Doug Aberle is the Managing Director of Western Power, a business of more than 2,200 core staff and over 1000 contractors in over 29 sites. It is responsible for the distribution and transmission network which delivers power in the South West Interconnected System (SWIS). The business, which has an asset value of over $3 billion, provides access to the two competitive ends of the electricity industry, generation and retail, in a regulated environment that ensures quality of service and access to the network is fair and equitable. Doug is a graduate of the Advanced Management Program at Harvard University. He is a Fellow of the Institution of Engineers Australia and a Chartered Professional Engineer. Doug is also a clinical member of the Australian Association of Relationship Councillors, is a College Member of Gestalt Australia and New Zealand and a Fellow of the Australian Institute of Company Directors.

Srian leads E3 International’s presence in Australia and has been deeply involved in industry responses to Australian climate change policy. He has led a wide range of projects in the climate change domain for major Australian companies, including assessing greenhouse policy options and their impacts on the energy and energy intensive manufacturing sector, commercialising new technologies, developing strategy responses and supporting their implementation. His pre E3 experience includes 14 years in the New Zealand and Australian electricity industries where he held senior corporate positions in strategic development, market management and energy retailing in both countries, and consulted to leading energy sector companies on strategy development and execution, business process analysis and change management. He has a BSc (First Class) from the University of Colombo, Sri Lanka, and a MBA from the University of Otago, New Zealand.

Mr Banning has extensive experience in the Australian gas market gained from a successful career in key commercial roles. Mr Banning has an extensive background in technical marketing and business development across Australia and the United Kingdom and has spent the last eight years working in upstream and midstream commercial roles in the Australian energy market. During this time, Mr Banning was responsible for the commercial performance of the Eastern, Tasmanian and Queensland gas pipelines on behalf of Duke Energy International (Duke) and then Alinta. Before commencing with Duke, he held business development roles with ExxonMobil Gas Marketing, focusing on gas and ethane sales.

Benchmark Economics
Margaret Beardow is an energy economist with more than 30 years experience, including 12 years as Principal of her firm Benchmark Economics. She is a recognised authority on network cost structures and electricity pricing regulation. She has participated in most network pricing determinations in Australia and also in the more recently introduced price monitoring regime in New Zealand. With an engineering colleague she has developed an engineering-economic model to simultaneously plan and cost electricity distribution networks. Estimating cost outcomes of differing operating environments the model provides a metric for more objective costing for regulatory expenditure determinations. As one of the earliest participants in the development of the electricity market, she has observed closely the evolution of the market and its tortuous path towards achieving its initial objectives, and notes that we are not there yet. Margaret is or has been: Visiting Fellow in the School of Electricity Engineering, University of Technology Sydney; Member of the Flagship Advisory Committee for the CSIRO’s Energy Transformed Flagship; Associate Director, Policy and research, Electricity Supply Association of Australia; Assistant Commissioner, Trade Practices Commission; and Monthly columnist on economic issues for the BRW.

He has a detailed understanding of network issues from his extensive energy sector experience which includes being CFO of an Environmental Science Crown Research Institute and Chairman of a junior oil exploration company. Domenic has been actively involved in the deregulated and contestable power and gas markets in Australia and Singapore since 1997. Joining United Energy Marketing (UEMPL), Domenic progressed to lead the contestable Sales and Customer Service Team, Power and Gas. Domenic was also actively involved in the purchase and subsequent merger of the Ikon/Multinet gas business, specifically concentrating on the emerging contestable gas markets. Joining SembCorp Power in 2001, Domenic was responsible for establishing a start up retail & trading Electricity Company in the deregulating Singapore Electricity market. This involved understanding and negotiating all regulatory agreements, application for a retail license, customer billing and data management and full P & L responsibility. In 2005 Domenic was appointed to the role of Retail Manager, International Power (Retail) Pty Ltd, and was responsible for guiding the company’s foray into the contestable power and gas markets in Australia. He also successfully led the negotiations with Energy Australia to create the EA-IPR Retail Partnership of which he became the CEO. In 2007, International Power became the sole owner of the Partnership which was re-branded as Simply Energy, the name by which it trades in the National Electricity and Gas market. Domenic holds a Bachelor of Education (Mathematics & P.E.) and a graduate Diploma in Applied Finance & Investment.
Ms Cheryl Cartwright,

Cheryl Cartwright has a diverse background in media and politics. She was Chief of Staff to the Hon Warren Truss MP (now Shadow Infrastructure and Transport Minister and National Party Leader) through three Ministerial portfolios, first covering Customs and Consumer Affairs, then Community Services (with responsibility for Centrelink) and for 5 years from July 1999 until October 2004 in the difficult Agriculture portfolio, which covers the national quarantine service and many trade issues. Prior to working for Minister Truss, she was Media Adviser for then Industry Minister John Moore. She also developed and managed political and media strategies in Opposition in 1993 and 1994. Before politics, her career in journalism covered print, radio and television. She has worked for The Canberra Times, and in the Canberra Press Gallery, she worked for The Australian, Australian Associated Press and the Macquarie Radio Network, before going to Adelaide to report State Politics for Channel 9, and then back to Canberra to cover politics for Channel 7. Cheryl’s broad experience across a range of industry sectors, her skills in politics, policy, media and strategic planning and her leadership drive are helping the Australian Pipeline Industry Association to increase its influence and meet the challenges of a changing economic and investment environment.

Colin commenced his career by establishing a specialist “Turn key computer services business” Chambers Electric in 1965 selling it in a management buy out in 87 as a going concern during the computer boom. In 1983, Colin founded Clean Line Systems Pty Ltd, a company specialising in the design, manufacture and distribution of power electronics products primarily UPS and allied protection devices for sensitive electronics. Operations were in Thailand, USA and UK, whilst R & D remained in Australia. Cleanline was sold to Chloride PLC, UK in 1992 returning a multiple of 14 times of that invested to the Bankers, Venture Management Associates of Melbourne. Colin has extensive experience in Asian low cost and quality mass manufacturing, negotiating with multinational companies, product distribution and strategic business growth. Colin co founded GridX and provided the engineering footprint and commercial determination behind the embedded generation platform that has heralded the Company for its innovation in the unique approach to best practice installations at a cost effective pricing, winning many national awards for the contribution to reduction of emissions, whilst being mindful of the commercial imperatives that are required to attract banker partners. Colin has won the respect of many institutional banker partners due to his success in bringing products and services to market in the energy industry. Colin was recently incremental in securing TRUenergy as an equity participant and infrastructure funder for GridX. Colin has maintained a continuous position of Managing Director or CEO of Companies of which he’s has either founded or co-founded for 35 years.

David Crossley has over 30 years experience in the energy sector, both in Australia and internationally, providing advice to governments, regulators, energy companies, industry associations and NGOs. David has been: • a researcher at Griffith and Monash Universities pioneering social science research on energy policy and consumer energy conservation behaviour; • the inaugural director of energy planning for the Victorian Government; • the senior executive responsible for demand management and energy efficiency in the former NSW electricity utility Pacific Power; • an adviser to the NSW Government responsible for planning and establishing the Sustainable Energy Development Authority with a mandate to reduce greenhouse gas emissions. In mid-1996, David established his consultancy company Energy Futures Australia to provide consultancy services on sustainable energy policy and programs. Since then he has completed nearly 50 projects and about 90 publications for a broad range of clients. In August 2008, while still continuing his consultancy work, David joined the Australian company Wattwatchers Pty Ltd on a part-time basis. Wattwatchers designs and manufactures leading edge technology for engaging mass markets in energy efficient behaviours. In May 2009, David joined The Regulatory Assistance Project (RAP), also on a part-time basis. RAP is a non-profit organisation, formed in the United States in 1992 by experienced regulators, that provides research, analysis and educational assistance to public officials on electricity industry regulation. RAP is committed to fostering regulatory and market policies for the electricity industry that encourage economic efficiency, protect environmental quality, assure system reliability, and allocate system benefits fairly to all customers

This year marks Michael’s 25th year in the energy industry. Over this period he has gained a wealth of experience in electricity generation, electricity distribution and the retailing of gas and electricity in both the UK and Australia. At the outset of his career Michael was trained in Utilisation Engineering by the UK Electricity Supply Industry. Utilisation Engineering is a commercial and technical specialty that focuses on the interface between the customer and the energy industry. A Utilisation Engineer was expected to have an understanding of a wide range of activities including energy and demand efficiency, electro-technology, metering, supplies engineering, retailing, marketing, tariffs, contracts and pricing. Not surprisingly with this background, at the commencement of market deregulation in 1989, Michael and his piers were co-opted into a range of commercial and customer based activities associated with the nascent gas and electricity markets. Consequently Michael has followed a varied career path working for organisations such as Nuclear Electric (British Energy), Optima Energy, ETSA, TXU and AGL. Almost exclusively he has been tasked with management roles associated with the development of entirely new markets, business entities, business activities, products and services. Latterly Michael has established Wessex Consult Pty Ltd. This organisation provides consultancy primarily to utilities and government in the areas of energy efficiency, demand management and sustainability. The skills and expertise developed at a time when the electricity industry was adapting to the effects of a global oil crisis and the emergence of natural gas as a fuel source are now highly relevant to an industry faced with exponential demand growth and a constrained carbon economy.

Allan is the Chief Executive Officer of the Independent Market Operator (IMO), the operator of Western Australia’s Wholesale Electricity Market. The IMO is principally responsible for operating the electricity market, managing market evolution and securing sufficient reserve capacity to meet expected demand. Prior to joining the IMO, Allan played a leading role in the implementation and operation of the New Zealand and Singapore electricity markets. As M-co’s General Manager Operations, Allan managed the establishment and operation of the New Zealand Electricity Market. In 2001, Allan was appointed CEO of the Energy Market Company (Singapore’s electricity market operator) managing the establishment and operation of the National Electricity Market of Singapore.

Dario De Bortoli is the Program Manager for the Adelaide Solar City Project. He is also Origin’s representative on the Central Victoria Solar City Steering Committee. He joined Origin Energy in 2002 after gaining extensive experience in the Australian telecommunication industry with Telstra and the energy sector with CitiPower. Dario has held a variety of management roles with Origin, primarily in the development of new products and technology. A key component of the Adelaide project is the development of innovative pricing using smart meters, interactive communications technology and In Home Displays to foster ongoing community engagement. The Solar Cities Project is a $75 million initiative of the Australian Government covering seven regions in Australia.

John has over thirty years experience working on energy and utility issues. His experience is based on a technical and financial skill set. John and the Energy Action Group have worked on and participated in over fifteen transmission and distribution pricing inquiries across the NEM. EAG takes the position that all consumers will benefit if issues around peak load growth and annual load growth are addressed in a manner that sustains the current consumer base including the manufacturing and export sectors of the economy. EAG has had a long term interest in the roll out of interval metering across the NEM. John has been involved in a number of decision making forums including those in relation to the NEM FRC systems, the Victorian gas FRC and retail market.

Terry Effeney was appointed CEO of ENERGEX in January 2007. Prior to joining ENERGEX, Terry held the role of COO (Chief Operating Officer) of Ergon Energy for three years and was an Executive Manager with Ergon Energy and its predecessor organisations for more than ten years.Terry has more than 25 years experience in the energy industry, combining an engineering and economics background with extensive operational management experience. Terry has an Honours Degree in Electrical Engineering, a Masters Degree in Engineering, and a Degree in Economics and has undertaken management studies at the Australian Graduate School of Management and most recently at the Michigan Business School in the USA. He is also a Graduate Member of the Australian Institute of Company Directors.

Mike has over 30 years of experience in the power distribution and transmission sectors and has undertaken executive roles in Mercury Energy and Vector Ltd in New Zealand and in United Energy during the period of the Victorian power industry privatisation. Dr Martin Gill is a Principle Consultant with KEMA Consulting providing Subject Matter Expertise in the areas of Smart Metering, Communications and Metrology. Dr Gill has been directly involved in the assessment, development and deployment of Advanced Metering Systems including, voluntary demand response using Time of Use tariffs, some with In Home Displays; and direct load control schemes, using a range of communications options including ripple, Radio Frequency Mesh, long haul Power Line Carrier and cellular technologies. Dr Gill’s technical career has included the design of devices and systems providing both low and high voltage metrology measurement. His doctoral thesis built on many years in the defence department specialising in communications systems. Dr Gill is currently serving as the Business Requirements Work Stream Leader on Australia’s National Smart Meter Program for the national regulator NEMMCO. In this role he is facilitating the development of a Minimum Functional Specification to be met by future Australian Smart Meter deployments.
Mr Clarence Hardy,

Dr Hardy has distinguished qualifications and experience in the nuclear field. He has two doctorates, has published over 100 scientific papers, and has given over 100 talks to technical and non-technical audiences in Australia. Dr Hardy retired in 1991 after a 35-year career in nuclear science and technology in senior positions in three national nuclear laboratories in the UK, USA and Australia. He worked for 20 years as a Division Chief and Chief Scientist at the Lucas Heights Research Laboratories in Sydney and his history of the Australian Atomic Energy Commission was published in 1999. Dr Hardy set up a consulting company in 1991 and also took on voluntary work. He is currently the Secretary of the Australian Nuclear Association (a non-profit, non-government, Scientific Institution which provides information on all aspects of nuclear science and technology) and has just completed a two-year term as President of the Pacific Nuclear Council, which represents over 60,000 nuclear scientists and engineers in the Pacific Region. He is also Managing Director of Nuclear Fuel Australia Ltd. He travels the world giving invited talks on many aspects of nuclear science and technology and he organises national and international conferences.

Bill Heaps is Managing Director of Strata Energy Limited, a company providing consulting services to energy industry stakeholders. In 2006, Robert Reilly joined Bill in Strata and recently Stephen Drew has joined the company. Strata Energy have developed a unique approach to marketing and operating demand-side management and distributed generation services in the wholesale and retail electricity markets. Strata Energy has an interest in Energy Response (PTY) in Australia and is managing the launch of Energy Response New Zealand. Bill is an electrical engineer and has over thirty year’s experience in energy and related industries. He has worked at senior management level in transmission, generation, wholesale trading, distribution, retail and utilisation services. He has directly participated in many of the development phases of the energy industry from the early de-regulation of the British electricity industry to the establishment of arrangements for New Zealand’s electricity markets. He has also taken leadership roles in several industry working groups. Bill is currently Chairperson of the Transmission and Wholesale Market Advisory Groups of the New Zealand Electricity Commission. He is also a director of Orion Group Limited.

John has provided solutions to energy industry problems for more than 25 years in the areas of infrastructure planning, energy market design, asset management and control system design and testing. As a manager during the early 1990s, with the transmission company in Victoria PowerNet, he was involved in the reform process and the formation of the new industry in Victoria as well as being involved in the committee work for the rules of the National Electricity Market. John moved to the Victorian Power Exchange (VPX) in 1997 and VENCorp in 1999. In VENCorp John has been responsible for energy infrastructure planning and more recently developing and implementing a new gas market within Victoria which was successfully implemented on the 1 February 2007. Since that time he has headed up the strategy and development department which involves the continuous improvement and strategic development of the gas wholesale and retail markets as well as providing leadership in the regulatory environment of the energy industry. In the new Australian Energy Market Operator corporation, John will head up the Transmission Services department which will deliver the energy forecasts, process connections to the NEM transmission system, procure augmentations for new connections and economic expansion in Victoria and cover other obligations specific to SA and Victoria.

Since 1995, Gordon has held the position of Chief Executive of Powerlink Queensland. He is also a member of the System Reliability Panel of the National Electricity Market (NEM). Before joining Powerlink, he held senior management positions at one of Australia’s largest computer software companies, Mincom. During his 14 years with the company, he spent 3 years in the United States as President of its North American subsidiary, before being appointed Deputy Managing Director of Mincom in 1990. Gordon is a director of ElectraNet SA (the South Australian electricity transmission utility), following Powerlink’s acquisition of a 40-percent interest. Gordon holds university degrees in engineering, commerce and environmental science.

Ms Jenny Karavolos is the Manager for Dynamic Power Management at Saab Security Pty Ltd. This has included being the technology partner to ETSA Utilities since 2006 and Ergon Energy since 2008 in their residential Peak Load Management trials. Ms Karavolos has over 15 years experience in Transport, Defence, and Energy involving both the public and private sector. She is a highly experienced commercial and technology manager who has been involved in the negotiation and discharge of various large projects. Prior to her role in Dynamic Power Management she was the Operations Manager for Saab Intelligent Transport Systems. Jenny’s qualifications include certified practising accountant, MBA, Certificate in Masters of Technology and Commercialisation and being a mum. Her awards include Deakin University MBA Brooke Scholar and SA Telstra Business Woman of the Year finalist. She is currently also a Board Member for a not for profit organisation.

The company focuses purely on energy and natural resources and is actively involved in major projects across Australia. Negotiaction’s key offshore interests encompass India and China. David La Ferla has been Negotiaction’s Managing Director since 1998 and leads many of the firm’s engagement teams through the strategy formulation, decision making, stakeholder engagement, and negotiation process. By necessity his teams regularly deal with asset owners, specialist technology providers, engineering firms, construction companies, financiers and governments. David graduated with a B.Sc. (Hons) from The University of Melbourne and an MBA from the Melbourne Business School. His special interests include the commercialisation of technologies and the design of business processes that drive game changes and, hence, underpin the creation and capture of value. In concert with his colleagues David is working in domains where there is significant uncertainty and complexity. This work is typically directed to exploiting strategic upside opportunities that enable players to secure leadership positions in existing and emerging markets, and in onshore and offshore markets. Steve Lette is Integral Energy's Manager, Metering Information, responsible for provision of metering and meter data services in all states in the National Electricity Market. Steve is an Engineer with around 20 years of experience in the power industry, with postgraduate qualifications in business and regulatory economics. Steve’s career has included Mains Development, Power Quality, Metering, Regulatory Affairs and Demand Management. Steve has managed a range of pioneering demand management projects, including air-conditioning cycling comfort trial in 2005, smart metering trials from 2006 to the present, the Western Sydney dynamic peak pricing trial and also pulling together the Blacktown Solar Cities Consortium and rolling out many of its programmes.

Euan is an experienced economist and lawyer specialising in regulatory and competition issues. He advises extensively in the energy, water and transport industries. He has advised extensively on carbon related issues, including on market design and assisted in preparing organisations for an ETS. Euan was appointed to an Expert Panel by the Ministerial Council on Energy to review regulatory arrangements associated with the ongoing reforms to energy markets. He is also an Independent Expert under the National Electricity Rules and a member of the Trade Practices Committee of the Law Council of Australia. In previous roles, Euan was Principal Advisor – Regulation at the Queensland Electricity Reform Unit and a Director of the QCA, an organisation Euan had responsibility for creating whilst he was a senior treasury officer.

In particular, Paul has been heavily involved with network pricing and regulation through numerous inquiries from both regulator and business perspectives. Paul has occupied many senior positions with electricity distribution companies including Manager, Network Commercial Operations (EnergyAustralia), General Manager, Regulatory Strategy (NorthPower), Group General Manager, Corporate Strategy and Development (Country Energy) and CEO of PowerServe (a privately owned electricity network construction company). In these roles he has managed key functions including financial reporting, marketing, business development, strategic planning, pricing and regulation. Paul has also chaired a number of industry committees including the development of “NSW Electricity Distributors Accounting Guidelines” for the Electricity Council of NSW, which provided the initial basis for the separate regulation of Network and Retail businesses. In addition Paul has managed the development of joint industry submissions to regulators and represented regulators and distribution businesses at public and industry forums. As a management consultant with PB Associates, Paul managed numerous projects including a review of Broadband over Power Lines (BPL) for the Federal Government DOCITA, capital and operating expenditure reviews for a number of network businesses, and managed transmission and distribution expenditure reviews for the ACCC. Paul has also prepared cost and pricing models for distribution businesses and assessed the tradeoffs between capital and operating expenditures. Paul’s current role as Executive Manager – Advanced Metering has him responsible for EnergyAustralia’s Smart Metering development, testing and evaluation program. Paul has also been heavily involved in the formation of the National Stakeholder Steering Committee and its subgroups, with a focus on ensuring a nationally consistent framework for smart meter service delivery and regulation.

Patrick Walsh is the Chairperson of the Essential Services Commission, a position he has occupied since April 2005. Dr Walsh has had extensive involvement in energy policy and planning, and in the implementation of micro-economic reform programs, within the SA Government since the early 1980s. He has a PhD in Applied Mathematics, and is a Fellow of the Australian Institute of Energy. During the 1980s he was national vice-president of the Australian & New Zealand Solar Energy Society. He began his working life as a Research Scientist with the CSIRO Division of Building Research in the 1970s.
