He plans, manages, and implements a Good Governance Program to enhance rule of law-based business environments in Eastern Europe, Russia and Independent States as well as Latin America. He is author, co-author, or editor of numerous articles and three books on corporate governance, commercial dispute resolution, intellectual property rights and business ethics, including the Business Ethics: A Manual for Managing A Responsible Business Enterprise in Emerging Market Economies. Before joining the U.S. Department of Commerce in 1997, Mr. Abramov practiced law and international consulting in San Francisco, California. A member of the California State Bar, he earned a B.A. from Columbia University and a J.D. from Georgetown University Law Center. He was a founding member and editor of the Georgetown Journal of Legal Ethics.

Mr Balkibekov was born on 13 December 1962 in Chuyskaya oblast. He holds a degree in Automatics and telemechanics from Kiev Polytechnic Institute. The Minister of Industry, Energy and Fuel Resources of the Kyrgyz Republic had started his career as a junior scientists and an intern-researcher at Frunze Polytechnic Institute after which he did his postgraduate studies in Leningrad Institute of aviation instrument engineering. He was a senior lecturer at the Kyrgyz Technical University. During his political career, Mr Balkibekov held various posts within governmental structure, such as Head of Standardization and Metrology in the Ministry of Communications of the Kyrgyz Republic, Head of the Department of Fuel and Energy Complex at the Administration of the Prime-Minister of the Kyrgyz Republic. He also was a General Director of OJSC Severelectro and OJSC Electric Power Plants. Since 27.12.07 Sapar E. Balkibekov occupies his present position.

Before his recent appointment as a Head of Mining Department, Mineral Resources and Petroleum Authority of Mongolia (MRPAM) he served as a Head of Artisanal and Small Scale Mining Division within MRPAM. His previous experience includes stint in the Army, involvement in private business, being a Miner at Delgerkhaan fluorspar mine and Operational Manager at Tokhoibulag gold placer mine with “Berkh uul” Joint Venture Company. Mr Batbayar speaks Russian and English.

Nuraly Sultanovich Bekturganov is also a President of the JSS “Center of Earth Sciences, Metallurgy and Refinery”. He is a Professor and has a PhD in Technical Sciences. Dr Bekturganov is also an Academician with National Engineering Academy, Kazakhstan and a number of international Academies. Dr Bekturganov was awarded Jubilee medals “10 years of Independence of the Republic of Kazakhstan” (2002), “Тынға 50 жыл” (2004), “10 years of Constitution of the Republic of Kazakhstan” (2005); lapel badges “For merits in development of science of the Republic of Kazakhstan” (2004), “Honorary education worker of the Republic of Kazakhstan” (2004). Dr Bekturganov was a laureate of State Prize of the Republic of Kazakhstan in sciences, technics and education (2005). Nuraly Bekturganov’s career had seen him being a Head of a number of research programs, such as “Development of scientific bases and technologies for creation of new prospective materials with various functional applications” which involves 98 projects, 12 tasks in metallurgy and enrichment and involves 24 organisations. He is also one of the top developers of two strategically important for the Kazakhstani economics programs: “Technologies for hydrocarbon and mining and metallurgical sectors and related service sectors” and “Nuclear technologies and renewable energy technologies”. Dr Bekturganov is an author of more than 400 scientific works including 11 monographs and more than 60 inventions.

In 1997, Elena joined ABN AMRO Bank where she was trained as an investment banker in international corporate finance department. Prior to founding CeCap Elena worked in Milan for a private equity firm and was a consultant to a resources specialist corporate finance boutique in London. He has also worked in the firms’ Sydney, Melbourne and Jakarta offices and has more than 25 years experience acting for mining and metals companies, (majors, SOEs, midcaps and juniors) trading companies, utilities and banks in relation to: - due diligence reviews, acquisitions, investments and joint ventures in mining projects in 7 Australian jurisdictions, Indonesia, Philippines, China, Kazakhstan and 4 African countries; - numerous mineral purchase agreements - disputes involving mining joint ventures and purchase agreements in various jurisdictions. Frederick Darby is a Managing Director for Investments at Eurasia Capital Management and Managing Director of Amir Resources Ltd. Mr. Darby is a corporate finance advisor and lawyer with more than fifteen years experience including ten years experience in the former Soviet Union. Mr. Darby is an Australian citizen and resides in Tashkent with his family. Mr. Darby founded private exploration and mining-related ventures in the former Soviet Union. He was previously employed in a private Australian investment bank and the corporate finance department of a well-regarded stock-broking firm. Mr. Darby previously led professional teams based in Moscow and Tashkent as Director and Head of Corporate Finance for Central Asia and Caucasus in a large international consulting firm. As a solicitor Mr. Darby practiced in a leading Sydney law firm in the fields of international taxation and mergers and acquisitions. His corporate finance advisory work included executing numerous placements and underwritings in the Australian small-cap mining sector, sale of a large coal mine, privatization and financing in the Armenian mining, metallurgical and aviation industries, advisory work in the Jordanian phosphate industry, acquisition of an Australian oil company, numerous due-diligence, prospectus preparation and structuring assignments. For three years Mr. Darby was the General Director in Uzbekistan for a prominent investment group. Mr. Darby holds a Bachelor of Commerce (Finance)/Bachelor of Laws from the University of New South Wales and is completing a Master of Science (Mineral Economics) from the Western Australian School of Mines. Mr Djakypov is a President of JSC «Kyrgyzaltyn» and Director of “Centerra Gold Inc.” in which KyrgyzAltyn owns approximately 16% of shares. Earlier in his career Almazbek Djakypov has served as a Consultant on investment projects and was an economic expert at Public Association “Investment Roundtable”. Back in 1999-2000 he was an acting President of KyrgyzAltyn and even before that, since 1993 he was a Vice-President of this enterprise which indicates his long and productive involvement with the company. At the dawn of the country’s independence, in 1991-1993 Mr Djakypov was appointed a Head of the Organization Department at the Administration of the President of the new Kyrgyz Republic. Mr Djakypov holds a degree in Engineering.

He was Vice President of Auerbach Grayson & Co., a brokerage house in New York advising US institutional investors on portfolio investments in emerging markets in Europe, Middle East and Africa (EMEA). He was Head of Corporate Finance in Central Asia and the Caucasus at Ernst & Young as well as investment banker at Renaissance Capital in Moscow and Credit Suisse First Boston in Zurich and London. Mr Dzhakishev graduated from the Moscow Engineering and Physics Institute with a degree in “solid state physics” in 1986 and holds a PhD in Legal Sciences. Mukhtar Dzhakishev was appointed a President of the National nuclear company KazAtomProm by the Government of the Republic of Kazakhstan in October 1998. Until then, Mr Dzhakishev had been involved in private business enterprises where he gained a solid reputation of an experienced anti-crisis manager. He devised and implemented an anti-crisis strategy for KazAtomProm which resulted in moving the company from 13th to 3rd largest uranium producer in the world. In the meantime, he is supervising development strategy of the National nuclear company KazAtomProm which provides for establishment of a trans-national vertically integrated company which will occupy key positions on the world nuclear energy market and will participate in all stages of nuclear fuel cycle. Besides, to satisfy the demand of world market in uranium< KazAtomProm aims to increase production of uranium for more than 15,000 tons by 2010 making the Kazakhstani company KazAtomProm the world’s largest uranium producer.

Eric graduated in 1982 with a degree in Applied Geology from the University of Strathclyde in Glasgow. After work as an exploration geologist in Ireland and Turkey with NL Petroleum Services and as a field geochemist in Malawi with the British Civil Uranium Procurement Organisation, he joined the Geological Survey of PNG in 1984 as a regional geological mapper. Following five years of mapping in the Sepik River headwaters and on Bougainville Island, he joined Rio Tinto as project geologist responsible for copper and gold exploration in the PNG highlands based out of Sydney. In 1993 he was transferred to Vancouver as regional exploration manager for Western Canada and then in 2000 to London as the personal assistant to the Head of Exploration. In January of 2002, he moved to Perth to assume the role of Director of Exploration for Australasia and in January of 2007 was appointed Head of Exploration for Rio Tinto based in London.

Well known international financier Robert Friedland is in the vanguard of North American natural-resource sector leaders who have pioneered business links in Greater China and the Asia Pacific region during the past 20 years. Mr. Friedland is Chairman of Ivanhoe Capital Corporation, his family’s private company that specializes in venture capital and project financing from bases in Singapore and Beijing. Mr. Friedland holds U.S. and Canadian citizenships and resides in Singapore. The Northern Miner said the 2006 partnership was “a defining moment in one of the world’s biggest mineral-development success stories of the past decade.” It described Mr. Friedland as “a dynamic force for a quarter-century in the minerals industry through a host of private and public-company vehicles.” He is founder and Executive Chairman of Ivanhoe Mines — a Canadian public company whose shares trade on the New York, NASDAQ and Toronto exchanges. Ivanhoe’s core asset is the 20-kilometre-long (12-mile) chain of copper-gold discoveries at Oyu Tolgoi in southern Mongolia —the world’s largest and highest-grade copper-gold mine development project. Ivanhoe Mines owns 84% of SouthGobi Energy Resources, which is planning to begin coal production in the third quarter of 2008 at its Ovoot Tolgoi discoveries in southern Mongolia. In 1996, Mr. Friedland was named Developer of the Year by the Prospectors’ and Developers’ Association of Canada for his work in establishing and financing companies engaged in mineral exploration and development around the world. Mr. Friedland guided the development and sale of Diamond Fields Resources’ nickel discovery at Voisey’s Bay in Newfoundland, Canada, to INCO Ltd. for CDN$4.3 billion in 1996. He also led the discovery and sale of Fairbanks Gold’s Fort Knox deposit in Alaska to Amax Gold for US$152 million in 1992.

Mr Golan was formerly the President of Apex Asia LDC, a subsidiary of Apex Silver Mines Limited: the founder and Executive Chairman of African Plantations Corporation Limited: Vice President of Business Development of Supersol, the largest retail operator in Israel and established and managed the unit for competitive intelligence for Dead Sea Bromine Group, the world's largest bromine producer. Mr Golan has advised a number of international and Israeli companies on business development and competitive intelligence and is a graduate of Tel Aviv University.

Michael Green is a Senior Banker in the Natural Resources Team of the European Bank for Reconstruction and Development (EBRD). Michael commenced his career with NatWest Markets, where he worked for eight years including a period from 1995 to 1998 as the Deputy Head of the bank's Moscow office. In 2001 he joined Mizuho Corporate Bank, where he was responsible for the bank's leading role in the BTC and Sakhalin II project financings and its relationships with the Russian oil and gas majors. Since joining the EBRD in 2006 Michael has become increasingly involved in the mining sector. He is currently actively working on gold, copper, nickel, zinc and coal projects in a number of the EBRD's coutries of operation including Kazakhstan, Ukraine, Russia, Armenia, Bulgaria and Albania. Michael has a degree in Russian Studies from the University of Leeds and an MBA from INSEAD.

John Hebenton has over 30 years international experience in feasibility studies, project evaluation/development, design, project management, construction and commissioning on a diverse range of large-scale process plant technologies. Mr Kurmanaliyev has completed his higher education at Frunze Polytechnical Institute as a mining engineering geologist. He continued his postgraduate study at the same Institute to become a scientist and researcher in Geological Sciences. He spent a number of years in Kumtor geological prospecting party starting as a geologist and growing to become a Head of the party. Since 1991 Kapar Z. Kurmanaliyev was a director of a number of successful business ventures including private enterprises, joint venture companies and production plants. In January 2008, with about 20 years of experience in mineral resources, he was appointed a Director of State Agency for Geology and Mineral Resources at the Government of the Kyrgyz Republic.

Bulat Mergenov has over 30 years of experience in geology and mineral properties development. Bulat graduated in geology at Moscow State University, he also holds a PhD in geology from the same institution. Bulat began his carrier in scientific geological organizations in the Soviet Union. Later he worked in senior managerial positions in Western companies: Chief Geologists in Steppe Gold, Chief Geologist for Phelps Dodge in Kazakhstan and Mongolia, Director of Geomining JV (Phelps Dodge-Sumitomo), Executive Director for Suzdal gold operation of Celtic Resources. Alastair Ralston-Saul comes from a civil engineering background and has an established track record in mining and civil engineering projects. For many years he has worked with junior mining and oil companies organizing their funding and developing their project management plans. He has practical experience of construction and mining operations in both Canada and Tajikistan. From 1998 to 2004 he was the President & CEO of Gulf International Minerals Ltd, a gold mining company listed on the Toronto Stock Exchange which he developed. Prior to that he was a Director of Ming Financial Ltd, a small Canadian copper mining company listed on the former Vancouver Stock Exchange. He was an executive director of Nichols Associates Ltd, a civil engineering project management company, until 1993. From 1976 to 1984 he founded and developed an international gold and silver product manufacturing company, St James’s House, which he sold in 1984. He is a graduate of Mons Officer Cadet School and served as an officer in the 1st and 10th Battalions of The Parachute Regiment.

Phillip Shirvington was the founding President and CEO of Kazakhstan uranium producer, UrAsia Energy, until it merged with SXR Uranium One in April 2007. He then moved to a position on the Board of the merged company, Uranium One. When it originally listed on the TSX.V in November 2005, UrAsia Energy was the largest initial listing to date on that exchange, and its market capitalization increased five-fold up to the time of the merger. Mr Shirvington has had almost 30 years experience in the mining industry, including six years as CEO of Energy Resources of Australia (ERA) in the 1990’s. He has conducted business in Kazakhstan since 1992, when ERA entered into a long term uranium purchase contract with Kazatomprom’s predecessor, KATAP. He has an MSc from the University of Sydney, and in his early career was a Senior Research Scientist with the Australian Atomic Energy Commission and First Secretary – Atomic Energy at the Australian Embassy in Washington. He currently resides in San Francisco.

Having started his career as a technician-geologist back in 1981, Mr Turamuratov progressed towards a Chief Geologist position with a number of geological exploration expeditions and in 2000 became a Head of State geological information centre of the State Committee of Geology and Mineral Resources of the Republic of Uzbekistan. Since then he occupied a number of positions within the Committee of Geology, including Head of Administration of Geology, Head of Administration of coordination of work on geological study of subsoil resources and Director of State geological information centre of the Committee. Since February 2007 Mr Turamuratov occupies his present position. In 1998 Il’khombay B. Turamuratov was awarded a Certificate of Honour of the Republic of Uzbekistan.

Business activity of Bulat S. Uzhkenov since its beginning till 1995 in general was connected to and mining expeditionswhere he occupied executive and management positions. Since 1995 until nowadays Dr Uzhkenov is involved in organization of different levels of work of geological sector of Kazakhstan. In 1995-1997 he was Head of Main Administration of mineral resources «Kazgosnedra» of the Ministry of Geology and subsoil protection, since 1997 – Deputy Chairman, then – Chairman of the Committee of Geology and environmental protection of the RK. In August 1999 Dr Uzhkenov was appointed Vice-Minister of natural resources and environmental protection. Since January 2001 due to transfer of the Committee of Geology and Subsoil Protection to the Ministry of Energy and Mineral Resources of the RK he is again appointed a Chairman of the Committee and serving at this position until now contributing all his energy and experience into development of geological sector, strengthening geological community and mentoring the next generation of geologists. In 1997 he became a Candidate of Sciences and in 2002 – a Doctor of Sciences (PhD) and was also elected as an academic of the Academy of Mineral Resources of the RK. Bulat S. Uzhkenov is an author and co-author of 10 monographs and of approx. 100 scientific articles. Dr Uzhkenov was awarded with medal «Astana» (1999) and commemorative medal in honour of 10 years of independence of Kazakhstan (2001) for successful professional activity.
Mr Felix Vulis,

Mr. Vulis is President of ENRC Kazakhstan and COO of ENRC plc, and is responsible for overlooking and supervising ENRC’s operations in Kazakhstan. Since 2001 Felix acted as Vice President of Eurasian Industrial Association and in 2005 became its First Vice President. Prior to that, he worked as President of UNICHEM, K, LLC, President of Markfel Realty and Property Management, and President and CEO of AGC Group Inc., where he was responsible for strengthening and supporting business relations between the republics of the former Soviet Union (later CIS) and the USA. From 2002, alongside his main professional duties, Mr. Vulis is acting as the Deputy Chairman of the Foreign Investors’ Council under the President of the Republic of Kazakhstan, and until December 2007 he was the co-Chairman of the Working Group on the Council’s ongoing activities. Felix Vulis was born on October 11, 1955 in Ukraine. He holds Masters degree in Electrical Engineering and Financing and is currently completing an MBA at the Moscow State Institute of International Relations. Felix speaks fluent in English, Russian and Ukrainian. In 2007 Mr.Vulis was honored by the President of the Republic of Kazakhstan with the Kurmet award for his contribution into the social and economic development of Kazakhstan.

Mr. Wermert is presently a Kazakhstan Country Director the Asian Development Bank (ADB). Previously at, he was Senior Structured Finance Specialist with the ADB’s Private Sector Infrastructure Finance Group where he led the debt arranging team for the South Sumatra to West Java Phase 2 Gas pipeline project. Prior to joining ADB in June 2003, he worked for 12 years in the Asia-wide limited recourse project finance industry in Singapore as Director at BNP Paribas and as an Associate Director at Deutsche Bank. During this time, he led financial advisory and debt arranging teams for private sector infrastructure projects in the oil, gas, petrochemical, power, water and transportation sectors. From 1983 to 1991, Mr. Wermert worked in the municipal bond origination teams of Northern Trust and Kane, McKenna and Associates in the Chicago area. He holds a Masters in Public Policy from the Harris School of University of Chicago and a B.A. from Columbia University in New York.

Mr Williams is the founder and chairman of the Dragon Group, a privately owned group of companies with interests in international mining finance and project management. Prior to founding the Dragon Group in 1995, he spent nine years in investment banking where he co-founded and led the Natural Resource Group at Yorkton Securities. He was integral in establishing this group as the leading exploration and development financers worldwide. Mr Williams is also a chairman of publicly listed Arian Silver Corporation, a silver exploration and development company with prospects in the richest silver bearing district in the world, Zacatecas, Mexico. Furthermore, he is a non-executive director of publicly listed African Copper Plc and Kopane Diamond Developments Plc. Earlier in his career he held senior appointments in the mining industry and specialised in mineral valuations and acquisitions. He qualified as a mining geologist in 1972 from the Royal School of Mines London and is a member of several professional mining industry associations.
