Bill Atwood has served as Executive Director of the Illinois State Board of Investment (ISBI) since March of 2003. ISBI is responsible for investing assets totaling over $12 billion for the State Employees’ Retirement System of Illinois, Judges’ Retirement System of Illinois, and General Assembly Retirement System of Illinois. Since joining ISBI, Bill has managed the restructuring of its investment portfolio, established an emerging manager program, initiated the utilization of a general consultant, expanded the portfolio’s exposure to alternative investments, increased the Board’s shareholder activism, and made improvements to the State of Illinois’ Deferred Compensation Plan. Bill has professional experience in both the public and private sectors, including service on the staff of U.S. Senator Charles Percy and service in the administrations of Governor Jim Thompson and Governor Jim Edgar, both of Illinois. In 1994 he joined Investment Counselors Incorporated, an institutional money management firm located in St. Louis, Missouri, where Bill served as its Vice President for Business Development. At ICI he was responsible for marketing, client service, and all functions of the firm not directly related to portfolio management. Bill formed Midwest Managed Money Services in 1997 through which he provided consulting services to money management firms working in the public and Taft-Hartley pension plan arenas. He worked closely with equity, fixed income, and real estate investment companies and a variety of institutional plan sponsors. Mr. Batalla is a manager of the Santander Infrastructure Fund II. He has over 17 years of experience investing in infrastructure assets in Latin America. From 1998-2007, Mr. Batalla co-managed the Darby Latin America Fund (DLAMF), a private equity fund specialized in infrastructure investments in Latin America, part of the Franklin Templeton Group. Prior to Darby, Mr. Batalla was a Manager for the International Finance Corporation (“IFC”), the private sector arm of the World Bank Group, where he worked for 8 years (from 1990 to 1998) out of different locations including Washington DC, Buenos Aires and Mexico. Prior to IFC, Mr. Batalla worked for 12 years (from 1978 to 1990) as a Management Consultant with The Mac Group (now Cap Gemini), in Western Europe and Latin America. Mr. Batalla holds a B.Sc. in Mechanical Engineering from E.T.S. de Ingenieros Industriales, University of Navarra, and an MBA from IESE in Barcelona.

Biography of City Controller Alan Butkovitz Prior to his election as Philadelphia City Controller in 2005, Alan Butkovitz served fifteen years in the Pennsylvania House of Representatives where he acquired a reputation for hard work, independence and innovative ideas. As a freshman lawmaker in 1991, Butkovitz led the fight against his own party’s leaders to successfully repeal a tax that required senior citizens to include social security, pensions and veterans’ benefits as taxable income. It was Butkovitz’ proposal to create harsher penalties for drunk drivers who kill, that became law and mandates ten year prison terms for any drunk driver who causes an automobile accident that results in a death. Butkovitz was widely praised for leading a three year bi-partisan investigation into violence in Philadelphia public schools. He authored legislation creating the Office of the Safe School Advocate, the first of its kind in the nation with the authority to fight for victims of school violence and monitor the School District of Philadelphia’s compliance with the Safe Schools Act. Since taking office, Controller Butkovitz has worked towards making Philadelphia a safe, prosperous American city while earning a reputation as being an activist City Controller. In addition to being the city’s chief watchdog, he has addressed issues such as minority participation in city contracts and he has worked to eliminate the dangerous crosswalks on Roosevelt Boulevard which are not signal or stop sign controlled. He has wholeheartedly supported The Big Green Building the Urban Green Partnership is planning and has expressed his views to Governor Rendell as the Governor moves forward with his Energy Independence Strategy. Controller Butkovitz has a vision for Philadelphia and strongly believes that Philadelphia can and should be in the forefront of the emerging group of concerned leaders in the "urban green” movement. He is also a strong opponent of, and has consistently testified against, the proposed citywide reassessment which would jeopardize Philadelphia’s future economic growth and revitalization; and he has been an advocate for real estate taxpayers. But the most significant accomplishment so far was Alan Butkovitz’ fight to divest Philadelphia pension funds from companies doing business with Sudan. Within his first three months –Alan Butkovitz led the fight to divest Philadelphia Pension Funds from companies doing business in Sudan. He proposed it to the Board of Pensions in May of 2006. After five months of hard work, the Pension Board finally voted for divestment on September 27, 2006. Alan has continued his fight onto the state pension funds by requesting support of senators and legislators for a state divestment bill. Philadelphia is still the largest city in the United States to divest in Sudan. Also, upon his election, in an effort to reach all neighborhoods throughout Philadelphia, the Controller immediately initiated his Office of Community Affairs. This department is determined to reach out to all community organizations based in Philadelphia, including senior groups, religious groups, neighborhood organizations and town watches, etc. This department attends individual meetings throughout the city, explains their function, and is able to speak directly with community leaders and individuals regarding their concerns and problems. They then are able to communicate with city departments and help to alleviate the concerns raised. Alan Butkovitz was born and raised in Philadelphia; he is a graduate of Overbrook High School, Temple University and Temple University School of Law. He is an attorney who lives with his wife Theresa and their two children Rachel and Edward in Northeast Philadelphia.

Mr. Gold was also responsible for managing Highstar’s investments in TransCore and Tensar. Ross is responsible for the global infrastructure division of QIC, one of Australia’s largest institutional fund managers. The primary focus of this division is investment in unlisted infrastructure assets or managed funds across four key sectors; transport (airports, toll-roads, ports, rail), utilities (gas, electric, water), social infrastructure and telecommunications. Ross has extensive experience in the infrastructure investment market as well as a corporate advisory and asset management back background. He is a director on a number of investee companies managed by QIC on behalf of its clients. Prior to joining QIC in 2006, Ross was DUET’s Chief operating Officer. DUET is an ASX listed utility fund jointly managed by AMP Capital and Macquarie Bank. In that role he had day to day responsibility for the asset management and business development of the funds assets. Prior to AMP Capital, Ross worked for ABN AMRO and BZW in their Australian infrastructure corporate advisory and mergers and acquisition teams. He commenced his career with Ernst & Young where he was part of the Sydney corporate tax division. Ross holds a Bachelor of Commerce and Bachelor of Laws from University of Queensland and is a Fellow of the Financial Services Institute of Australasia.

John “JJ” Keane has served as the Executive Director-Administrator of the Fund since 1990. Joining the Sheriff’s Office in 1962 and transferred to the re-organized Fire Rescue Department on February 1, 1969, Mr. Keane also earned AA and AS degrees from FCCJ and a BS degree from Southern Illinois University majoring in Workforce Education and Training. He was an active member of the Fraternal Order of Police (Lodge 30), an elected Board Member of the Jacksonville Association of Firefighters, the Pension Advisory Committee, and the Pension Board of Trustees. John was elected to the first independent Police and Fire Pension Fund Board of Trustees. John has served on both the Public Employee and Administrators Committee for the International Foundation of Employee Benefits Plans, served five years on the Executive Board of National Conference on Public Employee Retirement Systems, and four terms as a Member of the Board of Directors of the Coalition to Preserve Retirement Security. He also is a member of the Government Finance Officers Association Focal Group, the Florida Government Finance Officers Association, and the American Legion. John is the Chairman of the Fire Science Advisory Committee at Florida Community College and the Executive Director of the Badge of Honor Foundation. Robert Poole founded the Reason Foundation in 1978, and served as its president and CEO from then until the end of 2000. He was a member of the Bush-Cheney transition team in 2000. Over the years, he has advised the Reagan, George H.W. Bush, Clinton, and George W. Bush administrations on privatization and transportation policy. Poole is credited as the first person to use the term "privatization" to refer to the contracting-out of public services and is the author of the first-ever book on privatization, Cutting Back City Hall, published by Universe Books in 1980. He is also editor of the books Instead of Regulation: Alternatives to Federal Regulatory Agencies (Lexington Books, 1981), Defending a Free Society (Lexington Books, 1984), and Unnatural Monopolies (Lexington Books, 1985).
