Amar AOUATI works since march 2009 as an independent ERTMS Technical Adviser on behalf of ANESRIF (Agence nationale pour les études et la Réalisation des Investissements ferroviaires), the Algerian Infrastructure Manager. He worked with the Belgian Railways from 1993 to 2009 and has 17-year experience in railway safety management, mainly in the field of railway signalling for high speed and for conventional rail including ERTMS/ETCS and GSM-R. He has a lasting experience of Technical Specifications for Interoperability & Safety Certification of ERTMS and GSM-R systems. He was in charge of preparing and overseeing the work of Independent Railway Safety Assessors and Notified Bodies acting under interoperability Directives (96/48/CE & 2001/16/EC). He acquired a practical knowledge of Technical Specifications for Interoperability & Safety Certification of ERTMS and GSM-R systems. He was in charge of preparing and overseeing the work of Independent Railway Safety Assessors and Notified Bodies acting under interoperability Directives (96/48/EC & 2001/16/EC). He was also tasked, among others, with implementation of European Safety Directive 2004/49/EC and gained a lasting practice of Railway CENELEC Norms (EN 51026/128/129/159-1/2) implementation. He gained a practical experience of safety approval and certification of ERTMS/ETCS/GSM-R Signalling systems for High Speed Lines (HSL) as well as on Conventional Rail (CR). He took part to the UIC GSM-R/EIRENE project (1999-2001). He gained a sound understanding of the work of the GSM-R industry and the Railway industry. He authored a set of technical articles relating to ERTMS/ETCS/GSM-R implementation and certification. He assists ISAs (Independent Safety Assessor) and Notified Bodies in assessing Railway Signalling Systems. Amar Aouati was born in 1953, Graduate from Ecole Nationale de l’Aviation Civile (France) and Docteur Ingénieur from Université Orsay/Paris Sud (1985).

Since July 2004 he’s been Managing Director for Roma Metropolitane S.r.l., the city-owned company responsible of the coordination and control of the whole enacting process of a 10 billion Euros works plan concerning the development, modernization and expansion of Rome’s subway network, public transport corridors and innovative transport systems, wire ones included, and every other intervention regarding public transportation with dedicated lanes, and connected and/or complementary works, to be realized in the City of Rome. He is Vice-Chairman of the Management Board of IGI Istituto Grandi Infrastrutture. Since 1997 to 2004, for S.T.A. Società Trasporti Automobilistici S.p.a., he leaded the Department of Legal and Corporate Affairs and Tenders and was Secretary of Board of Directors and Shareholders’ Meetings. He was charged with chairing the Tender Commissions for the procurement of works, services and supplies for a global amount of about 1,5 billion Euros. Since 1997 to 1998 he was Managing Director for S.T.A. Sistemi di Trasporto S.p.a., a company totally owned by S.T.A. Ghellab est ingénieur diplômé de l’Ecole Nationale des Ponts et Chaussées de Paris, promotion 1990. Polyglotte, parlant couramment l’anglais, le français, l’italien et l’arabe, il entame sa carrière professionnelle dans un Cabinet de Consultants à Paris, avant de rejoindre en 1994 le Ministère de l’Equipement en tant que Directeur Provincial d’abord à El Hoceima puis Benslimane. Il se distingue rapidement et intègre l’administration centrale pour prendre en charge la Direction des Programmes et des Etudes en 1996 puis celle des Routes et de la Circulation Routière en 1998. En 2001, après un court passage par le Groupe ONA, il est nommé par SA MAJESTE LE ROI en tant que Directeur Général de l’ONCF où il s’emploiera efficacement et avec beaucoup de succès à régler les problèmes structurels de l’Office et lui insuffler une nouvelle dynamique en phase avec un repositionnement fort sur le marché du transport national en tant qu’opérateur logisticien performant, partenaire privilégié de l’économie nationale. Le 7 novembre 2002, il est nommé par SA MAJESTE LE ROI Ministre de l’Equipement et du Transport au sein du Gouvernement de Driss Jettou, l’un des portefeuilles les plus stratégiques, responsable de la gestion et du suivi des plus gros projets du pays et confirmé pour le même portefeuille au sein du Gouvernement de Abbass Fassi à partir du 15 octobre 2007. Karim Ghellab est membre du Comité Exécutif du Parti de l’Istiqlal, Député de Ben M’sik, élu communal à Sbata, membre du Conseil de la ville de Casablanca, secrétaire provincial du parti pour Ben M’sik, coordonnateur du Parti dans la Région Chaouia Ouardigha. Ramon Malla is a Computer Science Engineer, and holds a Master’s in Business Administration (MBA). In 1992, he began working in the area of public transport, when he joined TMB. He first worked in the Area of Organisation and Technologies and was later promoted to Director of Organisation of TMB. In 2001, he changed to more operational activities as Controlling Metro Network Manager. In 2004, he was appointed Manager of Line 9, the new line under construction which is the most strategic project in the Metro of Barcelona, for its dimensions, 48 km and 52 stations, and the high level of innovative design (Unattended Train Operation).. Since 2007 he has been Director of Automated Lines, in charge of projects and operations of these lines (nearly 50% of the Barcelona network in 2013). Regarding international activities, he is the Executive Coordinator of the UITP Observatory of Automatic Metro Lines that brings together world experts in that field.

His Excellency Mohamed Loutfy Mansour, Minister of Transport, Egypt Mohamed Loutfy Mansour was appointed as Minister of Transport on January 1, 2006. In this capacity, he leads the nation's transportation network covering Roads and Bridges, Railways, Underground, Ports, Maritime Transport, Mass Transit, and River Transport; while managing one of the largest ministries in the government. Minister Mansour was born in Sharkia, Egypt on January 23, 1948. He obtained a Bachelor’s degree in Engineering from North Carolina State University, USA in 1968, and a Masters degree in Business Administration from Auburn University, USA in 1971. He then taught at Auburn University until 1973. Prior to his public service, Mansour was the President of the Mansour Group which represents nine of the top Fortune 500 companies and employs nearly 20,000 people. He is the Founder and was Chairman of the Al Mansour Motor Group, the General Motors distributor in Egypt, Iraq and Libya. Mansour was, in addition, the Chairman and CEO of Mantrac, the authorized distributor of Caterpillar, IBM, Hewlett Packard, Microsoft and Compaq for Egypt. Mansour also chaired Unatrac, the authorized Caterpillar distributor in six African countries namely Nigeria, Ghana, Sierraleone, Tanzania, Kenya and Uganda, Europe and the Middle East, Russia and Iraq as well as chaired Credit Agricole in Egypt. Mansour served on the Board of several organizations. He is the Founder and Chairman of the Lead Foundation which is a non profitable organization providing loans to small and micro enterprises, Member and Former Secretary General of the Future Foundation; Member of the Board of the Center for Contemporary Arab Studies at Georgetown University; the George Washington School of Business Advisory Board; the International Advisory Board of the Coca Cola Company; the Special Olympics of Egypt; the Cairo and Alexandria Stock Exchanges; and the Social Fund for Development and the Board of Trustees of the American University in Cairo. Furthermore, Mansour served as the Chairman of the Egypt-U.S. Business Council; the President of the American Chamber of Commerce in Egypt; and the Secretary General of the Egyptian Center for Economic Studies (ECES). He is also the Chairman of the Al-Mansour Charity Foundation. Mansour is married and has two sons.

Born in Madrid, Spain in 1953, Mr. Rojo Garrido began his professional career in BAZAN (Military naval constructions) in 1979 and as an engineer he was the responsible for Energy Research Projects. In 1981, he joined Madrid Metro and he assumed the responsibility for differents positions as Trains Service Manager, Customers Division Manager, Safety and Security Director, Director of Operations and Deputy Director to the Managing Direction. He was successfully as the Responsible for operational design criteria for 150 km of Madrid Metro Extension and 3 new light Rail Lines in Madrid. Since 2008 Mr. Rojo Garrido is Deputy Director of Madrid Metro, He is a national and international Project Coordinator and he is in charge of underground projects which Madrid Metro is currently working on in Seville (Spain), Santo Domingo (Dominican Republic), Buenos Aires (Argentina), etc. In 2008 he was appointed Secretary General of ALAMYS (Latin American Association of Underground Metropolitan Railways and Subways) and coordinates all of activities of the light rail group and underground planning group. Besides in 2008 he was appointed First Vice-president of APICI (Fire Control Engineers Association). He is an Electrical Industrial Engineer (Madrid Polytechnic University) (E.T.S.I.I.) and graduated of Management in Business Administration (CEPADE-Madrid Polytechnic University). Mr. Rojo also was a Electrical Machines Professor from 1979 to 1983 in Superior Industrial Engineering School, (Madrid Polytechnic University, Madrid) (E.T.S.I.I.); an Electrical Rail Traction Professor in Superior Polytechnic School in Carlos III University, Madrid (1996-2000); a Fire protection Engineering Master Professor Superior Polytechnic School, Carlos III University, Madrid (2006-2007) and a Fire Protection Engineering Master Director in Engineering School Comillas University Madrid (2008-2009).

Dr. Mohsen Shawarby is the Professor, School of Business Administration, Alakhawayn University; and Senior Expert, International Executive Service Corps IESC, Washington, D.C. As private consultant, Dr. Shawarby led the development of major international industrial and investment projects in the Middle East, Africa and the Caribbean resulting in new trends and sustainable development. He served as senior expert in international development with UNDP, World Bank, American Management Association and Management Centre Europe. Among the projects he coordinated are oversight for design and implementation of railroad automation, safety, maintenance, and quality assurance for existing and planned railroad networks. He is currently reviewing technical plans made by CanRail for the Gulf Cooperative Council GCC as well as technical plans for quality assurance for the railroad networks for high-speed trains and tramways planned for by the Government of Morocco. Most importantly, Dr. Shawarby has proven capable of arranging long term funding backed by US Government for USAID approved countries including Morocco and all GCC countries. He has successfully lobbied US Government to grant approval for GCC countries for US-backed funding. In addition to identifying superior US and European quality in train maintenance and safety, Dr. Shawarby has been successful in linking Government agencies directly with technology sources resulting in significant cost savings and efficiency in operation and management. He has presented key presentations on industrial and investment development for programs sponsored by US Department of State and coordinated by International Executive Service Corps. Dr. Shawarby serves as advisor on economic development for African Training and Research Centre in Administration for Development CAFRAD leading the initiative to achieve sustainable economic development. As professor with School of Business Administration of Alakhawayn University, Dr. Shawarby leads the initiative to empower Government agencies and private businesses of Morocco, Middle East and Africa to acquire cost effective US technology and automation, assist in long term financing, and bridge the gap with design and implementation of major industrial projects.
