. Cesare has developed a particular skill in public transport planning and regulation; in the last years he has developed his skill in rail transport system and infrastructure planning aimed to improve the performance of public transport services. He is now engaged in finalising the regulatory arrangements for public transport in the Turin Metropolitan Area, using a public tender. Cesare has given courses and lectures as external faculty member of Polytechnic of Turin, and University of Ferrara and Genoa.

In May 2008 Kulveer was appointed to lead on policy direction for Transport on behalf of the Mayor of London. Kulveer is also a former Vice-Chairman of the Conservative Party with responsibility for Cities and has been an advisor to the Shadow Secretary of State for the Dept of Trade & Industry, Alan Duncan MP. He has been a champion for the Conservative Women’s Association, sat on the Ethnic Diversity council, and has previously advised the Shadow Home Secretary, Dominic Grieve MP, on matters of diversity. Kulveer Ranger was born in Hammersmith in 1975. He graduated with honours from University College London in Architecture, and also has a business degree from Kingston Business School.

In April 2008 David joined Newcastle City Council as Executive Director of Environment & Regeneration. This includes Neighbourhood Services, Area Based Regeneration, Strategic Housing, Planning & Transportation, Regulatory Service and Public Protection, Technical Services and Resources & Performance. David Slater was Executive Director Regeneration and Resources for South Tyneside Council. He joined the Council in 2004 as Executive Director, Corporate Development. He was previously a Civil Servant in Government Office North East, where he was Director of Competitiveness and Europe. He previously worked in Inland Revenue, Social Security (as Strategy Director for the Contributions Agency, the Employment Service (where he was responsible for Business Processes and Information), and the then Employment Department. At an early stage of his career, he led the development of Investors in People.

Howard studied economics at LSE before joining British Rail and managing train operations and passenger stations in South and West London. In the early 1990’s he worked on the planning of international freight services and was involved in the formation of freight marketing joint ventures between UK, Belgian and Swiss public and private sector partners. He became Managing Director of one of these joint ventures, ACI Ltd, marketing freight services between the UK, France, Spain and Italy. Whilst working for Docklands Light Railway (DLR) Howard was heavily involved in the development of plans for upgrading capacity on the Bank/Tower Gateway to Lewisham route. In addition, Howard led the DLR City Airport and Woolwich Arsenal Extension projects, as well as planning the extension of the DLR to Stratford International. Howard moved to London Rail as Chief Operating Officer at the end of 2004 where he has responsibility for DLR and for the new London Overground project, which involves the transfer to TfL of the former Silverlink Metro services and the construction of the extended East London Line as part of a £1.4 billion investment to be completed by 2010.

Ben joined SYPTE in March this year, leading the 102 staff of the Strategy Directorate. He is responsible for directing the delivery of the public transport and accessibility strategies that underpin the current South Yorkshire Local Transport Plan. Working with partners in the South Yorkshire Local Transport Partnership and Sheffield City Region, Ben is also leading the transport strategy development for the Sheffield City Region and the next Local Transport Plan. Ben's career to date has involved both public and private sector roles. Prior to joining SYPTE Ben was Head of Planning and Policy at Steer Davies Gleave, leading some 70 consultants working on economic advice, market research, smarter choices, transport modelling and planning. In the public sector he was a civil servant at Government Office Yorkshire and the Humber and the Department for Transport, where he, among other things, was Head of Traffic Management Division, private secretary to Sir David Rowlands, part of the '10 Year Plan' team, and was head of the Commission for Integrated Transport secretariat.

Dimitrios Tsamboulas is a Professor at the Department of Transportation Planning and Engineering of the National Technical University of Athens. He holds a Diploma in Civil Engineering from NTUA (1973), a Master of Science (1975), a Civil Engineers’ Degree (1980 from MIT) and a Ph.D from University of Massachusetts (1983). He has more than 30 years of Academic and Professional experience in areas of transport (infrastructure, operations, evaluation, multimodal transport, security, etc). He is the author of two books, chapters in 14 books and more than 120 scientific papers with at least 200 citations. He was project manager or participated in more than 70 research projects financed by the European Commission or other organizations and was involved in more than 50 international and national consultancy studies in Greece, E.U., Africa, e.t.c. He is currently the Chairman of the Board of Directors of the Athens Urban Transport Organisation, as well as a member of the Board of Directors of the Athens International Airport. He has acquired extensive expertise on multimodal transport through various EU research projects , as well as security, through projects that mainly dealt with assessing risk of terrorism attack, as well as providing measures and recommendations to both passenger and freight transport (COUNTERACT).
