Mr Todd Carper,
CTO,

Mr. Carper brings over 20 years of experience as a system engineer and software architect to IDsmart. He holds several patents in the smart card and embedded systems fields, and has developed his own proprietary smart card operating system that serves as the platform for the IDsmart solution. He also served as CTO and Founder of CrypTEC Systems, Inc., where he developed, tested, and marketed his operating system and related smart card applications. In addition, he served as Director of Engineering at ACIUS, Inc. in Cupertino, CA, where he designed new technology and internal architecture.
Mr Aloysius Cheang,

Aloysius Cheang is an experienced information security professional with substantial experience in managing and delivering complex, multi-dimensional and strategic multi-million dollar information security programmes for Global 500 organisations across Asia, USA and Europe. He currently heads the Asian Security Practice for a large, global professional service provider firm. Aloysius specialises in information risk management and development of information security strategies, frameworks, policies and controls. He has led numerous IT security audit, security reviews and security penetration testing engagements, provided business continuity management and disaster recovery services, and supported clients in investigations and digital forensic requirements.

Aloysius contributes extensively to the Information Security ("INFOSEC") community. He is a founding member and president of SIG^2, the de facto local INFOSEC community in Singapore and an affiliate of (ISC)2. He is a member of Singapore IT Standards Committee ("ITSC") and represents Singapore on ISO/IEC/JTC 1 SC 27 working groups.

Aloysius holds Bachelor's and Master's degrees in Computer Science from the National University of Singapore. He is also a CISA, a CISSP, a SANS's GCIH and a Microsoft Most Valuable Professional for Window Security. A regular guest speaker at various local and international conferences, Aloysius’s views are valued by media as an independent source of subject matter specialist opinion.

Mr Tony Chew,
Director, Technology Risk Supervision,

Tony heads the Technology Risk Supervision Division at MAS. His responsibilities include the development of strategies, programs, standards and guidelines for the purpose of regulating and supervising financial institutions in respect of technology risk management requirements and information security processes. He manages a team of technology risk specialists who conduct onsite inspections and offsite reviews to monitor the technology risk management capabilities and the effectiveness of information systems security practices prevailing in the financial sector.

Tony began his professional career as a Chartered Accountant, specializing in financial accounting, computer auditing and information systems consulting for over 12 years. He has also held senior management positions in the banking industry.

Currently, Tony is also adjunct associate professor at the National University of Singapore being involved in the development and teaching of a course in cybercrime. In previous years, he taught at the University of Technology, Sydney as a part-time lecturer in subjects ranging from computer auditing to investment analysis and financial accounting at undergraduate and post-graduate levels.

Tony has been actively engaged in conducting seminars and workshops on banking systems security and technology risk management in Asia, Canada, America and Europe. He is also a regular speaker at international conferences and forums.

In addition to accountancy and audit qualifications, Tony has a bachelor’s degree in commerce as well as a graduate diploma in data processing and a master’s degree in business applied finance.

Mr Yu Chien Siang,
IT Director,
Ministry of Home Affairs

Chien Siang is currently the Director (Information Technology) from the Ministry of Home Affairs. He was awarded the Carl Duisberg Gesellschaft Scholarship to pursue his studies at a German university and graduated as a Data Systems Engineer. During his study, he received training at the Siemens Research Laboratory and IBM R&D Laboratory in Boblingen. He has been working in the Civil Service since 1981 and was awarded National Day Honours, The Public Administration Medal (Silver) in 1993 and (Silver) Bar in 2004.

He has been active in the fields of IT management and IT Security for more than 20 years. During this time, he led numerous national-level IT projects in IT Security and homeland security and had been instrumental in evolving their architecture and the fundamental mechanisms required. His public appointments include being the Chairman of the Technology/IT Security sub-committee, Public Transport Security Committee (PTSC), Co-chairman of the National Authentication Infrastructure (NAI) Steering Committee, the lead government security consultant for the Standard ICT Operating Environment (SOE) project, member of the National Authentication Framework (NAF) Steering Committee and Co-chairman of the NAF Technical sub-committee.

He was an ex-President of the Singapore Microcomputer Society, a pioneer in the exploitation of microcomputers, a regular speaker at government events and a hobbyist programmer who has created more than 60,000 lines of codes. He also invented unique smart card readers that are low cost, cryptography systems, more efficient protocols and fault tolerant systems. In addition, he conducts lectures on cybercrime in his capacity as Associate Professor at the Department of Mathematics of the National University of Singapore.

Mr Bob Correll,
Deputy Secretary, Borders, Compliance, Detention and Technology Group,
Australian Department of Immigration and Citizenship

Bob Correll transferred to DIAC from the position of Deputy Secretary Workforce Participation at the Department of Employment and Workplace Relations (DEWR) in July 2005. He is responsible for the Borders, Compliance, Detention and Technology Group.

He has a degree in Business Management and was awarded the Public Service Medal in 2005 for his contributions in employment and workforce participation.

He has over 20 years experience in policy, programme and operations management in the employment and social welfare areas of government administration.

He has oversighted the development and implementation of the outsourced public employment services in Australia, called Job Network, and has a strong background in the use of information technology to support and enable improved business operations.

He is currently responsible for compliance; case management; detention services; border security; and information technology within the Department.

He is married with five children

Mr Frank Dorrian,
President,
RFID Business Association
Frank Dorrian is the President, Asia Pacific, of the RFID International Business Association, a not for profit, vendor neutral, end user education focused organization. He speaks regularly at major conferences on the different aspects of RFID and teaches RFID masterclasses.

Prior to joining the association, Frank who has approximately twenty five years experience in the IT and Telecoms industries, held a series of senior management positions with US multinational organisations. Frank has substantial international business experience having worked on assignments in Europe, USA, and Asia Pacific.

While based out of Singapore Frank held positions such as Regional Managing Director of Tandem Computers, Asia; and Vice President of Avid Technology, Asia Pacific. He also held several senior positions with Unisys, working with them on assignments in Singapore, Hong Kong, USA and India. In India he was Vice President of the Tata Unisys joint venture.

Frank has been based out of Australia for the last eight years. He has held positions such as Client Director Outsourcing; responsible for one of the largest outsourcing contracts with Optus ($250million)

He was Chief Operation Officer (COO) of IBA Health and helped take the company through an IPO in the stock exchange raising $60million. Frank also worked on the due diligence, acquisition, and then managed the Optus E-health business which ran the Medicare electronic funds transaction system. This was the largest e-health operation in the southern hemisphere with 80million transactions per year and carrying $1.8 billion in funds. Frank then went to the UK where they won two National Health projects for $64m. These were managed services contracts delivering clinical, pathology, radiology, and administration systems to key hospitals. In all they managed 11 National Health trusts with 48 major hospitals. Another key area was Defence Forces electronic records health systems and he worked with the Armed Forces of both Australia and Singapore.

For the last three years Frank has been CEO for Wireless Business Solutions, an Australian company focused on mobility, data capture and RFID implementations.

Mr Stephane Fymat,
Vice President of Strategy and Product Management,
Passlogix, Inc.

As the Vice President of Strategy and Product Management for Passlogix, Mr. Fymat is responsible for setting the corporate, product and technology strategy of the company and managing its entire product line. In his current role, he leads the organization that is responsible for the conceptualization, design and overall direction of the Passlogix product line. He is also responsible for the company's strong authentication initiative, product marketing, corporate positioning and evangelism activities. Mr. Fymat joined Passlogix in 1998 to manage sales and business development. Mr. Fymat helped define the products when they were still in prototype stage, sold the products to Passlogix’s first enterprise customer, and went on to build a sales organization that has established many enterprise customers, resellers and OEM partnerships since then. He then took on the role of Vice President of Sales Operations and Product Management for Passlogix, where he built the pre-sales engineering, consulting services, training and product management departments on a global basis for the company.

Prior to joining Passlogix, Mr. Fymat held numerous roles at Eastman Software, the document imaging and workflow software business of Eastman Kodak, Inc. and its predecessor Wang Laboratories. Among his roles, Mr. Fymat was the Manager of Latin America Software Sales, where he established direct sales presence and distribution channels throughout Latin America that closed large enterprise customers in all of the major countries. He was also the Manager of Strategic Alliances, where he established and managed partnerships with Andersen Consulting, Deloitte & Touche, KPMG, SAIC and other leading system integrators.

Mr. Fymat graduated with honors from UCLA with a Bachelors of Science in Engineering and Computer Science and from Columbia Graduate School of Business with an MBA in Finance and Marketing with honors.

Mr Bhaskar Ganguly,

Bhaskar Ganguly, Director of Security Solutions for Honeywell Building Solutions in Asia Pacific, is a leading expert in security solutions, security technology, and its trends.

With over 17 years of experience working in the manufacturing and security automation consulting services, Bhaskar is familiar with the various risk assessment methodologies, security standards, and recommended countermeasures that companies need to evaluate and develop effective security programs. His portfolio includes providing high profile security solutions and services to leading industrial facilities across the region such as oil refineries, POL terminals, pipelines, chemical plants, mines, electric generation facilities, power distribution networks, airports, ports, corporate headquarters, government installations, manufacturing facilities, and banks. Bhaskar’s career spans the region with customer-specific projects in India, Australia, South Korea, Japan, China, Singapore, Malaysia, and Thailand, among others.

Most recently, he spoke along side senior officials from China’s state administration at the 2006 China Summit of Corporate EHSQ Management in Shanghai. Bhaskar also conducts regular security and industry-domain training for Honeywell employees.

Mr Kevin Gillick,
Executive Director,

As Executive Director of GlobalPlatform, Kevin is responsible for driving awareness and accelerating adoption of GlobalPlatform’s technology standards into global markets. He is responsible for the coordination and management of the organization’s strategic planning, as well as overseeing all marketing and business development initiatives within key market sectors, namely finance, mobile telecoms, government, transit, retail and healthcare. His role will be aligned with GlobalPlatform’s Technical Director and the three existing technical committees; Card, Device and System.

From November 2002 through 2005, Kevin was actively involved in GlobalPlatform representing the organization as Marketing Center Chair. In this capacity, Kevin was responsible for leading the organization’s marketing and public relations activity.

For twelve years prior to joining GlobalPlatform, Kevin served in various marketing and business development roles at Datacard Group, most recently acting as its Head of Corporate Marketing.

As Head of Corporate Marketing, Kevin was responsible for worldwide marketing activities associated with the company’s broad range of secure identity, card personalization and card life cycle management solutions. He managed several worldwide corporate marketing functions including marketing communications, web marketing, trade show and event coordination, public relations, media advertising, marketing research and analysis and was directly responsible for Datacard’s market and brand positioning.

Prior to this role, Kevin was actively involved in the development and deployment of smart card based solutions for a variety of vertical markets, including financial, telecommunications, government, corporate and university campus. In this capacity, he was directly responsible for helping Datacard’s broad client base plan for the transition from conventional card programs to new smart card based business enterprises.

In October 2003, Kevin was elected Chairman of the Smart Card Alliance with a two year term that expired in 2005. Since 1999, he served the Smart Card Alliance on the Board of Directors, and chaired several board committees.

Kevin has worked for Honeywell, Datakey and National Computer Systems. He is a graduate of the University of St. Thomas in St. Paul, Minnesota with a degree in Business Administration – Marketing.

Mr Jim Harper,

As director of information policy studies, Jim Harper focuses on the difficult problems of adapting law and policy to the unique problems of the information age. Harper is a member of the Department of Homeland Security's Data Privacy and Integrity Advisory Committee. His work has been cited by USA Today, the Associated Press, and Reuters. He has appeared on Fox News Channel, CBS, and MSNBC, and other media. His scholarly articles have appeared in the Administrative Law Review, the Minnesota Law Review, and the Hastings Constitutional Law Quarterly. Recently, Harper wrote the book Identity Crisis: How Identification Is Overused and Misunderstood. Harper is the editor of Privacilla.org, a Web-based think tank devoted exclusively to privacy, and he maintains online federal spending resource WashingtonWatch.com. He holds a J.D. from UC Hastings College of Law.
Mr Arno Hollossi,

Arno Hollosi, born 1972, is a research scientist and coordinator of the department of Internet technologies at the University of Applied Science CAMPUS 02 in Graz, Austria. After studying Telematics at the Graz University of Technology, focusing on information systems and writing a Master’s Thesis about visual languages, he joined the Institute for Applied Information Processing and Communications (IAIK,) researching applied cryptography, PKI and XML. Shortly thereafter he became the technical director of the newly founded Federal Staff Unit for ICT-Strategies at the Federal Chancellery of the Republic of Austria. His scope of work included the Austrian Citizen Card, legal binding service of documents over the Internet, review and design of interfaces and specifications for the Austrian e-government framework and federal registers, and counseling on Austria’s e-government law and by-laws. In 2006 he joined Siemens to work as system architect and quality manager on international projects dealing with border control information systems, electronic cadastral registers, and passport issuance. In mid 2007 he has taken on a research on lecturing position at the University of Applied Science CAMPUS 02.

Phil Jones, Assistant Commissioner, is head of Data Protection Practice. He and his team are charged with providing advice and guidance to organisations in both the Private and Public Sector on the application of the Data Protection Act 1998 and the Privacy and Electronic Communications Regulation 2003. Before joining the then Data Protection Registrar's office in 1990 Phil worked for VSO as a Field Director in Nigeria, the Pacific and Sri Lanka. Before that Phil was a Further Education Lecturer in Nottinghamshire.

He has been actively involved in the related fields of technology and information security for more than eight years and has diverse experience in planning, designing, implementing and managing IT security initiatives. Mr Christian Lanng,

Christian Lanng is Head of the Centre for Service oriented Infrastructure in the Danish National IT and Telecom Agency. Christian has many years of experience working with mobile-services, e-business, SOA and large scale payment systems. He is currently managing the roll-out of service oriented infrastructure in the Danish public sector and is also supervising the next generation of SOA e-business infrastructure for Danish companies and the public sector. He is an active member of a number of European e-business and infrastructure initiatives.
Mr Stan Li,

Stan Z. Li received the PhD degree from Surrey University, UK. He is currently a professor at National Laboratory of Pattern Recognition (NLPR), the director of Center for Biometrics and Security Research (CBSR), Institute of Automation, Chinese Academy of Sciences (CASIA). Prior to that, he was an associate professor at Nanyang Technological University, Singapore.

His research interest includes pattern recognition and machine learning, image and vision processing, face recognition, biometrics, and intelligent video surveillance. He has published over 200 papers in international journals and conferences, and authored and edited 5 books including "Markov Random Field Modeling in Image Analysis" (Springer, 1st edition in 1995 and 2nd edition in 2001). He is currently an associate editor of IEEE Transactions on Pattern Analysis and Machine Intelligence and has been actively participating in organizing a number of international conferences and workshops in the fields of his research interest.

Stan Z. Li is an expert in face recognition, biometrics and intelligent video surveillance. The Eye-CU face recognition system he developed at Microsoft Research Asia was demonstrated by Bill Gate on a CNN interview. He has been leading several national and international collaboration projects in biometrics and intelligent video surveillance. The AuthenMetric face recognition system and intelligent video surveillance system have been deployed in many applications. He acted as the program chair for the Asian Biometrics Forum 2006 and a co-chair for the International Conference on Biometrics 2007. He delivered a speech on Biometrics in China, on behalf of the China National Body, at the 2006 ISO/IEC JTC1 SC37 meeting in London. He co-edited Handbook of Face Recognition (Springer, 2005), and is acting as the editor-in-chief for the Encyclopedia of Biometric Recognition (Springer, to be published spring 2009).

Ms Eileen Lim,

Ms. Eileen Lim has had eight years’ experience in the Security Industry. As HID’s Regional Sales Manager (ASEAN), she essentially takes charge of the business operations in the ASEAN region. Her key responsibilities include representing the premium manufacturer, HID, in managing the Strategic Global/OEM Channels and Channel Marketing, developing strategies for continual development in the region as well as informing the market on the advent of the latest Smartcard Technology and the "smart' way of adopting it.

In her four years with HID, Ms. Lim successfully implemented various high profile projects through working with the Renowned Security Consultants and Global End-user, which included adopting the latest smartcard technology and applications such as e-payment, mobile verification, IT secure authentication, biometrics and others. Based on her remarkable contributions to HID, Eileen won the “Achiever’s Award 2005” and “Best Performing Region Award in 2006 & 2007” in the Asia Pacific Region.

Ms. Lim graduated from the University of Bradford (UK) with a Bachelor of Science in Business and Management Studies (Honours) degree.

Mr Richard Lin,

Richard Lin starts his career as a diplomat in 1993 and has taken consular posts at Taiwan overseas missions in Singapore and Solomon Islands. He was recalled to Taipei Headquarter in 2004 and was appointed as Section Chief of Passport Administration under Bureau of Consular Affairs, Ministry of Foreign Affairs,Taiwan. As such, he arose as the program leader of Taiwan ePassport project, technically responsible for the passport innovation of Taiwan. Currently, Richard was involved in the deployment of ePassport personalization and Immigration Autogate system equipped with a biometric capability to enhance identity management. Also he offers technical advice with ePassort booklet tenders issued by Taiwan’s Central Engraving and Printing Plant, the Mint. Richard is now using the experience he gained to ensure Taiwan has its first ePassport in 2008.
Mr Yap Lip Keong,

Lip Keong has more than 13 years of experience and expertise in the area of IT risks management and IT security solution design and implementation. His areas of expertise include IT security solutions (including identity and access management solutions and secure application infrastructure) architecture and implementation, IT risk assessments, enterprise risk management and IT security framework design and implementation in addition to large scale IT security project implementation.

He has led project teams in providing IT and IT security services for numerous clients in the public and private sectors. These engagements included providing project management, implementation of enterprise IT security systems, development of system security polices, system management frameworks and analysis of system security requirements of various computer systems and networks, IT processes review, IT project implementation review, system process documentation, IT security risk assessment, application controls review, IT risk management framework development and penetration testing services to clients.

Mr John Meakin,

John Meakin is a specialist in information systems security with more than eighteen years experience. He has previously been responsible for leading systems security policy and strategy in Reuters, the Royal Bank of Scotland, Swiss Bank Corporation, and the investment-banking arm of Dresdner Bank, where he led teams providing a full range of IT Security services.

Since mid 2002 he has led a global Information Security team at Standard Chartered Bank as Group Head of Information Security. Here he is applying his experience to the new challenges posed by such a geographically and culturally diverse business. He has also provided information security consultancy support to a number of blue chip clients aimed at improving their systems security and effectiveness.

John has a particular interest in better modeling and managing the costs and benefits of security to the business, as well as in shifting the emphasis of commercial security efforts into dynamic management and monitoring rather than static prevention.

He has a PhD in Experimental Solid State Physics from Cambridge University, plays football regularly and builds computers in his spare time. He speaks regularly at conferences and public forums on a variety of topics.

Ms Shamla Naidoo,
CISO,

Shamla Naidoo is vice president and Chief Information Security Officer. She leads WellPoint's information security team and is responsible for the development and deployment of security, programs and operations. She works to ensure that our program is efficient and "state of the art". To fulfill this critical responsibility, she'll lead a team of 150 associates and partner with audit, compliance and the privacy office to spearhead development and deployment of cutting-edge security strategies and programs.

Ms. Naidoo has over twenty-four years of experience in information security and IT, with over fifteen in a senior management role. Prior to joining WellPoint, she was senior vice president and chief information security officer for Northern Trust Corporation, a multi-trillion dollar provider of investment management, asset and fund administration, fiduciary and banking solutions, based in Chicago. Previously, she served as first vice president of security architecture and compliance for ABN AMRO, an international banking organization. Earlier in her career, Shamla worked within IT for Royal Dutch Shell and DeBeers.

Born and raised in Durban, Ms. Naidoo earned a degree from the University of South Africa, double-majoring in Information Systems and Economics. She later earned her law degree from the John Marshall Law School in Chicago. She focused on Technology and Privacy law and is a member of the Illinois State Bar Association. She earned her CISSP (Certified Information Systems Security Professional) and ITIL (Information Technology Infrastructure Library) certifications in 2001.

Shamla previously provided community services through the Fair Housing Legal Clinic in Chicago, working to promote fair housing for the disadvantaged, and to raise community awareness of predatory lending practices. After settling into her new role at WellPoint, she plans to look for similar opportunities to contribute to the local community in North Haven, Connecticut. She also enjoys reading, nature and travel.

Mr Anton Shmagin,

Anton Shmagin is the security architect working for United Nations Development Programme, one of the largest UN agencies with offices in more than 160 countries in the world.

Mr Christoph Theisinger,

Christoph Theisinger has over 15 years of international experience in enterprise software sales focusing on building, development and leadership of cross-functional teams in sales and professional services.

He joined SAP through the acquisition of Virsa Systems, a vendor of compliance and security solutions in May 2006. At Virsa he was responsible for launching technical sales and business development in Europe.

In December 2006 Mr. Theisinger moved to Singapore to focus on Business Development for SAP's Governance, Risk Management and Compliance solutions in Asia Pacific.

Throughout his career Mr. Theisinger was a frequent speaker at business and technology conferences and served as spokesperson for the press and analyst community. Christoph Theisinger holds a degree in electrical engineering from the University of Applied Sciences in Nürnberg, Germany.

He had walked the ICT transformation journey with the Service since 1995 when it embarked on its first Strategic IT Plan. He had since been involved in various ICT projects for the Service.

Patrick Wang is Business Development Manager for SAP NetWeaver Identity Management in Asia Pacific Japan (APJ). As such he is the APJ point of contact for sales and partner queries and for evangelising this new opportunity within SAP. The SAP NetWeaver Identity Management product came about with the acquisition of Maxware, which is a Norwegian company specialising in Identity Management solutions. Having joined SAP after the acquisition of Maxware, he has been involved with Identity Management projects for over 4 years. Previously, he was serving as a Technical Manager in eB2Bcom Asia Pacific Pte Ltd (who was the distributor of Maxware solutions in Asia), working with many clients to help develop business plans, scope and deploy Identity Management solutions. Prior to that, he has spent seven years working in the Singapore Defence taking up various roles, and has a wide experience in Identity Management solutions. He holds an honors degree in Electrical Engineering from the National University of Singapore and is also a fully qualified CISSP.
Dr Andreas Wolf,

Dr. Andreas Wolf studied Mathematics, Computer Science, and Theoretical Physics at Humboldt University Berlin, Germany. After receiving the diploma in 1992 he worked in Berlin and Munich on several research projects related to automated and interactive theorem proving and its applications. Since 1999, he holds a Ph. D. in Computer Science from Munich University of Technology. In the following years, he worked with NorCom Information Technology AG, Munich, as Technical Product Manager for IT Security Products, and with VOICE.TRUST AG, Munich, as Technical Director. With VOICE.TRUST, he was responsible for technology acquisition and development in the field of speech biometrics as well as for certifications of telephony based speaker recognition products. He initialized the first European Common Criteria certification of a biometric product together with the TÜV Informationstechnik GmbH, Essen, as the evaluation body. Since October 2004, Dr. Wolf has held the position of Vice President at Cross Match Technologies GmbH, Jena. He is responsible for the product management of document readers and is a member of the Cross Match Technology Office. Dr. Wolf has published several book and journal contributions as well as several conference papers. He is vice convener of the DIN NI-17.3 standardization group and member of NI-37. Furthermore, he is one of the experts delegated to the ISO committees SC17 and SC37.
Mr Raymond Wong,

Hong Kong Immigration

Raymond WONG was the Assistant Director of the Immigration Department in Hong Kong Special Administrative Region, China, in charge of development and management of information systems from 2002 till March 2007 when he retires from the Department.

Raymond joined the Immigration Department in 1972. Since 1982, he had been responsible for the implementation of a number of important IT projects of the Department. These included the Identity Card Information System in the 1980’s; the Information Systems Strategic Study in 1991; the implementation of the Corporate Database project in 1994; the Travel Document Information System supporting the issuance of the HKSAR passport in 1997; the Information Systems Strategy Review in 1999. He was responsible for the implementation of the Updated Information Systems Strategy of the Department from 2000 till 2007. The implementation of the Strategy involved the launching of 30 projects including a number of innovative and high-profile projects like the Smart Identity Card Information System in 2003, Automated Passenger/Vehicle Clearance Systems (the e-channels) from late 2004 till mid 2006, the e-Passport System supporting the issuance of e-travel documents, and the Easy Application and Investigation System, Electronic Records Programme.

He received the Bachelor of Laws degrees from university in China and UK respectively and has been awarded five Master degrees in Comparative Law, Chinese Laws, Management, Information Systems and Business Administration from Hong Kong and China universities. He was awarded the Doctor of Business Administration degree by the, University of Newcastle, Australia in 2007.

Mr. Wong was awarded the Immigration Service Medal for Meritorious Service in 2001.
