 Mr William Fellows,
Director Francophone North West Africa FSVC William Fellows has over a decade of experience in the Middle East and Africa. Mr. Fellows is regional director for the Francophone North & West Africa region for FSVC with a primary responsibility for the organization’s Maghreb financial sector reform program. This program, sponsored by the US State Department Near East Bureau’s Middle East Partnership Initiative (MEPI) provides senior level advisory support to Maghreb financial institutions modernizing with a view to supporting expanded private sector financing and economic growth. Mr. Fellows has led the regional Maghreb program, and has been primarily responsible for developing technical advisory programs in commercial banking and venture capital, as well as senior policy advisory services to relevant regulatory bodies such as the Central Banks and capital markets regulators in the Maghreb. The FSVC program has provided advisory services under MEPI to the Moroccan venture capital sector in areas such as fund management, fund raising, investment structuring and portfolio and investment analysis for emerging market SMEs. The program has also provided advisory services to the Moroccan government on benchmarking venture capital policy for near-term improvements to the venture investing climate. Under Mr. Fellows’ leadership FSVC’s advisory program has become a reference for program and policy reform both for the public and the private sectors. Mr. Fellows has led a wide array of blue chip private sector actors and senior policy makers in the Maghreb in helping them to define the next step forward for their development program. Before joining FSVC, Mr. Fellows was an investment officer with the Inter Arab Investment Fund, a Middle East based venture capital fund investing in the Levant and Dubai responsible for a diversified portfolio of SME venture investments in the region. Mr. Fellows also previously consulted with Meadowbrook Partners, a Boston based boutique private equity advisory firm, on private equity investment development and related financial projects in the Middle East and West Africa. Mr. Fellows as well consulted with the Casablanca Bourse in Morocco and managed a Novartis project on intellectual property research and strategy management in Agro Biotechnology focused on crop yield innovation. He holds a BA from Vassar College in Diplomatic History, an MA from Indiana University in Islamic History, and an MA in International Economics & Finance from Johns Hopkins University School of Advanced International Studies (JHU - SAIS). He also holds certificates in advanced Arabic studies from Université Moulay Ismail in Morocco and the American University’s CASA program in Cairo, Egypt. He is fluent in Arabic and French.
