Graham has been with the Sydney Catchment Authority since 2001, with initial responsibility for corporate business planning, risk management, security and incident response and asset strategic planning. For the last 3 years, as Asset Performance Group Manager he has been responsible for long term system planning, strategic asset management and project delivery. In late 2007 Graham commenced acting as General Manager Bulk Water in the same week the Warragamba Algae bloomed.

Neil is Managing Director of Central Highlands Water Corporation; a position he has held for nearly 10 years.  Prior to that Neil held CEO positions at Western Water and Macedon Region Water Authorities. Jim Cox

Mr Cox is the Chief Executive Officer and Full Time Member of the Independent  Pricing and Regulatory Tribunal.  Mr. Cox has held positions with the Reserve Bank of Australia, the Department of Prime Minister and Cabinet and the Social Welfare Policy Secretariat of the Department of Social Security.  He was a Principal Economist at the Office of EPAC between 1986 and 1989 and between 1989 and 1992 was a consultant to the New South Wales Cabinet Office.  Mr. Cox was Principal Adviser to the Government Pricing Tribunal of New South Wales since 1992 and a Member of the Tribunal since January, 1996.  He was Acting Chairman of IPART during 2004.

Mr. Cox was a visiting fellow at Monash University during 1985 and has assisted the New Zealand Government with social policy changes during the early part of 1991.

Mr Cox has written extensively on economic and social policy issues.  This work has been published, among others, by the New Zealand Business Roundtable and the Centre for Independent Studies.

Dr Craik took up her position as Chief Executive of the Murray-Darling Basin Commission (MDBC) in August 2004.

Prior to this Wendy was President of the National Competition Council, Chair of the Australian Fisheries Management Authority and Chair of the National Rural Advisory Council. Other former positions include Chief Executive Officer of Earth Sanctuaries Ltd, a publicly listed company specialising in conservation and eco tourism, Executive Director of the National Farmers Federation, and Executive Officer of the Great Barrier Reef Marine Park Authority. She has also worked as a consultant for AcilTasman Consulting.

Wendy is a member of the Board of the Foundation for Rural and Regional Renewal. She has been a member of a variety of other Boards and advisory councils.

Wendy was awarded an AM in 2007 for her contribution to natural resource management and rural policy.

In that time he has overseen the setting of water prices in Victoria, and been involved in the approval of electricity and gas prices. Before joining the Essential Services Commission, Sean  was at the Gas and Fuel where he helped develop the distribution pricing arrangements in the lead up to privatisation.

David Crombie

National Farmers Federation

Mr David Crombie was elected President of the National Farmers’ Federation (NFF) at the NFF Annual Policy Council Meeting in Canberra on 16 June 2006.

Mr Crombie brings over 30 years commercial and representational experience in agriculture to his role as President.

Early in his career, Mr Crombie joined Sir William Gunn (now GRM International), managing agricultural projects across northern Australia. Under his leadership, GRM expanded to include breeding properties, irrigation farms, feed mills, live export and meat supply chains supported by feedlots internationally. GRM also managed beef breeding properties for independent investors in Australia.

After the sale of GRM by the partners to the Consolidated Group in 1994, Mr Crombie continued as Managing Director until 2000.

Between 1995 and 2000, Mr Crombie served on the Board of Grainco Australia until its amalgamation with Graincorp. He then joined the board of Meat Industry Council and served as inaugural Chairman of the National Steering Committee for Meat Standards Australia.

He later joined the Board of the newly established Meat and Livestock Australia, serving as Chairman from 1998 to 2005.

Currently, Mr Crombie holds the following positions:

  • Chairman, Australian Rural Leadership Foundation.
  • Director GRM and Rosewood (NT Beef).
  • Deputy Chairman, FKP (listed development company).
  • President, Queensland Rugby Union.

Mr Crombie operates family properties, breeding and finishing cattle, as well as growing crops in southern Queensland.

David has extensive experience in senior leadership in Government, previously working with the water, energy and electricity sectors on a range of significant national reforms, including the creation of the national energy market and the restructuring of Victoria’s water sector in the late 80s and early 90s.

Peter is a Civil Engineer with 40 years experience in construction and consulting.

He has worked in the mining, water, wastewater, and power industries at senior executive levels.

Peter has been a Director of EPS Consultants since 1994 and has extensive experience in the concept development and commercial arrangements for PPP’s, as well as other procurement approaches, particularly in the water sector. The water sector PPP’s undertaken have been for projects in the range of $25M to $100M capital value in both Victoria and New Zealand.

I trained as an Engineer (agricultural) through the University of Southern Qld and completed a PhD in Environmental Engineer at the University of New England in 1996. My PhD modelled the movement of nutrients in a cropping system from feedlot manure and effluent. Immediately after completing my PhD I took up a Post-doctoral Fellowship with Agricultural and Agri-food Canada at the Lethbridge Research Centre, Alberta.  This Post Doctoral research focussed on a model to predict the movement of nutrients into, within and from the feedlot system, thereby linking with the cropping system model developed in my PhD.
In February 2002 I was employed by NSW Agriculture in the Water Use Efficiency Advisory Unit in Dubbo, NSW.  I worked in various capacities in this unit until NSW DPI was formed and I was appointed to lead the Climate Science and Irrigation Research team.  In this role I co-ordinate both climate science and irrigation research across the State and provide strategic linkages to other research providers. One of the major tasks of this unit is to inform research priorities for the department, particularly with respect to responding to climate change and initiatives such as the National Plan for Water Security.
The other major part of my role is as Leader for the Toolkits for Improved Irrigation Performance Program of the CRC for Irrigation Futures. The programme has focused on the development of information tools based on evapo-transpiration data, solutes in the root zone, plant based sensing equipment, tools for evaluating and reducing losses from on-farm storages as well as the development of web based tools to deliver this information to irrigation farmers.

Stephen has thirty seven years of experience in the civil engineering field covering road and stormwater drainage design, flood mitigation, urban stream restoration and natural resource management.  He is a senior officer at Fairfield City Council holding the position of Manager, Engineering Services, which covers traffic and road safety, catchment management, civil design, landscape and urban design, survey and spatial data, graphics and mapping.
Stephen has lead multidisciplinary teams involved in natural resource management, stormwater management, flood mitigation and urban stream restoration projects for the past 12 years at Fairfield City Council.  He has been involved in active community engagement on a range of projects.
Stephen has been called upon in relation to policy and development issues from a natural resource, flood mitigation and catchment management perspective.  He was a member of the Western Sydney Water Engineering Panel of Engineers Australia and is the current President of the Stormwater Industry Association at the State (NSW) and National level.

Jim Gaha is the Executive General Manager of the water business at Transfield Services.

He oversees the delivery of services to the water industry in the areas of operations, maintenance, asset management, capital programs and major capital works.

He is a key member on alliance leadership teams with Sydney Water, Melbourne Water, Gippsland Water, the Southern Regional Water Pipeline Company and the Water Corporation of Western Australia.

Jim is an experienced professional in the water industry with over 15 years of knowledge and successful development of water projects across Australia, Asia and North America.

Ted Gardner principal scientist with the Queensland Department of Natural Resources and Water leads the Water Cycle Sciences group at Natural Resource Sciences in Brisbane. Ted wades into water renewal and practical water supply methods. He is a key driver of water-sensitive urban designs, and a force behind the energy and water-efficient Healthy Home project on the Gold Coast and the sustainable housing project at The Gap in Brisbane. His body of work has won him international respect, numerous speaking invitations and a prestigious Public Service Medal in the 2005 Australia Day honours.

David runs the Cooperative Research Centre in Environmental Biotechnology (EBCRC) in Sydney with research links to 4 universities throughout Australia.  The CRC commissions research for its industry partners which it then provides as innovations to and for industry including using new investment vehicles. It has a budget of about $60m over 7 years.
David is the President of IWA and on the board of a number of international and national water and research bodies.  He has been participating in IWA and its predecessor organisations since 1976 when he was coopted to the Sydney organising committee for the IWAPRC Conference.
David is also the Chairman of the ASX listed company Phoslock Limited that uses new technologies for algal and biofilm control through phosphorus control and removal. He is also a director of a private spin-off company that is selling and marketing technologies from one of the previous CRCs.
He has had wide experience in university teaching, pollution control, water resource management covering operations and policy, and has managed engineering and consultancy companies.

Jim Harland

Jim is the Chief Executive of Dunedin City Council, having been appointed to this position in March 2000.   Prior to this Jim has held senior roles in the public and private sector working for Murray North Ltd, Ford Motor Company, North Shore City Council, Auckland Regional Council and the Ministry of Works.  He also established a tourism planning course at Auckland University where he was a part time senior lecturer.

Jim has extensive experience in change management, leadership, tourism strategic planning and feasibility studies.  In the past Jim has received a distinguished service award from the New Zealand Planning Institute and his teams have won awards from that organisation as well as the SOLGM NZ Post Management Excellence Award for process improvement and people development.  Last year Dunedin City Council received the SOLGM NZ Post Management Excellence Supreme Award for its Activity Management Plan project under Jim's leadership

He is Deputy Chairman of the NZ Masters Games Company, was Chair of the Carisbrook Working Party and is a member of the Project Control Group responsible for planning the revitalisation of Dunedin's waterfront.  On behalf of the Local Government sector he is the sponsor of the Quality of Life and Recruitment and Retention projects.

Peter Harris

Victoria Department of Sustainability and Environment

Peter Harris has been the Secretary of the Victorian Department of Sustainability and Environment since December 2006. Prior to his current role he was Secretary of the Victorian Department of Primary Industries since August 2004.

He commenced his career in the Commonwealth Public Service in 1976 in the Department of Overseas Trade and held a number of senior positions before taking up the role of Senior Private Secretary to the Prime Minister from 1989 to 1991. In 1992 he was appointed head of the Industries Branch, Department of Prime Minister and Cabinet.

Peter spent two years on exchange in Canada in the Office of the Privy Council, before returning to the Commonwealth Department of Industry, Science and Technology as Assistant Secretary, Communications and Aviation in 1994.  He then held several executive Commonwealth Government roles in transport, eventually becoming Deputy Secretary of the Commonwealth Department of Transport and Regional Services.

In 2001 Peter was appointed to the position of Vice President, Government and International Affairs with the Air New Zealand / Ansett Group.

Peter returned to the Public Sector, and moved to Melbourne, with the Victorian Department of Infrastructure as Director, Public Transport in November 2002.

Peter has a Bachelor of Economics from the University of Queensland and is a member of the Australian Institute of Company Directors.

Raveen Jaduram

Raveen Jaduram is the Chief Executive Officer of Manukau Water Limited, a company owned by Manukau City Council.  The organisation is responsible for providing retail water and wastewater services to over 338,000 consumers.

Prior to that, Raveen held senior management roles at Metro Water Limited and Watercare Services Limited, in Auckland.  He has held various positions at the Auckland Regional Council and, prior to that, the Auckland City Council.

Raveen is past President and board member of the New Zealand Water and Wastes Association.  He currently chairs the Auckland Water Group, representing seven water agencies in the Auckland Region.  He is also the Chair of the Senior Executives Forum, made up of the large public water suppliers in New Zealand.  He has served on management committees of the New Zealand Society on Large Dams and the New Zealand Water Environment Training Academy.

Raveen has been involved with the water industry for over 20 years and is a guest lecturer at the University of Auckland on risk and asset management.

Howard Jones

NSW Murray Wetlands Working Group 

Howard has chaired the NSW Murray Wetlands Working Group since mid-1996. He was one of the founding members and has been a board member of Western Murray Irrigation for 14 years. Howard’s main occupation is as a viticulturist and he has an extensive understanding and knowledge of the irrigation industry.

After spending much of his leisure time either on or near the water, Howard has witnessed the degradation of many wetland and floodplain systems. The decline of these ecosystems prompted Howard to become a pro-active community member and take an interest in the future management of wetlands and floodplains. Howard regards his involvement in the Wetlands Working Group as one of his most rewarding activities and has had a significant role in the planning process for key wetland areas.

Max has been working in the IT industry for more than 25 years, starting as an Engineer building IT Systems through to a Global CIO role.  Along the way Max developed a Global IT Governance Model and a Service Delivery Model for Support Services. Max worked in Houston as the CIO for Duke Energy International and worked in South Africa as a United Nations consultant.   Max joined Yarra Valley Water in January 2007 as Executive CIO.

Max’s current role comes with many challenges all aimed at improving the value add of the IT function.  Max is a member of the Executive team and is involved in the Strategic Planning of the company and he is Chief Information Officer of the Business Technology Services Group.

Ian Matheson

Ian has been involved in the rural water industry in North West Victoria since joining the State Rivers &
Water Supply Commission in 1979. His early involvement was with water distribution activities prior to
moving up into a senior management role in 1994.
Over this period Ian has been involved in most organisational, work practices and customer service
changes that have occurred in that time. He has also participated on many State project and review
committee’s that have impacted water issues to the broader community.
Ian has taken on the role of Managing Director (First Mildura Irrigation Trust) since July 1st 2007 with
significant challenges from the result of low water allocations, unbundling and the introduction of the new
State Water Register.

Ken Matthews is the Chair and Chief Executive of the National Water Commission.  Mr Matthews was previously the Secretary of the Department of Transport and Regional Services and the Secretary of the Department of Agriculture, Fisheries and Forestry.

Mr Matthews’ academic background is in economics, majoring in government (B.Ec. University of Sydney, 1974).  Mr Matthews is a Fellow of the Institute of Public Administration and the Australian Institute of Management.

Mr Matthews received a Centenary Medal in 2001 for services to public administration and was made an Officer of the Order of Australia (AO) in 2005.

As General Manager, Strategy and Communications, Pat McCafferty is responsible for corporate strategy, regulation and planning, marketing, and strategic communications at Yarra Valley Water, the largest water retailer in the city of Melbourne, serving a population of 1.5M with water and wastewater services.  He is primarily responsible for long term strategic planning, development of the Company’s Water Plan for submission to the water industry regulator (Essential Services Commission), representing Yarra Valley Water in water industry reform activities, overseeing communications and media functions and the development and implementation of community marketing programs. 

Prior to his current position, Pat was General Manager, Customer Operations at Yarra Valley Water, where his responsibilities included overseeing the company’s billing and revenue management and customer service functions, with corporate responsibility for business improvement as the Executive responsible for Yarra Valley Water’s Six Sigma programs.

Pat spent six months in the USA in 2002 on secondment to East Bay Municipal Utility District in Oakland, California, guiding the development and implementation of customer service strategies and learning about the water industry in California and its approach to water conservation.

In 2006 and 2007 Pat was Chair of an Expert Group advising the Government on customer billing practices in the water industry as part of the National Water Initiative.

Pat holds a Bachelor of Business degree from the Royal Melbourne Institute of Technology and an Executive MBA from Monash University. He is also a graduate of Leadership Victoria’s Williamson Community Leadership Program.
 

Les McLean

Western Water

Les has a diverse background with experience in both the public and private sector.  His career has involved working in the water, local government and mining industries.  Les is an FCPA with a strong financial background with over 16 years of water industry experience.  Les is a Board member and immediate past President of the Institute of Water Administration Inc., a not-for-profit training and development organization.

Les is currently General Manager Commercial Services for Western Water, a position he has held for over 18 months.  His responsibilities include Finance, Regulation and Renewable Resources (Recycled Water, Biosolids and Greenhouse Emissions management).  Les’ previous role at Western Water was a business development role as Western Water’s first Recycled Water Manager, a position first established in 2001.  Les was charged with the responsibility of developing and implementing Western Water’s recycled water strategy.   His particular focus has been in the areas of pricing, marketing, customer and community consultation associated with development of recycled water schemes.   Western Water has been widely recognized for its achievements in water recycling, and been the recipient of a number of State and National awards for its initiatives in this area.

Prior to this role, Les was responsible for managing the implementation of the Balanced Scorecard (BSC) strategic management tool at Western Water.  Western Water is one of only 2 Australian members of the internationally recognized BSC Hall of Fame for its breakthrough performances as a result of using this tool.

Richard  McLoughlin

Following a 12 year research career with CSIRO, Richard joined the Tasmanian Department of Primary Industries, Water and Energy in 1993 working extensively with a range of industry partners on business development and sustainability projects.  He moved to the position of Executive Director, Fisheries Victoria, in the Victorian Department of Natural Resources and Environment in 1997. Following the creation of the Victorian Department of Primary Industries in 2002, he also took on responsibility for key aspects of the development of new commercial management arrangements for native forest harvesting in Victoria.
From 2004 to mid-2007 Richard held the position of Managing Director of the Australian Fisheries Management Authority (AFMA).  Following a period working on water policy for agriculture with the Commonwealth Department of Agriculture, Fisheries and Forestry, in October 2007 Richard was appointed Assistant Secretary, National Irrigation Efficiency Branch, at the Commonwealth Department of the Environment, Water, Heritage and the Arts.  Richard holds a B.Sc.(Hons) and M.Sc. from the University of NSW and is a graduate of the Australian Institute of Company Directors.

Professor John Pigram is Adjunct Professor with the School of Environmental and Rural Sciences at the University of New England, Armidale, Australia. He was a Member of the Board of Governors of the World Water Council from its inception in 1996 until 2006 and was President, 2001-2003, of the International Water Resources Association. Professor Pigram was Director of the Centre for Water Policy Research at the University of New England from 1987 to 2001 and has over 40 years experience in research, teaching and administration in water policy and management in Australia and internationally. His book, ‘Australia’s Water Resources: From Use to Management’ was published by CSIRO in 2006 and reprinted in 2007.

Michael Pisasale works for Murray Irrigation as supervisor of the on-farm program for the Murray Land and Water Management Plans. This is one of Australia’s largest and integrated environmental programs with the aim of implementing sustainable agriculture in the Murray Valley of NSW. The program covers nearly 1 million hectares and involves over 3,000 properties.

A key component of the Murray Plans is landholder education and protecting and enhancing native vegetation. It is through Murray Irrigations extensive networks and experience in delivering natural resource management initiatives that a partnership has been forged with the NSW Murray Wetlands Working Group. Michael will explain this partnership and outcomes achieved.

Wayne Prangnell is Director of Infrastructure at the Shire of Augusta Margaret River.  Wayne is a professional engineering with qualifications in Civil Engineering from Curtin University in Western Australia.  He has experience working in local government engineering and management at Margaret River, Bunbury, Port Macquarie and Cairns.  He also has experience in consulting engineering and working for state government in the water industry.  He is responsible for all aspects of infrastructure management and service delivery at the Shire of Augusta Margaret River including transport, stormwater, waste and parks programs.  He is actively involved in introduction of water sensitive urban design in WA's south west.

John Riddiford

John Riddiford has over twenty years experience in natural resource management in both the public and private sectors. He has a Bachelor of Forest Science from the University of Melbourne, and has worked in New South Wales, Tasmania and Victoria.

Before taking up the position of Chief Executive Officer of the North East Catchment Management Authority, he was employed at Melbourne Water for over 10 years. Activities there included water resource policy, catchment management and the transfer of water supply catchment area to National Parks. He was also the Project Manager for the Tarago Catchment Improvement Program which received a national Eureka award together with the Cooperative Research Centre for Catchment Hydrology for catchment research and industry partnership.

At the CMA he has overseen the implementation of many programs to improve water quality and the reversal of land degradation. This has been largely achieved through community empowerment and community cooperation.

John is a Fellow of the Australian Institute of Management and a Fellow of the Australian Institute of Company Directors.

John Ringham has 36 years’ experience in the water industry.  John has an Honours Degree in Civil Engineering, as well as a post graduate diploma in Geotechnics and an MBA.  John held numerous senior management positions with the UK Company, North West Water, including Business Area Manager, Commercial Management and General Manager, Network Services.  John has experience in the areas of water resourcing, water supply and distribution and capital planning as well as in change management and international bidding. 

 In 1995, John Ringham was Bid Manager Water Supply and was seconded to Adelaide, which involved the preparation of proposal for the operation and maintenance of water and wastewater services in Adelaide. John also has been involved in work in Poland and the Middle East. Currently the Chief Operating Officer of the South Australian Water Corporation which he joined in November 2000.   This role carries the responsibility for water supply and wastewater service delivery including Asset Management and Capital works delivery to SA Water’s 620,000 customers, representing populations served of over 1 million in metropolitan Adelaide and about 350,000 in regional South Australia. SA Water is a leading water utility in the development and implementation of water recycling both in partnership with the private sector and Local Government.

Lyndon Rowe

WA Economic Regulation Authority

Lyndon Rowe has been Chairman of the Western Australian Economic Regulation Authority (ERA) since March 2004.  The Economic Regulation Authority was established in January 2004 to oversee the economic regulation functions of gas, rail, water and electricity services in Western Australia.

Prior to that, he was Chief Executive of the Chamber of Commerce and Industry of WA since 1990.

Lyndon has a strong interest in labour economics, microeconomics, education and training and has published a number of papers dealing with Australia’s industrial relations system.  He was the recipient of the 1999 Austin Holmes Award awarded by the Economic Society of Australia (WA), and was awarded the Centenary Medal for service to Australian society and to commerce and industry in 2003.

In addition to his role at the ERA, Lyndon is also a member of the University of WA Senate and a Director of Perth Airport.

Jean-Michel Seillier has more than 24 years of experience in the water industry. As an executive manager of Veolia Water, the world leading water utility services company, he has been working in France, Malaysia (Kuala Lumpur), Australia (Adelaide) and the US (Indianapolis). He is now back in Australia and is currently leading the Veolia team working on the largest recycled water project in Australia. Veolia is assisting the Queensland government and the Western Corridor Recycled Water Pty Ltd SPV in delivering the Western Corridor Recycled Water project prior to become the scheme operator.

Scott Spencer

Scott Spencer began his career in 1976 as an economist with the Reserve Bank of Australia.  In 1978, he joined the Marketing Division of the Department of Primary Industries where he was involved with a range of statutory marketing authorities.

For most of the 1980s he was seconded to the Queensland Fish Management Authority, before returning to DPI where the worked in various policy positions specialising in drought policy.

Scott transferred to the then newly-formed Department of Natural Resources in 1996 where he performed several roles, including Executive Director (Natural Resource Management), Executive Director (Regional Infrastructure Development) Executive Director (Strategic Policy) and Deputy Director-General (Water & Sustainable Landscapes). In July 2006 he moved to the position of Deputy Director General (Policy) Department of Premier and Cabinet.  He then became Director-General of Natural Resources and Water in September 2006.

He has held various statutory appointments over his career including Deputy Chair of the Queensland Dairy Authority, a member of the board of the Queensland Rural Adjustment Authority and Queensland Commissioner on Murray-Darling Basin Commission.
