Mr Fons Knopjes, Managing Director, IDManagement Centre Fons Knopjes (1953) is Managing Director of IDManagement Centre an independent, international organization with knowledge and expertise in the field of identity chains and training. Fons was Research & Development Manager of travel documents at the Ministry of the Interior and Kingdom Relations and worked as project leader for the development, production and customisation of the Dutch travel documents introduced in 2001. He also advised in the development of a large number of (electronic) identity and other valuable documents. He gained much of his experience at the National CID Information Desk of the Dutch National Police Agency, and represented the Netherlands for over ten years in the false documents working group of the European Union. He was also a member of the NTWG (New Technology Working Group) and is currently available as a member of the ICBWG (Implementation Capacity Building Working Group) of ICAO (International Civil Aviation Organisation) and is a member of the ISO WG3/TF3. He is a member of the core group of experts on Identity- related crime of the United Nations. He is also board member of the Dutch Biometric Forum and has both developed and taught various national and international training courses in the field of document investigation. He has numerous publications in the field of identity documents, falsifications, etc. Most recently (2008) he published “Documents: the Developer’s Toolkit”, a publication about the development process of secure identity documents.

Mr David Oren, Homeland Security Senior Specialist (Former CIO for Israel Airports Authority), EDS David is a Homeland security Senior specialist, a role he has held since the Government AIU was created in 2005. Prior to that, he was a CDE & Solution Center Manager for EDS Israel since joining EDS in 2001. He has more than 30 years of experience in IT systems, design, development and operations, with expertise in Aviation & Airport business and homeland security industry including Biometrics, Identity and Border control systems. At EDS Israel he was responsible to develop, deliver and operate the Biometric systems, including the Ben-Gurion airport biometric border control, two Land Border systems, the Basel system (Basel - Innovative biometrics-based Border Control System for Palestinian employees), and Maoz Biometric Identification system for foreign employees. He has undertaken numerous pre-sales and delivery consulting and architecture roles, in the field of biometrics, Identity and Border control all over EDS in EMEA, Australia, Asia Pacific and US. The most recent assignment were the NIS EDS team, and at the NOMIS account (HM Prison Services) developing the Biometrics Technical Architecture and High-Level Design of the offenders IDM for the account. Outside EDS, he served as the CIO of Israel Airports Authority for 12 years, out of 25 years in Aviation assignments in security, Organization Consulting and management of a Land Border Checkpoint operations. During that time he was member of a national official committee of Israel which planned and designed the vision and technology concept of Biometric and Border Control system for the state of Israel (1996-2000). Initiated (1997) and implemented (1998) the Biometric concept for Ben Gurion airport as CIO, and run it till 2000.

Ms Ineke Ruiter, Managing Director, IDManagement Centre Ineke Ruiter (1951) is director of the Management Centrum, a centre for strategic implementation management for the public sector, which was founded by the Dutch government in 1990. Ineke Ruiter has carried out several large commissions for the Dutch government. She was deputy project leader for the Municipal Personal Records Database (GBA) project and project leader for the New Generation Travel Documents project in which capacity she was responsible for the development and implementation of the new travel document as of October 2001. As a programme manager she is now responsible for the development and implementation of a new system of unique identity numbers for all citizens in the Netherlands.

Mr Joel Shaw, Convenor WG3 (Chief Strategy Officer, CryptoMetrics), International Standards Organization Joel F. Shaw is an internationally recognised expert in the fields of Official Documents of Identity (e.g. passports and national identification documents); related technology systems and devices; and Border Clearance Systems. Mr. Shaw is the Convenor of the International Standards Organization (ISO) Working Group responsible for development and maintenance of Standards for Machine Readable Travel Documents (eMRTDs and MRTDs). He also coordinates and provides ISO's liaison with the International Civil Aviation Organization (ICAO). Mr. Shaw has held both positions since 1989. Mr. Shaw is an experienced practitioner, having created the world’s first travel document readers and designed and installed modern border clearance, travel document issuance and biometric enabled border clearance systems around the world. Mr. Shaw is has lead ISO's work program to develop concepts and specifications for the latest generation biometrically empowered travel/identification documents and cards ‐the first being the new ePassport, machine‐assisted identity confirmation systems for enhanced border security and pre‐enrolled border clearance machines.
