Mara brings 20 years of community and business experience to Green Cross. In the community sector Mara was a familiar media commentator about consumer issues when she led policy and media activities for the Australian Consumer's Association (CHOICE).
She was a senior financial analyst with Morgan Stanley in the high technology area in the 1980s, and returned to investment banking in Australia as Senior Equities Analyst at Macquarie Bank covering Internet and e-commerce equities. Mara was head of financial and corporate matters for Greenpeace Australia in the early 1990s, and for eight years has served as a Director on the Board of Bush Heritage Australia as Treasurer. Mara was a member of the NSW Sustainable Energy Development Authority Advisory Council for six years.

Rob Fowler

Rob Fowler is a recognised globally as an expert in climate policy, carbon markets, and their impact on business. Rob is part of Booz & Company’s Carbon and Climate Change team, based in Sydney.
Rob provides advice to the UN, Australian governments, major corporations, banks, service providers and non-profit organisations. He is active in the design of emissions trading schemes, development of the market infrastructure, and the operation of existing carbon markets.
Rob has a unique perspective in the Australian sphere, spanning the policy, regulation, commercial and technical aspects of this new and dynamic sector.  His perspective is grounded in corporate strategy consulting across the Asia Pacific and a technical background in engineering.
Relevant Experience:Some examples of Rob’s recent work include:

  • Facilitating CDM projects in China, including project discovery, deal negotiations and financial closure, on behalf of a major carbon broker;
  • Advising large Australian companies on the impacts of emissions trading and Kyoto Protocol ratification, and the strategic implications for their operations, business planning, and shareholder value;
  • Assisting the Australian Government and the State & Territory Governments with design of a national emissions trading scheme;
  • Advising the Western Climate Initiative (North America) on options for administrative structures in the proposed WCI offsets system;
  • Reviewing designs for the New Zealand Emissions Trading Scheme;
  • Development and review of the new Verification Strategy for the EU Emissions Trading Scheme (in collaboration with Ecofys);
  • Assisting with the development of marginal abatement cost curves for the New Zealand economy and for a major Australian energy company (in collaboration with ICF International);
  • Assessing carbon offsets project proposals for a large hardware company and a major Asian airline wanting to move towards carbon neutrality;
  • Training of a carbon trading team for a large Australian energy company;
  • Education of CEOs and Chairmen of Australian companies through briefings and workshops.

Rob is an active member of the UNFCCC’s expert register and provides advice to the Kyoto Protocol’s CDM Executive Board on new methodologies, registration of projects and accreditation of verifiers.  He is a member of the Technical Advisory Committee for the CDM Gold Standard, a faculty member for the GHG Management Institute, and has contributed to the development of standards and protocols including the WBCSD/WRI GHG Project Protocol, the international standard ISO 14064, and the Australian Standard for carbon accounting in forests.

His CEO roles in the IT and Telco sectors have encompassed startup and consolidation as well as leadership roles in IBM Global Services Asia Pacific. He has also run 2 energy utilities.

Andrew was previously the National Head of Ernst and Young’s environmental advisory division (and prior to this held the same role with Andersen) and was the lead advisor to the New South Wales Government in relation to implementing its Greenhouse Gas Abatement Scheme.  Just prior to joining CO2 Group, Andrew was the Executive Manager, Sustainable Packaging, at Visy Industrial Packaging. Andrew has extensive experience in broad acre land management and has managed extensive areas of public land (National Parks, State Forest and Coastal Parks) in Victoria. He is a widely recognised authority on climate change and business risk management. Andrew has advised many of the major corporations across Australia and Internationally on climate change and emissions management and has performed design and audit roles in many carbon trades.

Euan is an experienced economist and lawyer specialising in regulatory and competition issues. He advises extensively in the energy, water and transport industries. He has advised extensively on carbon related issues, including on market design and assisted in preparing organisations for an ETS.
Euan was appointed to an Expert Panel by the Ministerial Council on Energy to review regulatory arrangements associated with the ongoing reforms to energy markets. He is also an Independent Expert under the National Electricity Rules and a member of the Trade Practices Committee of the Law Council of Australia. 
In previous roles, Euan was Principal Advisor – Regulation at the Queensland Electricity Reform Unit and a Director of the QCA, an organisation Euan had responsibility for creating whilst he was a senior treasury officer.

Tim Nelson is the Head of Carbon Origination and Government Affairs with AGL Energy. In this role, Tim is responsible for managing AGL's strategic communication on carbon issues with all levels of government in Australia. Tim is also responsible for: managing AGL’s assessment and quantification of the impacts of emissions trading and renewable energy policies on the AGL business; and originating projects related to renewable energy and emission reductions.

Tim joined AGL in 2005 and prior to his current role, he was part of The Australian Gas Light Company's Group Environment which oversaw development and implementation of AGL's Sustainability Program.

Prior to working with AGL, Tim was employed as a Principal Policy Officer at the NSW Cabinet Office. In this role, Tim coordinated the development of the NSW Energy Directions Green Paper and was an advisor on the design and implementation of the NSW Greenhouse Gas Abatement Scheme – the world’s first greenhouse gas emissions trading scheme.

Tim commenced his career as a cadet/graduate with the Reserve Bank of Australia and holds an honours degree in economics. He is 31 and married to Juliana.

Over the past 3 years, Leila Ngadi has been responsible for setting up the environmental trading operations at TRUenergy. Currently, she manages one of the largest Australian renewable and carbon portfolios and is accountable for the development of green contracting strategies and carbon commodities day to day trading to maximise the value of the company’s renewable position. As the company’s expert in carbon commodities, she has closely supported the development of the environmental company position recently translated into TRUenergy’s climate change policy. Harry Rosenthal

Harry is the Director of the Risk Management Unit of the University of New South Wales, overseeing insurance and enterprise risk management operations for a campus population of over 45,000 staff and students. In addition he is an adjunct lecturer at UNSW’s School of Safety Science for topics of Risk Management and Insurance. He has published numerous articles on loss control and risk management related topics. He is currently the President of the Australasian University Risk and Insurance Management Society (AURIMS).

He holds a Master of Business Degree, from the Florida Institute of Technology, as well as Associate’s Degree in Risk Management from the American Insurance Institute.  In addition he holds the professional designation of a Chartered Casualty and Property Underwriter (CPCU), with the American Insurance Institute, one of the highest professional titles in the American insurance industry.

Harry began his professional career as an archaeologist working in the Mediterranean, Europe, the US and Mexico. Leaving Archaeology, in the late ‘70s, he began a career in government administration and has over 25 years experience in risk management and claims administration in the utility, government and private sectors in both Australia and the United States. He has been an adjunct lecturer and facilitator in both undergraduate and post graduate programs at UNSW, and is active in the development of risk management education in Australia.

John Scott works as a Senior Analyst with the New Zealand Treasury.  He has worked as an integral member of the team that has designed the New Zealand Emissions Trading Scheme.  John has been heavily involved in preparing advice on the high level design concepts including the determination of the overall scheme objective and fit with other climate change initiatives - as well as aspects of ETS design such as approaches to allocation and obligations, the nature of international linkages, and the economic impacts involved.  Prior to this, John has been involved in issues pertaining to tertiary education and overseas investment.
