Dato’ Sri Che Khalib bin Mohamad Noh was appointed as the President / CEO of TNB on 1 July 2004.
He is a Fellow of the Association of Chartered Certified Accountants (United Kingdom) and a member of the Malaysian Institute of Accountants.
Dato’ Sri Che Khalib has held several key positions in the private sector. He started his career with Messrs Ernst & Young and later joined Bumiputra Merchant Bankers Berhad. Between 1992 and 1999, he served in several companies within the Renong Group, including Projek Lebuhraya Utara-Selatan, HBN Management Services Sdn Bhd., Renong Overseas Corporation Sdn. Bhd. and Marak Unggul Sdn. Bhd, the consortium company responsible for the management of Keretapi Tanah Melayu Berhad. In June 1999, he joined Ranhill Utilities Berhad as the Chief Executive Officer. He was the Managing Director and Chief Executive of KUB Malaysia Berhad prior to his appointment as President/Chief Executive Officer of TNB.

Cyril C. Del Callar

As Undersecretary for the electric power industry, Mr. del Callar was in the forefront in the formulation and implementation of the Electric Power Industry Reform Act (EPIRA), the law governing the restructuring of the Philippine Power Sector.
Mr. del Callar co-chaired the ASEAN- EU panel on Energy which was the institutional and informal forum for wider private sector participation in both regions. In 1999, he chaired the ASEAN Senior Officials Meeting on Energy (SOME), which led, among others, to the formulation, adoption and establishment of the ASEAN Centre for Energy based in Jakarta, where he was Board Member.

As Executive Director, he has led ACE to reinforcing ASEAN’s cooperation networks in the energy field with various countries such as Australia, China, European Union, Germany, India, Japan, Korea, United States, and other partners like ADB, IEA, JICA, NEDO, USAID. Major energy projects were started and completed during his term.

David M. Sweet is the Executive Director of the World Alliance for Decentralized Energy (WADE) based in Edinburgh, Scotland.
Prior to joining WADE, Mr. Sweet served as a Director of the United States Energy Association, the US arm of the World Energy Council, as Executive Director of the International LNG Alliance, Vice President of the Independent Petroleum Association of America, an attorney in private practice, and as an expert witness on financial, rate and permitting issues at the Federal Energy Regulatory Commission.
Mr. Sweet serves as president of the Natural Gas Roundtable, a member of the North American Energy Standards Board, a vice chairman of the ABA Section of Public Utility, Communications and Transportation Law and its gas committee, a member of the World Energy Council Committee on Cleaner Fossil Fuel Systems, and on the Board of Advisors of the Institute for the Analysis of Global Security. Mr. Sweet also serves as a U.S. representative to the International Gas Union and is heading up the IGU study on regulation of the natural gas industry. He received his law degree with honors from George Washington University, an M.B.A. from the University of Maryland, and a B.S. degree magna cum laude also from the University of Maryland.

He returned to the private sector to engage in corporate rehabilitation projects including a three year helm as President/CEO of Victorias Mining Inc. the Philippine largest sugar mill and refinery.
He was re-appointed as the General Manager of the National Development Company by President Gloria Macapagal-Arroyo on December 2004 and subsequently appointed as President/CEO of the National Transmission Corporation in late 2006.
