Kathryn McPhail
Senior Program Director
International Council on Mining and Metals, United Kingdom

Kathryn McPhail joined ICMM in 2002 following over 20 years of development work with the World Bank Group in Washington D.C. and four years in the British High Commission in Nairobi, Kenya. Kathryn has led the development of ICMM’s Sustainable Development Framework and oversees ICMM’s successful Resource Endowment initiative, a policy research project designed to identify good practice and to document the socio-economic contribution of mining investments in poor countries. She managed ICMM’s participation in the World Bank Group’s Extractive Industries Review, the IFC’s Performance Standards review, the successful development of a joint World Bank/ICMM Community Development Toolkit and ICMM’s submissions to the UN Secretary General Special Representative on Business and Human Rights.

William Bulmer
Associate Director, Oil, Gas, Mining and Chemicals Department

Bill Bulmer is Associate Director in IFC’s Oil, Gas, Mining and Chemicals Department where he is head of the Mining Division.  IFC is a very active investor in mining and has a diverse global portfolio including precious and base metals, minerals and coal. Bill has over 20 years’ finance experience in emerging markets and, during his time with IFC, has worked in several investment departments handling a variety of project, corporate and equity financings.  This includes several years as a manager in IFC’s Infrastructure Department, helping the Corporation build its expertise and capability for infrastructure finance.  Bill is now leading a growth strategy for IFC’s mining investments that focuses on the value addition that IFC can provide to its clients in a range of areas but particularly in relation to sustainable development impacts benefiting local communities.  Prior to joining the Mining Division he was Associate Director in the Environment and Social Development Department where he was a key member of the leadership team responsible for the IFC Social and Environmental Performance Standards.

Tadashi Maeda
Head, Energy and Natural Resources Finance Department
Japan Bank for International Cooperation, Japan

Tadashi Maeda, Head, Energy and Natural Resources Finance Department of JBIC was born in 1957. He recieved a BA in Law with honors in 1980 for the University of Tokyo.  He lectured Japan's national security strategy on energy, as visiting scholar at SAIS, Johns Hopkins University in Washington,D.C. from 2002 to 2004.  He experienced many key positions including Director for Policy Planning, International Bureau of the Ministry of Finance of Japan, the head delegation of the bank to OECD, Deputy Director General of  International Finance Department Ⅱand Director General & Special Advisor for Energy and Natural Resources of JBIC.  He is resposible for the strategies and operations of JBIC towards energy and resources.  He regularly contributes to the major qualified papaers and magazines on energy security and Islamic finance.
