Roy joined Senoko Power with extensive experience of the UK and Australian electricity markets and worldwide experience of the utilities industry. A power sector veteran of nearly 3 decades, Mr Ghosh has been with North Delhi Power Ltd. since November 2005. He brings with him extensive learning in Transmission and Distribution operations restructuring of the power sector and institutional strengthening of electricity utilities to enable them to cope with regulatory controls. This learning, garnered through association with electricity utilities in India and Mauritius, equips him well to tackle the enormous challenges in reforming the electricity business at Delhi. As Chief Operating Officer his core responsibilities are Project Engineering, Network Operations, Materials Management, Power Procurement and Commercial Management including Customer Care. He supported the Chief Executive Officer in tackling the daunting challenge of turning around a state owned loss making utility and making it a commercially viable independent entity. Now that the Utility is profitable the next targets are improving efficiency. The tasks at hand are reducing AT&C losses, improving the quality of supply by efficiently investing in Plant and equipment setting in place world class systems and procedures and significantly investing in human resource to build a committed team Mr Ghosh is a self confessed team player and firmly believes it’s the team with a responsive leader which would ultimately make the difference and be the force to reckon with. Between March 2002 and September 2005, as Transmission and Distribution Manager (later as Adviser) at Central Electricity Board, Mauritius, Mr, Ghosh was responsible for all T&D matters including materials management, human resource and administration. Simultaneously he anchored the effort to internally restructure the state owned utility to effectively face a regulatory environment. He worked closely with the Government of Mauritius and multilateral financial institutions in framing new legislation that would allow restructuring of the utility sector. During his tenure at Mauritius, the organisation was thoroughly restructured involving major redeployment of human resource after training, T&D infrastructure was significantly expanded operations were almost fully automated and systems were put in place to reduce costs and dramatically improve efficiency. The business environment was also altered with that country’s parliament voting into law the required changes in the legal framework. Prior to Mauritius, Mr Ghosh was with CESC Ltd. (earlier known as Calcutta Electric Supply Co. Ltd.) from March 1979 to March 2002. In these 23 years he journeyed from Graduate Engineer Trainee to Deputy General Manager, being associated with almost the entire spectrum of Transmission and Distribution activity at increasing levels of responsibility. During the latter years he had the opportunity to leverage his technical and commercial competencies to advice on the restructuring of the electricity sector at Haryana and Andhra Pradesh as a consultant in World Bank funded assignments. These were in addition to his line function responsibilities at CESC. In between, he led the operational aspects of the very first electricity privatisation experiment in the country at Greater Noida. For 2 years he was deputed from CESC to Noida Power Co. Ltd. as General Manager (Engineering). Prior to CESC, Mr Ghosh had worked for 2 years in the electrical manufacturing industry, initially with The National Insulated Cable Co. of India Ltd. and subsequently with Crompton Greaves Ltd. Mr Ghosh is an alumnus of Indian Institute of Technology, Kharagpur. Dr Pallapa Ruangrong is a Commissioner on Thailand’s Energy Regulatory Commission, established in January 2008. The ERC has responsibility for the regulation of Thailand’s power and gas sectors and includes authority for licensing operators, regulating energy security, safety, efficiency and standards, power and gas tariffs and power purchase. The ERC is an autonomous agency reporting to Thailand’s National Energy Policy Commission. Prior to her appointment to the ERC, Dr. Pallapa was a senior official of the State Enterprise Policy Office, a department within the Thai Ministry of Finance responsible for the regulation and supervision of Thailand’s state owned enterprises. Focussing on market structure policy, regulation and commercialization across a number of sectors, Dr. Pallapa was responsible for the preparation of restructuring plans for the transport sector, the corporatization of the energy, telecom and transport utilities including PTT, AOT, CAT, TOT and Thailand Post and the supervision and performance monitoring of a range of state enterprises. She was also a member of the committees responsible for the listing on the Stock Exchange of Thailand of Ratchaburi, PTT and AOT as well as a number of private participation projects including EGCO and the AOT concessions. Before joining the Ministry of Finance, Dr. Pallapa was a senior officer of the National Energy Policy Office responsible for power and gas regulation having commenced her government service at the National Economic and Social Development Board working on energy projects.

Shri Berjinder Singh joined the Delhi Electricity Regulatory Commission on 16th February, 2006 to be the second Chairman of this Commission. Before joining the Commission Sh. Singh was Chairman, Central Board of Direct Taxes (CBDT), Govt. of India. Sh. Singh brought with him multifarious experience of working for more than 37 years in different capacities in the Ministry of Finance, Government of India and the Indian Income Tax Department. After graduating in Law from Punjab University, Chandigarh in 1966, Sh. Singh joined Indian Revenue Service (IRS) in 1968. Before joining DERC he was actively associated with functional and operational analysis of power sector conducted regularly by the Central Board of Direct Taxes, Government of India to assess capital requirements, investment patterns, tariff structure, depreciation profile and profitability of the sector, for providing tax incentives to the sector. He has overseen formulation of specific provisions under the Income Tax Act to encourage generation of power and improve infrastructure for transmission and distribution. With the support of Government of National Capital Territory of Delhi, he carried forward the pace of reforms in the electricity sector to ensure that Delhi maintains its pioneer status in this field. It is due to his vision, leadership qualities and common sense approach that the Aggregate Technical and Commercial (AT&C) loss level in Delhi has come down from around 52% in 2002-03 to around 26% in 2007-08. Some of the landmark regulations, which mark a new era in power sector regulation in Delhi, i.e. Delhi Electricity Supply Code and Performance Standards Regulations, 2007; the Multi Year Tariff Regulations, 2007 for generation, transmission and distribution utilities; and the Open Access Regulations, 2007 being the more significant ones, were issued after he took over. In 2008 the Commission also issued its first tariff order under the Multi Year Tariff regime for the Control period 2007-11. The lead taken by him was well recognized when the DERC was conferred the “Power Market Enabler Award for Excellence in Development of Power Sector”, in 2007 by the leading infrastructure magazine in the country namely ‘Infraline’. The role of DERC in actively promoting interest of Delhi Electricity Consumers, involving them in the Commission’s activities continually and for a host of pioneering regulatory reforms carried out by the Commission recently are worth special mention. He has also been laying strong emphasis on strengthening the grievances redressal mechanism for consumers, both within the Utilities and independent of them.

Wade Smith is vice president – Transmission Engineering & Project Services, AEP Transmission, responsible for directing the capital service function in Transmission, with responsibility for Transmission Asset Management, transmission projects engineering and the project and construction management groups. These responsibilities include development of transmission engineering standards, transmission system planning, engineering and design of new or refurbished transmission line and substation facilities, project and construction management, capital cost management, right-of-way/property acquisition, and transmission system maintenance program management. His duties also include the development and application of performance measures and conducting competitive surveillance to evaluate cost effectiveness of asset management and service provider processes and to provide direction of strategic and tactical transmission business plans. He also ensures that the Transmission Engineering & Project services organization will be position to implement the organisation’s growing capital plans that have been developed in alignment with the company’s long- term Transmission strategy and aids in developing vendor alliances in support of those capital plans Prior to joining AEP Transmission in February 2008 as managing director – transmission, Smith was director, Gas Turbine & Joint venture – Generation, where he was responsible for AEP’s combustion turbine-based generation in the east, the company’s wind generation facilities and the jointly-owned coal plants that are not operated by AEP. Before assuming that role, he was executive director – IPP & director of Florida Operations for CSW Energy from 1995 – 2000 and managed the partnerships that owned 2 cogeneration facilities in central Florida. Smith began his career with the former Central and South West Corporation in 1989 as an engineer at Fort Phantom Power Station in Abilene, Texas. He worked for several years at Oklaunion Station and was plant manager at Oak Creek. Smith earned a Bachelor of Science degree in mechanical engineering from Texas Tech University in Lubbock, Texas, and a master of business administration degree from Abilene Christian University in Abilene, Texas.

He leads multi disciplinary teams of economists, engineers and policy analysts to assist businesses and market authorities with commercial and regulatory questions in both electricity and gas. He was at the centre of much of the reform that led to the creation of the Australian National Electricity Market (NEM) and its initial years of operation as an Associate Director of the National Electricity Code Administrator. Since joining CRA in 2001 he has led a range of influential projects for market authorities in the national and Western Australian electricity markets and the competitive bidding market for gas in Victoria. He specialises in market design and governance, transmission and system reliability issues. Greg has also worked for clients in Canada, Singapore, Philippines, Malaysia, New Zealand and South Africa and he has sat as a member of panels hearing disputes under market rules in both gas and electricity.

Susan Tomasky is president - AEP Transmission, responsible for Transmission operations and new transmission business ventures. She reports to the chairman. Prior to this, since 2006, she was executive vice president - Shared Services, responsible for human resources, information technology and telecommunications, procurement and supply chain services. She served as EVP and chief financial officer from 2001 to 2006, and prior to that was the company’s EVP and general counsel, serving in that position from 1998 to 2001. Prior to joining AEP, Tomasky was a partner with the Washington, D.C., office of Hogan & Hartson, where she was a member of the firm's energy group. From 1993-97, she served as general counsel of the Federal Energy Regulatory Commission (FERC), where she was a primary legal and policy advisor to the commission. Tomasky has testified before Congress, other federal agencies and state utility commissions on a wide range of federal regulatory issues. She serves on the board of the Keystone Institute and is a frequent speaker on industry restructuring issues. In 2001 and 2002, she was named one of the world's "50 key women in energy worldwide" by energy consultancy Rader Energy in association with Commodities Now magazine and corporate sponsors. A native of Morgantown, W.Va., Tomasky holds a juris doctor degree with honors from George Washington University National Law Center in Washington, D.C., where she was a member of the Law Review. She also is an honors graduate of the University of Kentucky in Lexington. Tomasky participates in numerous civic and community activities. She is a member of the board of the United Way, the Columbus Symphony Orchestra, the Columbus School for Girls, and Mount Carmel Health Systems. She was named a Woman of Achievement for 2008. She lives in Columbus with her husband, Ronald Ungvarsky, and their daughter, Victoria.
