Chief Executive Officer,
DIFC Authority
Nasser Al Shaali was appointed Chief Executive Officer of the DIFC Authority in November 2006. Mr. Al Shaali also serves on the Board of the DFM , Emirates University, Business College Advisory , ( Ministry Social Welfare Fund ) and Dubai Statistics Centre.
Prior to this, Nasser held the position of Chief Operating Officer at the DIFX, where he helped to launch the region’s only international exchange for a range of financial products and attracted leading regional and international companies. During this time, he also saw the DIFX established as the world’s largest Sukuk (Islamic bond) exchange.
In 2004, he was appointed to the Corporate Planning department at the DIFC Authority, where he was engaged in strategy formulation, risk assessment, performance management and special projects. This followed on from his work as a freelance consultant on strategy and business development, business diagnostics, marketing and technology for several regional firms based in Dubai.
Mr Al Shaali moved to the UAE in 2001, when he assumed a management role involving strategy, business development and planning with the Technology and Media Free Zone (TECOM) and investments and subsidiaries, comprising 13 operating companies in sectors including: energy; telecoms; ICT; education; broadcast and print media.
During his work with TECOM, Nasser was seconded to The Executive Office of His Highness Sheikh Mohammed, as a consultant on the Dubai TV and Al Bayan diagnostics. He also worked to establish Dubai Media Incorporation (DMI), including the nomination and structuring of the board of directors and the transition and integration of the interim management team.
Nasser began his career freelancing as an emerging technologies consultant in Washington. During this time he also served with C&O Resources, conducting strategic research and analysis of US Mideast policy for selected governmental and private clients.
Nasser received a BA in Philosophy and International Relations, with an ancillary specialization in Communication Technologies, from the American University, Washington DC, in 1998.

He was a member of the Global Investor Group Executive Committee - responsible for the management of Schroders' global investment business - and the UK Management Committee. John also established Schroders’ South African fund management business and was its Managing Director for two years from 1998.
Mr Angell holds an MA degree in Engineering (Manufacturing Engineering Tripos) from Emmanuel College, Cambridge. He is a member of the UK Society of Investment Professionals (UKSIP).

Steven Bell is portfolio manager of GLC’s Global Macro Hedge Fund Programme. GLC is a long-established hedge fund company based in London. Steven’s fund was launched in April 2006 and has generated good returns over a period when many macro funds have struggled.
Before joining GLC, he spent 20 years at Deutsche Bank and predecessor companies. For the last five years he was Deutsche Asset Management’s Global Chief Economist, responsible for asset allocation.
Steven has economics degrees from the LSE and Stanford University and was an Economic Adviser at the Treasury. He is one of the City’s best-known economists, appears regularly on TV and radio and has written numerous articles and books on finance and economics.

He has worked in financial services and institutional investing since 1983 when he joined General Electric Information Services as the Financial Services Marketing Manager developing global network solutions for Wall Street trading firms. In 1987, Mr. Biggers joined Bankers Trust as a Vice President responsible for on-line trust and performance measurement services for institutional investors. Over the next decade Mr. Biggers held a number of management positions in trust services, performance and risk analysis. In 1993, as a Managing Director, he developed the Bank’s RAROC 2020 risk measurement service that commercialized mark-to-market, Value at Risk and stress testing methodologies developed at Bankers Trust. In 1996, Mr. Biggers joined the Wall Street-based information technology company, Plural, as Executive Vice President responsible for Sales and Marketing. In 1998, as CEO and President he founded Measurisk, a web-based service company that provides risk analysis to institutional investors like General Electric and The World Bank. In April 2002, Mr. Biggers joined K2 Advisors, a Fund of Hedge Funds headquartered in Stamford Connecticut with $6.2 billion under management. He is responsible for risk management and sits on the management committee.

Mr. Khan qualified as a chartered accountant with PriceWaterhouseCoopers in their London office in 1986. He received a bachelor’s degree in Economics and Finance from the University of Manchester, in the United Kingdom, in 1982. Mr. Khan is an active member of the Young President’s Organisation (YPO) and has been past president of the Pakistan Chapter. Mr. Khan enjoys reading, collecting fine art, and listening to music. Mr. Muddassar Malik is the chief executive of BMA Asset Management Company (BMA Funds), a wholly owned subsidiary of BMA Capital. An experienced banker with exposure to hedge funds and alternative investments throughout his career he has also held roles at HSBC in New York as Vice-President in institutional sales emerging market equities and Credit Agricole where he was an Associate in the private equity business. Mr Merville holds a BA in Economics from the American University of Beirut and a MBA in Finance from Columbia Business School.
