Van Zyl de Villiers completed the B.Sc. Hons. degree in Chemistry at the University of Stellenbosch in 1978, whereafter he was employed by the Atomic Energy Board (now Necsa, the South African Nuclear Energy Corporation) at Pelindaba near Pretoria. In 1985 he obtained the M.Sc. degree in Chemistry (with a thesis on the determination of trace elements in uranium ores) and in 1992 the Ph.D. degree (with a dissertation on inorganic ion exchangers and their use in radioactive waste treatment), both from the Rand Afrikaans University (now the University of Johannesburg). He completed a number of short courses in chemical analytical techniques and various personal and management development courses.
During his research career Van Zyl was involved in work on various aspects of analytical chemistry, the development of radiopharmaceuticals, separations chemistry, and technology development for radioactive waste treatment. He was the project leader for the development and commissioning (in 1993) of Necsa’s process for the production of the radioisotope molybdenum-99. (Today Necsa, through its subsidiary NTP Radioisotopes (Pty) Ltd, is the third largest supplier of Mo-99 and other reactor-produced radioisotopes in the world.)
Van Zyl has occupied various management positions and currently he is the general manager of the Research and Development Division of Necsa. The division is responsible for research, development and technology demonstration in the nuclear fuel cycle and in applications of radiation science and technology. The group also coordinate South Africa’s participation in the technical cooperation and skills exchange programmes of the International Atomic Energy Agency (IAEA). Van Zyl participates on a regular basis - as technical specialist, lecturer or expert team leader - in activities of the IAEA and the AFRA regional collaborative programme on nuclear science and technology in Africa.
He is registered with the South African Council for Natural Scientific Professions (SACNASP) as a professional chemical scientist and is a member of the South African Chemical Institute. He has been the Vice-Chairman of the Suid-Afrikaanse Akademie vir Wetenskap en Kuns (South African Academy for Science and the Arts) since 2005, he is a member of the Academy of Science of South Africa (ASSAf) and serves on the executive committee of the National Science and Technology Forum. In 2006 he was appointed as South African National Contact Point for the Euratom theme of the Seventh Framework Programme of the European Commission.

He is currently World Energy Council (WEC) Regional Manager in Africa, and previously, WEC Regional Coordinator for Africa and Secretary General of WEC Senegal National Committee.
Before joining WEC, Dr. FALL was Chairman of the National high level Committee in charge of the definition, development and implementation of the electricity sector institutional reforms in Senegal, and he also held several high level management and technical senior positions within the Senegal Electricity Utility, SENELEC, as Director of many Departments & Divisions.
Dr. FALL is / was member of many WEC technical and steering Committees and working Groups and to that effect participated in the publishing of several WEC technical reports, studies and books.
He is author of various studies and reports in the energy industry carried out for many national and international Organizations and Companies and he published several publications, research works and workshop papers.

Dr Yves GUENON, is Doctor in Physics (Sherbrooke University Canada) and Engineer graduate of Institut National des Sciences Appliquées (INSA) Toulouse. He began his career in Intersub as development engineer for offshore projects, and then moved to Intercontrôle (CEA subsidiary, which became Framatome in 1998) has project Manager and became in1992 Sales in Marketing Director. Robin James is an Area Director of Aggreko International Power Projects and has been with this division since its conception in 1999. He has been employed by Aggreko since 1989 based both in the United Kingdom and the Middle East.
Robin lives in Dubai and is responsible for sales and operations in Southern and Eastern Africa basically from the equator down. His team has been particularly successful in developing, securing, installing, commissioning, operating, maintaining and managing temporary power project business (1-3 years) for his region with over 600MW in situ generating capacity for the Utility, Mining and Oil & Gas industry sectors.
Robin considers himself an entrepreneur and enjoys nothing more than putting complex and dynamic temporary power deals together. He is married with three young children and enjoys golf, water sports and driving his 911 whenever he is in Dubai.

Des Muller heads up the Power Developments unit in Group Five. His duties include the co-ordination of major turn-key power projects from conceptualization to financial closure and construction mobilisation. He is also active in sourcing and developing IPP opportunities across selected geographies in Africa. From an Electrical Engineering background his career in power plant construction and start-up started in 1980 and moved through Eskom’s capacity expansion program over the following 20 years. Group Five’s interests spread across a wide spectrum of power projects including the full complement of thermal technologies, renewables and nuclear energy for both Utility and IPP developers.

He holds the following degrees: BSc (Physics and Chemistry) Fort Hare, Bachelor of Science in Electrical Engineering (Marquette University ,USA), Master of Science in Electrical Engineering (University of Minnesota, USA).
His work experience started with Anglo American Electronics Laboratories as an Engineer-in-Training. Subsequently he joined the Transkei Electricity Supply Corporation (TESCOR). That is where he gained extensive experience in power utilities and the associated telecommunications infrastructure and services. As a distribution manager he oversaw an aggressive electrification drive in the rural areas in the early ‘90s.
He then moved on to South Africa’s power utility, ESKOM, as a manager in the Distribution Group. Amongst other things he was responsible for the electrification of informal settlements in and around Johannesburg. From there he joined the Transmission Group as a Business Development Manager in the Telecommunications Division. His role was to develop and market Eskom’s Private Telecommunications Network (PTN) services to the three line groups viz., Generation, Transmission and Distribution. His department also made representations during the process of the formulation of the Telecommunications Act of 1996, which led to the establishment of the first Telecommunications Regulator in South Africa.
Later on he joined the Telecommunications Division of Eskom Enterprises, the non-regulated part of the business. His main focus was to seek opportunities for the planning and development of telecommunications infrastructure in other African countries. It was during this period that he gained a lot of experience in telecommunications issues on the African continent. In particular he dealt with countries like Zambia, Kenya, Uganda, Tanzania, Cameroon, Zimbabwe and Lesotho. He also had to analyze telecommunications issues on the home front. Amongst others he focussed on Telkom’s monopoly, the then mooted Second Network Operator (SNO), the mobile operators, the VANS and the post exclusivity period.
In 2000 he was nominated and elected to the 7-member Independent Communications Authority of South Africa (ICASA). Amongst the challenges he faced at ICASA were the formulation of Regulations in preparation for the licensing of the SNO, licensing of the third GSM operator, the Telkom IPO and the merging of the former Independent Broadcasting Authority(IBA) and the South African Telecommunications Regulatory Authority (SATRA) into ICASA.
Currently he is an Executive Manager for the Electricity Regulation Division at the National Energy Regulator of South Africa (NERSA).

François is a Canadian citizen, with over twenty years of professional and leadership experience in the energy sector. He obtained a M.A. in Economics from Queen’s University (Canada), a post-graduate degree in Business Management from Mc Gill (Canada) and a B.A. in Social and Economic Studies from University of Fribourg (Switzerland).
As principal electricity expert at the Paris-based International Energy Agency (IEA), François is responsible for monitoring and assessing global trends in electric power and related fuel markets, energy and climate change policies, and regulatory frameworks, generally in view of providing policy advice on security of supply, economic efficiency and environmental sustainability. His areas of expertise include market and institutional reforms, generation options and economics, and investments in electricity infrastructures.
François has co-authored a book titled Tackling investment challenges in power generation in IEA countries (May 2007) and has contributed to other major IEA publications, including the World Energy Outlook 2007 focussing on China and India. His current research is on transmission investment trends and policy and regulatory practices to facilitate power sector investments.
Prior to joining the IEA in February 2006, François acted as Team Leader at the National Energy Board, the main federal energy regulator in Canada. He also held expert positions at the Quebec Energy Department and a major Canadian natural gas distributor.
Francois is a former Canadian Delegate at the APEC Energy Regulator Forum and an active member of the International Association for Energy Economics.
