Stanimir A. Alexandrov,

STANIMIR A. ALEXANDROV focuses his practice in the areas of international dispute resolution, including investor-state arbitration and international commercial arbitration, and resolution of trade disputes before the World Trade Organization (WTO). He has represented private parties and governments in arbitration before the International Centre for Settlement of Investment Disputes (ICSID), as well as in ICC, UNCITRAL, and AAA international arbitrations. He has also represented governments in WTO disputes. Mr. Alexandrov has been appointed to the ICSID’s Panel of Arbitrators and Panel of Conciliators and serves as an arbitrator in a number of cases under the arbitration rules of ICSID, the London Court of International Arbitration and UNCITRAL. He has appeared as an expert witness in international arbitration on investment treaty interpretation. Mr. Alexandrov’s current and recent international arbitration cases include representations of global investors, such as Bayindir Holdings, Vivendi, Tate & Lyle, Fireman’s Fund Insurance Co., GE and Bechtel, Impregilo S.p.A., and Cargill, and of sovereigns including Costa Rica, Turkey and Peru. He is listed in Chambers Guide to America’s Leading Lawyers for Business 2005, 2006 and 2007; The International Who’s Who of Business Lawyers (Arbitration) 2005, 2006 and 2007; Chambers Global World’s Leading Lawyers for Business 2007; and Practical Law Company’s Cross-Border Handbook on Dispute Resolution 2007/08. Mr. Alexandrov was Vice Minister of Foreign Affairs of Bulgaria, where he managed Bulgaria’s relations with the European Union, the United Nations, the Organization for Security and Cooperation in Europe and NATO and was responsible for all legal work of the Foreign Service. Prior to that, he served as Deputy Chief of Mission of the Embassy of Bulgaria in Washington, D.C., where he negotiated trade and investment agreements and worked with the World Bank and the IMF. He is a professor at the George Washington University Law School in Washington, D.C., where he teaches courses on international law and dispute settlement. Mr. Alexandrov’s publications have been cited by parties to disputes before the International Court of Justice and by Judges of the Court. In addition to English and Bulgarian, he is fluent in French, Russian and Spanish.

Currently is a Member of the Board of Banco del Estado de Chile and a consultant for different firms and multilateral organizations. He is the Chairman of the Board of “Siete+7” a leading Chilean weekly newspaper and the Editor of www.asuntospublicos.orga think tank devoted to the study of public policies. In 1998 and 1999 he was Ambassador of Chile to the United States. Prior to those duties, Arriagada served as Ambassador-at-large and Special Envoy of the President of Chile to the Second Summit of the Americas, which took place in Santiago, Chile, April 1998. From 1994 to 1996, he was Minister, Secretary General of the Presidency. Among the positions Genaro Arriagada has held during his prolonged political career, are National Director of the “NO” Campaign, that defeated General A. Pinochet in the plebiscite of October 1988; was the chief of the presidential campaign of Eduardo Frei, in 1993; and the Head of the presidential campaign of Ricardo Lagos in 1999. Between 1979 and 1993 he was the Chairman of the Board of Radio Cooperativa, the most important radio broadcasting company of Chile. In his commitment with the ideas of democracy, Arriagada has been an international observer in elections in Nicaragua, Panama, Paraguay, Dominican Republic, Bulgaria, Mexico. In 1988, he was distinguished with the Averell Harriman Democracy Award, conferred by the National Democratic Institute of International Affairs, for those who have internationally excelled in their services to the cause of democracy. Today he is member of the Steering Committee of the World Movement for Democracy a “network of networks” of activists and thinkers that is staffed by the National Endowment for Democracy (NED) in Washington D.C. As a political scientist, Arriagada has published several books, articles, and columns, on political, social, and economic issues. Among his works, are: “Pinochet: The Politics of Power”; Boston: Unwin & Hyman, 1988; and with Carol Graham,“Chile: Sustaining Adjustment during Democratic Transition” in “Voting for Reform. Democracy, Political Liberalization and Economic Adjustment”; Oxford University Press, 1994.

Prior to Brookshire, Gianna was a senior director in Fitch Ratings’ Latin America corporate finance group and was responsible for rating Latin American issuers in the energy sector including oil, gas, and regulated utilities. Before joining Fitch, Gianna was the credit portfolio manager of Wheels, Inc. where she managed a $2.3 billion commercial finance lease portfolio and led a team of credit analysts. Previously, Gianna was a manager of risk management trading at BP Oil where she was responsible for hedging crude oil, gasoline, and other energy derivatives for commercial clients, and providing energy industry research and analysis for energy traders. Before the merger of Amoco Oil and BP Oil, Gianna was a senior energy analyst at Amoco Oil in the commercial sales, logistics, and transportation division where she focused on oil industry macroeconomics and analysis. Earlier in her career, Gianna was a senior credit officer at Continental Bank. Gianna has a BBA in finance and accounting from Illinois Institute of Technology and an MBA with specializations in finance and international business from the University of Chicago Graduate School of Business.

Renato T. Bertani holds a Ph.D. in Sedimentary Geology and Geochemistry from the University of Illinois, USA. He has over 30 years of international experience in exploration and production projects in several Latin American countries (particularly Brazil, Colombia, Bolivia, and Argentina), West Africa, UK, and the USA Gulf of Mexico. Mr. Bertani took over in March 2007 as President and CEO of Thompson & Knight Global Energy Services, LLC, a subsidiary of Thompson & Knight LLP dedicated to rendering business development and portfolio management services to the energy industry. He previously served as President of Petrobras America, Inc., a subsidiary of the Brazilian state oil company based in Houston, where he was responsible for a very successful investment plan and the construction of a valuable portfolio of exploration and production assets, as well as the company’s acquisition and planned expansion of a major refinery in Pasadena, Texas. Mr. Bertani dedicated over 30 years of professional and managerial services to Petrobras, having occupied several high level management positions, among them Director of International E&P activities and Managing Director of Petrobras UK. Mr. Bertani is Vice President of the World Petroleum Council, responsible for the technical program for the next World Petroleum Congress being held in Madrid in 2008, and President of the Brazil Texas Chamber of Commerce. Mr. Cottman has more than 25 years of oil and gas experience working at both major and independent energy firms. He began his career at Sun Company and was later an executive officer of Benton Oil and Gas Company. He has negotiated numerous oil and gas ventures, both in the United States and abroad. In addition, Mr. Cottman has arranged multiple debt and equity financings, including pioneering projects in Russia and Venezuela. In 1991, Mr. Cottman negotiated one of the earliest joint venture agreements involving a western partner to develop a new oil and gas field in Russia--North Gubkinskoye. Subsequently, he arranged the first non-recourse Russian oil field financing with the EBRD. In 1992, Mr. Cottman negotiated the first direct investment in Venezuela's upstream oil and gas sector with the signing of the South Monagas Unit Operating Service Agreement. As Vice President of the Council of the Americas, Eric Farnsworth leads the Washington-based efforts of the Council, including policy development and advocacy, programming, and public affairs. In addition to his Council activities, Farnsworth maintains an active role in policy and trade matters. He is a Senior Associate with the Center for Strategic and International Studies; a member of the George Washington University Western Hemisphere Advisory Board; a former member of the Advisory Committee on International Economic Policy of the US Department of State; and the past Chairman (2000-2002) of the Greater Washington Board of Trade Western Hemisphere Task Force. He has written and spoken extensively about United States’ interests abroad, providing commentary to media such as CNN, BBC, NBC, CNBC, etc. and numerous newspapers. Prior to joining the Council, Farnsworth was Managing Director of Manatt Jones Global Strategies LLC, a Washington and Los Angeles-based strategic advisory and business facilitation firm. From 1995-98, Farnsworth oversaw policy and message development for the White House Office of the Special Envoy for the Americas. As an officer in the Department of State beginning in 1990, Farnsworth focused on issues including the restoration of Central America after the conflictive 1980’s and the re-establishment of democracy in Panama after Operation Just Cause. He also served at the Consulate General in Johannesburg, South Africa. Farnsworth was awarded the State Department’s Superior Honor Award three times and the Meritorious Honor Award once. In 1992, he was detailed to the Office of the US Trade Representative as part of the NAFTA negotiation team. He interned in 1987 with Senator Sam Nunn (D-GA) during the Iran/contra hearings, and also with Congressman John Edward Porter (R-IL). Luis Giusti, a petroleum engineer and private consultant, has been is a senior adviser at CSIS since April 1999, principally in energy and Latin American affairs. In addition, he is a member of the advisory boards of Riverstone-Carlyle and the Stanford Financial Group. He is also a member of the board of governors and special adviser to the chairman of the Centre for Global Energy Studies in London. Between September 2000 and September 2005 he was a non-executive director of Royal Dutch Shell. In academia, he is a member of the advisory boards of the Institute for Latin American Studies at Babson College, The Energy Institute of the University of Houston, the Maguire Energy Institute at Southern Methodist University in Dallas, Texas , and the Institute of Global Studies at George Washington University. He was a member of the task force that issued Strategic Energy Policy Challenges for the 21st Century (Council on Foreign Relations and Institute of Energy of Rice University, 2001). Giusti began his career at Shell Corporation in Venezuela after which, in 1976, he joined Maraven, S.A., an operating affiliate of Petroleos de Venezuela, S.A. (PDVSA). At PDVSA he held diverse positions related to exploration and production, refining, corporate planning, and marketing. In 1994 he was appointed chairman and CEO of the corporation, a job he held until March 1999. Under his leadership, the Venezuelan petroleum sector underwent major reform, which included an opening to private participation, with resulting estimated foreign direct investments of about $30 billion for the period 1995 to 2004. Over the last five years of his tenure at PDVSA, the company continued to consolidate its international downstream position by completing major deals with Mobil, Phillips, Chevron, and Amerada Hess. He graduated in 1966 from the University of Zulia, Venezuela, and received an M.S. in petroleum engineering from the University of Tulsa, Oklahoma, in 1971. He is a member of the Advisory boards of Energy Intelligence Group (publisher of PIW, Oil Daily and Energy Compass) and the Inter American Dialog. He is a frequent speaker and publisher in the Oil&Gas circuit.

Ian graduated with an honors degree in geology from the University of London (Bedford College) in 1977 and, after working for the IGS (now the British Geological Survey), returned to London University to study geophysics, graduating with a masters degree from Imperial College in 1980. Entering the oil industry as a geophysicist, Ian worked on various projects in the North Sea, first for Phillips Petroleum and later for Bow Valley. Moving to Dubai in 1984, Ian worked both in geology and geophysics and generated a number of prospects in the United Arab Emirates, Oman and Somalia for International Petroleum Corporation. He later became exploration manager for the Far East and was instrumental in acquiring and exploring blocks in India, Malaysia, Vietnam, Papua New Guinea and New Zealand. International Petroleum later became Lundin Oil. Moving to Vancouver, Canada in 1990, Ian became President and CEO of Eurocan Ventures. He focused this company on Latin America and acquired exploration licences in Argentina, Chile, Peru and Colombia and also production in Colombia including a large, mature producing field (over 100 million barrels cumulative production). In 1995 Eurocan was taken over by PetroSantander, Inc., another Canadian company and the balance between exploration and production was radically shifted and the risk profile changed with the acquisition of producing fields in the onshore U.S. Ian subsequently managed operations in Colombia while simultaneously negotiating PetroSantander’s new contracts. These negotiations include three years working with Petrobras to sign the country’s first incremental production contract. Operations commenced in 2000 and PetroSantander now manages 12 onshore oil and gas fields for Petrobras. Additionally, in Colombia, Ian has negotiated with Ecopetrol for a production contract in the Middle Magdalena basin and an exploration contract in the Putumayo basin.

He is currently the Chief Executive Officer of the international oil and gas exploration companies Petro-Victory, LLC and Crescent Global Oil, LLC, based in Addison, Texas. He holds a diploma in Bachelor of Business Administration from The University of North Texas. He is a member of the Board of Directors for the University of North Texas Foundation, the University Of North Texas College Of Business and the University of North Texas Murphy Enterprise Center. He is the recipient of the 2006 President’s Citation Award from the University of North Texas for his professional achievements, service and support, which have brought distinction to the University. Daniel R. Kastholm, CFA, is a managing director in Fitch Ratings’ Latin America corporate finance group and is responsible for the management of Fitch’s portfolio of Latin America corporate ratings and credit research, as well as all other operating aspects of the group’s activities. Dan chairs Fitch’s Latin American corporate rating committees and is a member of Fitch’s emerging market credit policy board. Prior to managing the Latin America corporate finance group, Dan was a Senior Director in the global power group where he covered U.S. investor owned utilities and international utility companies. In the global power group, he was instrumental in the expansion of the firm’s Latin American utility and project finance business. He took over responsibility for the Latin American corporate finance business in 1999 at Duff & Phelps Credit Rating, and subsequently Fitch, following its merger in June 2000. Dan has more than 20 years of experience as a financial analyst. He spent three years at LaSalle Business Credit, a subsidiary of ABN Amro, where he served as a vice president in the corporate finance area. Jorge R. Piñón began his professional career in the energy sector nearly thirty years ago when he joined Shell Oil Company. He was president and CEO of Transworld Oil USA prior to joining Amoco Corporation in 1991 as president of Amoco Corporate Development Company Latin America. In this position Mr. Piñon led the business development efforts in the region and participated in a number of joint ventures between Amoco and state oil companies. In 1994 he was transferred to the downstream oil sector to serve as president of Amoco Oil de México and president of Amoco Oil Latin America, based in Mexico City. After the 1999 merger between Amoco and BP, Mr. Piñon was transferred to Madrid, Spain to manage BP Europe’s western Mediterranean petroleum supply and logistics operations. In 1997, when vice-president and member of the board of directors of the American Chamber of Commerce of Mexico -AMCHAM-, Mr. Piñon received the “Yiacatecutli” award for distinguished service in the promotion of U.S.-Mexico business relations. Mr. Piñon retired from BP in 2003 and is currently an international energy consultant, as well as a lecturer and energy fellow with the University of Miami’s Center for Hemispheric Policy where he focuses on energy and alternative fuels. With international experience in emerging markets and a network of senior energy contacts in Latin America, he is an independent analyst of regional and global energy issues, as well as the politics of oil and natural gas in Latin America. He is also recognized as an expert on Cuba’s energy sector, as well as on the island’s future economic transition challenges and opportunities from the private sector perspective. Mr. Piñon is a frequent guest energy analyst on CNN En Español, CNN International, Bloomberg Financial News Services and other news organizations. He holds degrees in International Economics and Latin American Studies from the University of Florida.

Paulo Sotero Marques is the director of the Brazil Institute of the Woodrow Wilson Center. From 1989 until 2006 Mr. Sotero was the Washington correspondent for Estado de S.Paulo, a leading Brazilian daily newspaper. He had also been a regular commentator and analyst for the BBC radio Portuguese language service, Radio France Internationale, and Radio Eldorado, in Brazil. Since 2003 he has been an adjunct lecturer at Georgetown University both in the Department of Spanish and Portuguese and in the Center for Latin American Studies of the Edmund A. Walsh School of Foreign Service. Prior to joining Estado, he worked as a correspondent for Istoé weekly magazine and the financial newspaper Gazeta Mercantil. A native of the state of São Paulo, Sotero started his career in journalism at Veja weekly magazine in 1968 and held positions as staff reporter in Recife, stringer in Paris, full-time correspondent in Lisbon, assistant editor for Latin American in São Paulo, and correspondent assigned to cover the Palácio do Planalto, the Brazilian President's office, in Brasília. In addition to his responsabilities at the Wilson Center, Mr. Sotero is a frequent lecturer on Brazilian and Latin American affairs at U.S. universities and think tanks, and has appeared on national radio and television news programs, including To the Point (PRI), the NewsHour with Jim Lehrer, Foreign Exchange with Fareer Zakaria (PBS), the Diane Rehm Show (WAMU radio) and various news programs at CNN International, VOA, BBC, and Al Jazeera. He has also contributes to newspapers, magazines and journals in Brazil, the United States, Canada, and Mexico. Mr. Sotero has a BA in history from the Catholic University of Pernambuco, Brazil, and an MA in Journalism and Public Affairs from American University, Washington, D.C. In 1987, Sotero received the Maria Moors Cabot Award Special Citation from the Graduate School of Journalism, Columbia University. He is also the recipient of the 1993 Distinguished Visiting Lecturer award from the Foreign Service Institute of the U.S. State Department. In Brazil, he was awarded the 1978 Prêmio Abril de Reportagem for a Veja cover story on Paraguay and for an investigative report on the assassination of Chilean general Carlos Prats in Buenos Aires. Mr. Sotero is a 1971 alumnus of the Inter-American Universities Association Summer School Program at Harvard University. Kerry Sully graduated as a Chemical Engineer from the University of Saskatchewan in 1970. With Texaco, he wrote some of the first discounted cash flow models in Canada, incorporating after-tax analysis. In the mid 70’s, he worked as a programmer, systems analyst and reservoir engineer for D.R. McCord & Associates in Dallas, modeling reservoirs in the middle east. In 1976, he was one of the founders of Ranchmen’s Resources, a company that grew through creative financing to become in 1995 the 40th largest oil company in Canada when it was taken over by Crestar. For several years, Ranchmen’s was a partially owned subsidiary of Total. During this period, Kerry took a very active role to ensure the health and welfare of all oilfield workers, acting as Chairman of the well respected Petroleum Industry Training Service (PITS) and also Chairman of the Upstream Petroleum Industry Taskforce on Safety (UPITFOS). He is a past director of the Independent Petroleum Association of Canada, and also a past governor of the Canadian Association of Petroleum Producers. In 1998, he was asked to join CGX to explore the Guyana/Suriname Basin. After the play was analyzed by Warren Workman, Ranchmen’s former VP Exploration and a former exploration manager for Unocal in the Gulf of Mexico, they agreed the basin had world-class turbidite potential and both joined CGX. State-of-the-art seismic in 1999 supported the initial concepts – CGX and Kerry remain keen to test their theory by drilling a turbidite target.

Roger Tissot is an independent consultant with more than 15 years experience analyzing Latin America’s political, economic and energy sectors. Derek Woodhouse has a broad range of experience in the financing and development of infrastructure projects and in the upstream and downstream oil, gas and power sectors. Prior to joining Chadbourne & Parke, Mr. Woodhouse was based in London, U.K., advising public and private entities on energy and infrastructure projects in the UK, Northern Ireland, Russia, Romania, Hungary, Turkey, Algeria, Angola, Cambodia, the Philippines, Hong Kong, Canada, Mexico and Central America.
