Ofer Gneezy is President and Chief Executive Officer of iBasis, a leader in international long distance, VoIP, and prepaid calling cards. As co-founder of iBasis in 1996, Mr. Gneezy is one of the true visionaries of the IP telephony industry and a recipient of Pulver.com's Industry Pioneer Award. Prior to founding iBasis, Mr. Gneezy was president of Acuity Imaging, Inc., a multinational leader in industrial automation technology. Nigel Hickson was educated in Hertfordshire in England before going to the City University to study Electronic and Electrical Engineering. In January 2003 he moved to become Vice President, Government and Regulatory Affairs for Cable & Wireless Asia, based in Tokyo.
In May 2004 Dr. Sandbach joined Vodafone Group as Head of Regulatory Economics, within the Group Public Policy Department.

Dave Schaeffer founded Cogent Communications in August 1999 and is the Chief Executive Officer. Under Mr. Schaeffer's leadership, Cogent became a top 5 carrier of Internet traffic in the world with a presence in over 20 countries. Mr. Schaeffer has led the efforts of 13 successful acquisitions, propelling Cogent's network into Canada and Europe. Mr. Schaeffer has successfully founded and operated six other businesses prior to Cogent. These businesses span a wide array of industries from communications to commercial real estate. Mr. Schaeffer holds a B.S. in Physics from the University of Maryland, where he was also a Ph.D. candidate in Economics. His diverse background and entrepreneurial successes have enabled him to build management teams that constructed and operate the only facilities-based, non-oversubscribed multinational network of its kind.

David Stewart is a Competition Policy Director within Ofcom’s Competition Group, leading Ofcom’s work on mobile and numbering policy. During 2008, Ofcom is conducting a mobile sector assessment to consider its overall strategic approach to regulation of the sector. Mr Stewart was previously Ofcom’s Director of Investigations, responsible for Ofcom’s work to enforce competition law, resolve disputes (for example, concerning access and interconnection), enforce regulatory rules and to act to protect consumers from unfair or illegal practices, across the telecommunications and broadcasting sectors. Prior to joining Ofcom in April 2005, he held a number of roles in the international and UK telecoms industries, including Director of Legal and Regulatory Affairs for Cable & Wireless’ ‘national telcos’ division and Director of Regulatory Affairs and Public Policy for Energis Communications. He previously worked as a lawyer in private practice.

Ian was appointed Director of Partner Services in September 2007. Previously he spent 22 months as Director of Solutions Support with responsibility for the in life customer management and the operation and management of C&W's global network. Before Cable and Wireless Ian spent 18 months with Energis Communications working within the Technical Platforms are of the business.
Prior to working in the Telecoms industry, Ian was with British Airways where he spent 14 years, latterly as General Manager Global Direct where he implemented one of the company’s key transformational programmes. He previously held roles as Head of Direct Sales, Customer relations and Executive Club Operations amongst others.
