J James Fang is the longest serving Director on the BART Board. He represents the 8th BART District, which includes portions of San Francisco. Voters first elected him to the BART Board in November 1990 and he was sworn into office on December 6, 1990. He is currently Chairperson for the Board’s Engineering and Operations Committee. He also serves as a member of the Board’s newly-formed Sustainability/Green Committee and as a member of the Metropolitan Transportation Commission Liaison Committee. Additionally, Director Fang serves as a member of the Capitol Corridor Joint Powers Board and the Silicon Valley Rapid Transit Project Policy Advisory Board. In 2004, his fellow board members elected him to serve as President of the BART Board. He previously held the position of President in 1998 and Vice President in 1997 and 2003. Director Fang is a native and life long San Franciscan who attended public schools in the city before graduating from the University of California, Berkeley, and attending Hastings College of Law. A member of the California State Bar, Director Fang served as a law clerk in the U.S. Attorney's Office and, while in college, was an aide to the late Congressman Philip Burton. Director Fang served as Director of Commerce and Trade in the Administration of former San Francisco Mayor Frank Jordan. He was a member of the Extended Opportunity Program Foundation of City College and the Soo Yuen Association Scholarship Committee, and has served on the Board of Directors of the Chinatown YMCA and the San Francisco Cork, Ireland, Sister City Committee. Director Fang is the President of Asian Week, the largest circulation Asian-American publication in the United States. He is married and lives in San Francisco.

He holds key positions both in the Norwegian and European payments landscape, including the European Payments Council (EPC). Liisa Kanniainen holds Master of Science degree in International Economics. After university studies Liisa worked a few years as a polytechnic teacher and acquired also the Polytechnic Teacher qualification. Liisa has led several pioneering projects during the early days of mobile financial services. First she worked at Digital B.V. in the Netherlands, then the next 6 years in Finland at Nokia Corporation. During her Nokia Mobile Phones years Liisa worked in various management positions in product development. Her last position at Nokia Ventures was Head of R&D, mobile commerce. In 2001 she changed to Nordea Bank and Mobey Forum in order to full time concentrate on creating the cross-industry collaboration required for making the mobile financial services market as the Mobey Forum Workgroup Executive. In Nordea she has been in charge of mobile financial services on corporate level. In Mobey Forum she carries since Feb 2007 the full operational responsibility of all activities and daily management of the Forum as the Executive Director of the cross-industry consortium.

Mick Mullagh is the Chief Executive Officer of ViVOtech, Inc. Mr. Mullagh is an experienced wireless industry leader who has served as the head of two wireless carriers and two growth stage start ups. With 18 years of executive-level experience Mullagh has a successful track record of building and managing fast-growth businesses. Prior to joining ViVOtech, Mr. Mullagh served from 2001 to 2004 as President and CEO of Telephia, the market leader in performance information for the mobile telecommunications industry, leading the company through three years of extremely rapid growth in revenues and margins. From 1997 to 2000 he was CEO of Whisper Communications, a provider of last mile wireless telemetry networks. From 1992 to 1997 Mr. Mullagh served in various leadership positions at Rogers Wireless, Canada’s largest wireless carrier (formerly known as Cantel AT&T), including President and COO and Executive Vice President of Marketing and Technology. There he was responsible for the launch of Canada’s first Digital PCS network. During his tenure the company underwent considerable growth of its operating margins, customer base and national network, and saw substantial reductions in churn and customer acquisition costs. From 1977 to 1992, Mr. Mullagh worked at BC Tel (now a part of Telus Corporation), Canada’s second largest telecommunications company, where he rose to the position of President and COO of BC Tel Mobility. Under his leadership, it became the most profitable cellular company in North America. Mr. Mullagh graduated from Trinity College Dublin, Ireland, with an honors degree in Economics. He later received a Master’s degree in Economics from Simon Fraser University in Canada.

Dominic read Geography at the University of Oxford and pursued postgraduate studies in demography in Mexico between 1973 and 1976. From 1976 to 1996, Dominic worked in the Corporate Finance Division of Kleinwort Benson Limited, the UK Merchant Bank. His merchant banking career embraced the full range of corporate finance activities: mergers and acquisitions, IPOs and secondary offerings (equity and debt), capital reconstructions, project financings and privatisation advisory work in the UK, mainland Europe, South East Asia and Latin America. In 1997 Dominic moved to the UK National Audit Office where he worked as a consultant on the forensic audit of the privatisation of Railtrack PLC. In 1998 he moved into financial supervision first with the Building Societies Commission and then, from 1999 to 2000, he worked for the Financial Services Authority as a supervisor of retail financial institutions. Since 2000 he has worked as a Policy Advisor in the Wholesale and Prudential Policy Division of the FSA. Dominic's policy responsibilities include Operational Risk, professional indemnity insurance and outsourcing but his major area of expertise covers electronic money, e-banking, mobile banking, and electronic and cross-border payment services. He was responsible for implementing into UK Law the European Union Directives on the regulation of electronic money. He also advised the European Commission on the application of e-money regulation to payments by mobile phone. He has also worked on the prudential and technical side of the Payment Services Directive.

David Rogers is the Director of External Relations for OMTP, liaising with standards bodies and other members of the mobile phone industry. He is the Chair of OMTP’s Incident Handling task, Programme Manager for the ‘Advanced Trusted Environment: OMTP TR1’ and is currently working on the BONDI mobile web initiative. In 2007 he authored the OMTP’s security whitepaper, ‘Mobile Handset Security: Securing Open Devices and Enabling Trust’. David joined OMTP in 2006 after 8 years at Panasonic Mobile. Whilst there, he headed up Panasonic’s Product Security initiatives in Europe, including investigating hacking against mobile devices. He also managed a development team specialising in hardware, software and security solutions for service centres worldwide. Prior to this David worked for Fujitsu Microelectronics Ltd, in their Newton Aycliffe DRAM fab. David continues to champion the pioneering work in the mobile phone industry on embedded security within handsets. This started with the ‘Security Principles Related to Handset Theft’ and the ‘IMEI Weakness Reporting and Correction Process’ in 2003, progressing to the current work on the ‘Advanced Trusted Environment: OMTP TR1’ which sets up future security sensitive enablers such as m-commerce. He has advised the UK Home Office and international law enforcement agencies on a number of mobile phone theft, security and forensic issues. He is a regular speaker at conferences on the subjects of hacking, mobile forensics and handset security. David holds an MSc in Software Engineering from the University of Oxford and a HND in Mechatronics from the University of Teesside. He is also a member of the British Computer Society.

After a period of time with Guardian Media Group he was taken into employment by European Card Review – Europe’s leading payments magazine – as the m-commerce editor. In May 2002 the decision was taken to launch a sister magazine to European Card Review, which covered the ever widening market of m-payments. Thus Mobile Payments World was born. Alexander is now the publisher of European Card Review, a partner at ECR Publishing and remains the editor and publisher of Mobile Payments World.
