Pedro Batalla is a Partner of the Manager. Prior to joining the Manager, Mr. Batalla co-managed the Darby Latin America Fund (DLAMF), a private equity fund specialized in infrastructure investments in Latin America, part of the Franklin Templeton Group, for which he worked for 9 years based in Washington DC. The Fund invested in 12 transactions, and is on course to achieve a gross IRR of 17%. Prior to Darby, Mr. Batalla was a Manager for the International Finance Corporation (“IFC”), the private sector arm of the World Bank Group, where he worked for 8 years out of different locations including Washington DC, Mexico and Buenos Aires. Mr. Batalla played senior roles in most of the transactions that IFC financed in Chile, Mexico and Argentina with a special focus on Electricity Generation, Transmission and Distribution, Gas Pipelines, Toll Roads, Railroads and Port Terminals and Manufacturing. Overall, Mr. Batalla’s extensive work experience throughout Latin America has allowed him to establish top level business contacts across the region. Past Directorships include serving on the Board and Management Committees of companies invested in by DLAMF and IFC. Mr. Batalla holds a B.Sc. in Mechanical Engineering from University of Navarra, and an MBA from IESE.

Mr. DeFranco previously practiced law as a sole practitioner and for Thompson Hine LLP. Additionally, he worked for two privately-held asset management companies focusing on commercial real estate and Taft-Hartley Plans.
Mr. DeFranco directs infrastructure investments for various state pension plans and other clients through conducting market research, fund/manager meetings and evaluations, due diligence reports, portfolio strategy and modeling, and helping to increase investor awareness of the benefits infrastructure investments can bring to an investment portfolio. Mr. DeFranco speaks frequently at industry and client seminars.
Mr. DeFranco received both his J.D. and M.B.A. from Stetson University and a B.S.B.A. in Marketing from Xavier University (Ohio). He also holds a Series 7 license.

Julio Dreizzen is the CFO of Corporación IMPSA SA and member of IMPSA’s Corporate Executive Committee. Dreizzen has a long experience in corporate finance and capital markets in the private sector as well as an important track record in the public sector. From 2002 to 2005 he was President of Constellation, the management company of an absolute return fund that invests in Argentina. From 1990 to 1999 as Executive Director of the Investment Banking Division of Banco Galicia (Argentina) he led the execution of over 300 transactions in areas such as project finance, structured finance, bond and stock issuance, M&A and privatizations. He has been Director of Banco Hipotecario Nacional (since 2004), Alternate Executive Director of the IMF (1986), Director of the Central Bank of Argentina (1987-1989), Undersecretary of Finance of the Ministry of Economy of Argentina (2000-2001) and Consultant to the IADB (2002), the UNDP (2005) and the CAF (2005). Ivan Illescas is Counsel at the Multilateral Investment Guarantee Agency (MIGA), the political risk insurance agency of the World Bank Group. He joined MIGA in 2004. Mr. Illescas provides legal advice on the agency’s political risk insurance (guarantees) for cross-border
investments in emerging markets. He specializes in infrastructure projects in the Latin America and the Caribbean region. Mr. Illescas also interacts with government officials on
issues relating to the treatment of foreign investment in the context of the international legal framework, and has considerable experience in dispute resolution and claim settlement negotiations under MIGA’s insurance policies and international law. Before joining MIGA, Mr. Illescas was an attorney and notary public with F.A. Arias & Muñoz, a Central American law firm, providing legal advice to leading multinational corporations on corporate, commercial and project finance deals in Central America. Mr. Illescas holds a Juris Doctor from Universidad Francisco Marroquín Law School, in Guatemala City, and an LL.M. in International Legal Studies from Georgetown University Law Center, USA. NICOLAS LLOREDA focuses his practice on international business transactions, trade and investment policy and international dispute resolution. He has experience with mergers, acquisitions and foreign investment, as well as experience in international arbitration, intellectual property matters and trade negotiations. Mr. Lloreda also served as Director General of the Andean Community, the Free Trade area comprising Bolivia, Colombia, Ecuador, Peru and Venezuela. As Director General, he supervised the legal department, ensured compliance by Member States with Andean Community Law and prosecuted and defended cases before the Andean Court of Justice. Mr. Lloreda was also responsible for investment, intellectual property and government procurement and supervised the drafting of Andean Community legislation in these areas. His trade negotiations experience includes leading the legal team for the preferential trade talks with Brazil and Argentina, as well as participating in the negotiations for the Free Trade Area of the Americas (FTAA). Earlier, Mr. Lloreda spent four years with the Colombian Government Trade Bureau in Washington, D.C., where he served as Director of the Trade Bureau and Minister Counselor of the Colombian Embassy and was responsible for trade negotiations between Colombia and the United States. He also worked with the private sector on promotional activities for services, products and investment opportunities in Colombia. In 2006, Mr. Lloreda was appointed by the Government of Colombia as a mediator before the International Center for the Settlement of Investment Disputes (ICSID). Prior to OPIC, Mr. Pearce was a Director with EMP Global, where for almost nine years he was closely involved with the investing activities of the AIG Asian Infrastructure Fund and AIG Asian Infrastructure Fund II. Mr. Pearce worked on and/or closed transactions with a total equity value of over US$560 million, where he managed, negotiated and executed transactions with leading foreign corporations - with a focus on India and South Korea - and served on the Boards of certain of the funds’ portfolio companies. Prior to EMP, Mr. Pearce focused on U.S. direct investments, having worked in the M&A/corporate finance group of W.R. Grace & Co., and with EXOR America, the private U.S. investment arm of the Agnelli family. Eduardo Ramos leads FSA’s effort in Mexico and the Latin-American region. His work involves analyzing and structuring a broad range of structured finance transactions, including asset – backed and residential mortgage – backed securities, and public infrastructure transactions. Since joining FSA in early 2006, he has focused on establishing FSA’s office in Mexico City and on the strengthening its presence in the Mexican market. In addition to the Mexican Market, he is also exploring several ABS and public infrastructure business opportunities in Latin-America especially Brazil and Chile.
Before joining FSA, Mr. Ramos was managing director of investment banking and corporate finance at Casa de Bolsa Banorte, where he was responsible for origination of investment banking transactions that were executed in the capital markets of Mexico and distributed to institutional investors in Mexico, the United States and Europe.
During his 17 year tenure at Casa de Bolsa Banorte, he led a number of groundbreaking transactions in the region, including a USD $200 million securitization of the Monterrey – Cadereyta highway in Mexico, which was awarded as “Infrastructure Deal of the Year 2004” by the Project Finance International magazine.
He holds a BS in Business Administration and a MBA in International Business from ITAM, in Mexico City. After earning his degrees, Mr. Ramos was also a part-time professor of Corporate Finance and International Business at ITAM, from 1992 – 1998.

Scott Swensen is the Lead Investment Manager for the Latin Power Funds. Scott joined Scudder, Stevens & Clark (a predecessor company to Zurich Scudder Investments), in 1993 as Lead Investment Manager for Latin Power I. Before Scudder was acquired by Deutsche Bank AG, Mr. Swensen headed Scudder’s Special Investments Group that included Private Equity, Private Debt, Closed-End Funds and Hedge Funds. Before joining Scudder, he spent eleven years in corporate and project finance at the Chase Manhattan Bank and subsequently nine years at BNP Paribas. His final job at BNP Paribas was as a Managing Director supervising a number of groups, including energy and project finance in North and South America, energy futures brokerage and commodity derivatives worldwide. While at BNP Paribas, Mr. Swensen made a number of private equity investments and was the CEO of a $40 million company for five years. Mr. Swensen holds a B.E. degree in Mechanical Engineering (Heat and Power) with High Honors from Stevens Institute of Technology (Tau Beta Pi) and an M.B.A. (ABD) degree from New York University. He speaks Spanish and Portuguese. Mr. Swensen is certified by the IFC to determine a project’s compliance with World Bank environmental, safety and health guidelines.

Michael has served institutional investors for over 16 years. He has worked with some of the largest institutional investors in North America, Europe and Asia. Michael began his career as a quantitative research analyst for Lehman Brothers.
He has been published in the “2006 Institutional Investor’s Pension Fund Investment Guidebook”, 2007 Alternative Assets, PLC publications and a frequent speaker at industry conferences. Susan Wermcrantz Davis is an Investment Officer in the Structured & Corporate Finance Department (SCF) of the Inter-American Development Bank (IDB) in Washington, DC. Susan focuses on the financing of infrastructure projects, with an emphasis on the water and renewable energy sectors. Derek Woodhouse has a broad range of experience in the financing and development of infrastructure projects and in the upstream and downstream oil, gas and power sectors. Prior to joining Chadbourne & Parke, Mr. Woodhouse was based in London, U.K., advising public and private entities on energy and infrastructure projects in the UK, Northern Ireland, Russia, Romania, Hungary, Turkey, Algeria, Angola, Cambodia, the Philippines, Hong Kong, Canada, Mexico and Central America. Previously, Mr. Woodhouse worked for the Mexican Federal Government as legal advisor in the Energy Ministry and later in the Energy Regulatory Commission, where he advised on the liberalization of the downstream natural gas sector in Mexico and was later appointed General Director of the Power Sector Reform Unit. Mr. Woodhouse advised the Mexican Federal Government on the adoption of a new finance initiative, based on the UK’s PFI model, to allow private participation in the design, finance and operation of infrastructure projects traditionally reserved to the public sector (known as the PPS program). He also advised the Communications and Transport Ministry on the design and implementation of the first PPS road project to be put out for tender and is currently advising sponsors, lenders and government entities in other PPS projects.
