Chris Arnold

Chris Arnold has worked in various parts of the Queensland electricity industry since graduating from the Darling Downs Institute of Advanced Education as an electrical engineer in 1982.  He also holds a Postgraduate Diploma in Business Management.

His early career was spent in the transmission sector of the industry in the Queensland Electricity Generating Board and Queensland Electricity Commission in a variety of technical engineering roles.  He moved to the distribution sector in 1988 to join SEQEB and again carried out a number of diverse technical engineering roles mainly associated with network planning.

In the late 1990s he became involved in the de-regulation of the electricity sector in Queensland, formulating distribution network pricing for Queensland distributors, and then working in the Queensland Electricity Reform Unit for two years on the development of regulatory and market arrangements for the Queensland electricity businesses.  In 1998 he managed the ENERGEX regulatory determination processes with the Regulator (Queensland Competition Authority) for both electricity and gas regulated businesses.

He commenced his current role as General Manager Network Performance in ENERGEX in 2006, responsible for capital and maintenance planning, network demand management, network standards, and network performance.

Ross has joined Suncorp’s Project and Structured Finance team as a credit analyst, having come from Origin Energy, one of Australia’s largest energy participants. Ross brings to Suncorp his analytical abilities in risk management and project evaluation through his position at Origin and consulting experience at PricewaterhouseCoopers.

While at Origin, Ross was involved in identifying, measuring and managing risks associated with Origin’s electricity, gas and oil portfolios. In addition, Ross assisted with evaluation of large scale gas and oil projects.

Peter Boettcher

Peter Boettcher is a respected industry professional experienced in all aspects of commercial water business management.  Peter commenced his current role at SunWater in July 2007 after 6 years as General Manager of the Water Supply Services Division. 
As Chief Operating Officer, Peter is responsible for ensuring the continued improvement in SunWater’s commercial performance in the marketplace, and expanding the range of services offered by SunWater within Australia.  Peter is focused on ensuring that SunWater is operating efficiently and effectively, that organisational resources are allocated appropriately and that the activities of the organisation are aligned, consistent and deliver the agreed business outcomes.
Peter is recognised as a leading authority on water infrastructure management in Queensland. He believes that the industry is now moving to a more competitive and commercial model where water and water infrastructure services are recognised as being critical to enable economic growth.  The emerging operating environment provides exciting opportunities for business growth, improvements to water infrastructure management, improved service levels that enable customers to reach their business goals, and provision of key infrastructure for the benefit of future generations.

Peter Bryant has more than 25 years’ experience in the electricity industry,
having operated in a variety of management roles.  Peter has extensive
experience in customer service management, strategy, issue resolution
and relationship and contractor management. Peter recently moved
from the General Manager Customer Services role to that of General Manager
Advanced Metering Infrastructure Services, heading up the advanced
metering program.

Peter is an active member of a number of Industry Committees including that of the Victoria AMI Steering Committee and National Stakeholder Steering Committee.  Peter is also a Leadership Victoria Williamson Fellow.

Mr Graham Carpenter is a chartered accountant and former partner of BDO Kendalls. He has held a number of senior executive positions in both the public and private sector including Partner in chartered accounting firms, Auditor-General in the Northern Territory and with the Victorian and Queensland Treasuries.

Mr Carpenter is a Director of Logan Enterprises Advisory Board and South East Queensland (Gold Coast) Desalination Company Pty Ltd. He is Chair of the Audit Committees of Southbank Corporation and Queensland Police Services and a member of the Gold Coast City Council Audit Advisory Board. He is also a member of Audit Committees for Queensland Transport, Department of Justice and Attorney-General and Local Government Association of Queensland.

Terry Effeney was appointed CEO of ENERGEX in January 2007.

Prior to joining ENERGEX, Terry held the role of COO (Chief Operating Officer) of Ergon Energy for three years and was an Executive Manager with Ergon Energy and its predecessor organisations for more than ten years.

Terry has more than 25 years experience in the energy industry, combining an engineering and economics background with extensive operational management experience.

Terry has an Honours Degree in Electrical Engineering, a Masters Degree in Engineering, and a Degree in Economics and has undertaken management studies at the Australian Graduate School of Management and most recently at the Michigan Business School in the USA.  He is also a Graduate Member of the Australian Institute of Company Directors.

Steve Hollis

Steve has been the managing director of Lloyd since November 2001.  He is a civil engineer with 40 years experience in managing engineering projects.

For 30 years he was in the consulting engineering business, being the CEO of the Scott and Furphy Group, then COO of the CMPS&F group and prior to the formation of Lloyd, was Executive Director, Development of SMEC.

His experience during that period in renewable energy projects and the need for storage to improve their uptake led him to the technologies being developed by Bob Lloyd.

Steve was behind the establishment of Lloyd Energy Systems in 2001 and since then has led the company through the final development of the technology to the commercialisation phase it is now in.

Gordon Jardine

Since 1995, Gordon has held the position of Chief Executive of Powerlink Queensland.  He is also a member of the System Reliability Panel of the National Electricity Market (NEM).   Before joining Powerlink, he held senior management positions at one of Australia’s largest computer software companies, Mincom.  During his 14 years with the company, he spent 3 years in the United States as President of its North American subsidiary, before being appointed Deputy Managing Director of Mincom in 1990.  Gordon is a director of ElectraNet SA (the South Australian electricity transmission utility), following Powerlink’s acquisition of a 40-percent interest. Gordon holds university degrees in engineering, commerce and environmental science.

Anthony Johnston

Anthony Johnston joined Siemens in 2006 as an Offering Manager for Flexible AC Transmission Systems and High Voltage Direct Current solutions. In this role, he was responsible for setting the marketing strategy and sales activities of these solutions in the Australian and New Zealand market. In January 2008, Anthony was appointed National Marketing Manager of the products, systems and solutions offerings for the Energy Transmission and Energy Distribution division of Siemens.

Anthony has more than 15 years experience in both the power and telecommunications industries.  Prior to joining Siemens, Anthony worked for Pirelli for 14 years. He has worked across manufacturing, logistics, product development and recently completed a sabbatical as a Black Belt in Six Sigma leading change for three years. 

Anthony has a Bachelor Degree in Electrical Engineering from the University of Sydney, and a Master Degree in Business Administration from Macquarie University.
 

Peter Mansfield

Peter is Head of Investec’s Project & Infrastructure Finance Team in Australia.  Peter has over 15 years experience in project finance and corporate advisory work particularly in the infrastructure sector.  He has been lead financial adviser for several competitive-bid infrastructure projects and has underwritten or arranged senior and mezzanine debt finance for numerous infrastructure projects including PPPs, energy, renewables, transport, waste and water treatment.
 
Peter came to Investec when it acquired the banking business of Rothschild in Australia in 2006.  Prior to joining Rothschild, Peter was employed by Lend Lease Corporation in a variety of project, structured and corporate finance roles.
 

Transaction experience in energy and infrastructure includes:
• Advised Westralia Airports Corporation on the $770m bank and bond refinancing of Perth Airport
• Underwrote A$50m Mezzanine Debt for Griffin Energy’s Bluewaters Power Station
• Advised Dalby Bio-refinery on financing for an A$100 million ethanol plant in Queensland, including underwriting A$48m in senior and mezzanine project finance.
• Underwrote A$60m Mezzanine Debt for Babcock & Brown’s Southern Hydro bid
• Underwrote A$20m Mezzanine Debt for Lake Bonney Wind Farm
• Underwrote A$16.5m Mezzanine Debt for Braemar Power Station
• Underwrote €10 million participation in a €200 million loan to Bayard Metering for its acquisition of Landis & Gyr.
• Advised the Ord River Dam Hydro Project Partnership on the development of a hydroelectric plant at the Ord River Dam (A$75 million). 
• Advised a consortium of Lend Lease Development and Energy Developments Limited on the development of a coal seam methane power plant at BHP’s Tower and Appin collieries (A$100 million).

Ian McLeod

Ian McLeod was appointed acting chief executive of Ergon Energy in October 2007. Ergon Energy services one of the largest electricity supply territories in the western world.
Mr McLeod was previously Ergon Energy's chief operating officer, responsible for asset management and operational customer service outcomes for the Energy Services business.
Previously, he held other senior Distribution management positions where he developed and implemented strategies to deliver Ergon Energy's record works programs, spearheaded key projects such as the line Asset Inspection and Defect Management (AIDM) solution and managed critical external business relationships.
Prior to joining Ergon Energy in 2000, Mr McLeod led the establishment of a contracting company which serviced power transmission and distribution businesses in other states.
Before this he held management roles in the private distribution company Powercor Australia and the State Electricity Commission of Victoria


Mr McLeod has broad management experience in business, asset, contract, customer, finance and people management. He was named the Australian Institute of Management's Manager of the Year for Rockhampton Region in 2003.

Noel Rafter

Together with John Corbett, Noel has been instrumental in establishing the business to where it is today. Holding the position of Director Project and Structured Finance, Noel is principally involved in the origination and execution of project finance transactions, as well as collaborating with John on strategy and market position.

Noel has 15 years experience in corporate and project finance lending, having established the Corporate Banking department within QIDC in 1993, prior to the merger with Suncorp and Metway in 1996. During this period, Noel has arranged finance for major projects across the agribusiness, manufacturing, energy, transport and education sectors.

Before Suncorp, Noel spent 13 years with the CBA in a variety of lending roles within its Business Banking division. He is currently the Treasurer of the Infrastructure Association of Queensalnd (IAQ).

Graham Reed 
Program Manager  
Centre for Low Emissions

Graham Reed has been the Program Manager of the Centre for Low Emissions Technology (cLET) at the Queensland Centre for Advanced Technologies (QCAT) since 2005.  His current responsibilities at cLET involve the management of a suite of projects targeted at improving gas processing in coal gasification systems as a route to reducing emissions of Greenhouse Gases and other pollutants.
Prior to taking up his current position Graham Reed has worked in the fields of coal gasification, combustion, gas cleanup and emissions control for 33 years, initially with British Coal at the Coal Research Establishment in Cheltenham UK.  After a year as a visiting researcher at the University of British Columbia, Vancouver Canada, he joined the Department of Chemical Engineering and Chemical technology at Imperial College London, to work on the control of trace element emissions in solid waste and biomass gasification.  Dr Reed holds a degree in Applied Chemistry from Kingston University and a PhD from the University of London.

• Bringing together CIF members for liaison and training on the industry’s Greenhouse Challenge Plus aggregate agreement
• Developing industry position statements and submissions in relation to State and Federal government policy and legislative proposals
• Working with the Asia-Pacific Partnership on Clean Development and Climate and the World Business Council for Sustainable Development to train leaders from the Chinese cement industry in establishing their carbon footprint using the WBCSD’s greenhouse gas protocol
• Developing strategic stakeholder communications plans and managing implementation across a number of regional areas with varying risks and issues
• Provision of specialist technical and communications advices for alternative fuels and other environmental projects

With both practical and corporate experience in the environmental and communications fields, Stuart delivers interesting presentations that have great relevance to the audience. Michael Roche

Michael Roche is the Chief Executive of the Queensland Resources Council (QRC), the
peak industry body for the minerals and energy sector in Queensland, representing the
interests of around 150 companies. Before joining the QRC in 2005, Michael spent nearly nine years with the Australian Stock Exchange in Sydney, including six years on ASX’s Executive Committee.

Michael’s ASX roles included Executive General Manager of its markets and market data businesses and responsibility for strategy, marketing, corporate relations and
international affairs. Michael also has extensive experience in the government sector, including nine years in Canberra with most of that time as a senior executive in the Department of Prime Minister and Cabinet.In 1990, Michael served for five years as Chief of Staff to the Queensland Treasurer and nearly two years as Deputy Director-General in the Queensland Cabinet Office, part of the Premier’s portfolio.

Trevor St Baker is in his 52nd year in the electricity industry, having progressed from Cadet Engineer with the Electricity Commission of NSW in the 1950’s, to Executive Chairman of ERM Power, formed 28 years ago as a specialist energy solutions consulting practice, and now the leading generation development enterprise in Australia, and an emerging comprehensive integrated energy company.
As Executive Chairman of ERM Power, Trevor led the development of one of the first
private utility power stations in Australia, at Oakey (300MW) in Queensland, and in the last 4 years ERMP has been the lead developer and project manager of 2,200MW of new gasfired power generation in five power stations, representing 50% of the total new power generation committed in Australia over that period.
ERM Power recently, with its joint venture company Arrow Energy, reached financial close of the 450MW ERM Braemar power station in QLD. ERM Power is the lead project
developer, joint owner, and will be the operator and trader for Braemar.
ERM Power has developed into a fully integrated energy company, with a growing
electricity retail portfolio, including major industrial and commercial customers and  nterests in coal seam gas exploration.

Mark  Sturgess

Mark Sturgess is General Manager Powercor Network Services Pty Ltd, the prime service  provider to Victorian Distributors  CitiPower Pty and Powercor Australia Ltd.  These two Victorian companies, combined with sister company ETSA Utilities, form the largest electricity distribution network business in Australia.  They are also part of the A$11 billion of Australian investments of the Hong Kong based Cheung Kong Group, which globally has a market capitalisation of A$ 114 billion and operates in 52 countries with over 250 000 employees.

Mark has over 30 years experience in leading large service and technical operations for both private and government organisations. Mark’s team is also growing a strong turnkey design and construction business in the National energy utility sector.

Mark is a Fellow of the Australian Institute of Management, Member of The Australian Institute of Company Directors, Co-founder of Powercor’s Eighthgate Innovation incubator, and is on several Boards, including Chairman of Swinburne University’s Australian Graduate School of Entrepreneurship.

Cameron is a qualified Electrical Engineer, with significant operational experience in heavy industry and electricity/gas distribution.  His broad background in managing substation maintenance and construction programmes, incident investigation and emergency management, ensures he has an excellent understanding of both customers’ and service providers’ businesses.  Cameron joined Tenix Alliance in 2004, and spent two years developing & managing the South Australian Operation, positioning the company as one of two preferred transmission service providers to ElectraNet, under a strategic partnership.  In 2007 Cameron was appointed Manager Transmission for Tenix Alliance’s Southern Region, covering WA, SA, Victoria and Tasmania.
