Infrastructure Pricing - Key concepts and Issues

The purpose of this interactive masterclass is to demystify the key concepts underpinning the
economic regulation of infrastructure. The economic regulation of infrastructure is undergoing
considerable change in New Zealand and Australia; participants will be taken through the evolution of regulatory decision making and regulatory design in both countries.

The Masterclass will conclude with a review of key issues to arise in the regulation of energy and water infrastructure. The session on energy infrastructure pricing will examine the implications of recent Commerce Commission reviews. The session on water pricing will consider issues such as quantifying scarcity values and valuing externalities and implications for pricing.

Issues to be discussed in the masterclass include: 
  • Key principles and objectives of economic regulation
  • Cost concepts
  • Issues in applying building blocks assessment
  • Assessing reliability levels and its impact on pricing
  • Identifying and managing regulatory risk
  • Pricing structures
  • Planning and its impacts for pricing

About your workshop leader
Euan Morton is a Principal at Synergies Economic Consulting. He advises extensively in
the energy and water industry on costing, pricing, planning, contractual, economic impact
and policy issues. Euan has recently been appointed to an Expert Panel by the Ministerial
Council on Energy to review regulatory arrangements associated with the ongoing reforms to energy markets.
