Simon Leyton,
Chair of Pensions Committee,
Cumbria County Council
The asset value of the Cumbria Pension fund on 31/3/08 was £1,189,325, with 10.1% in fixed interest securities, 35.1% in equities, 45.6% in pooled investment vehicles, 7.3% in property and 1.9% in cash and money market instruments. At the 2007 valuation the fund held assets covering 81% of its projected liabilities. In recent years there has been increased awareness of the impact of asset allocation policy as compared to that of stockpicking on the progress of our investments. This led to a review, in the context of a series of member training sessions, which concluded that, in our actuarial circumstances, we should not reduce the amount of risk budget but should take steps to spread our higher risk investments more widely. The review was implemented with full effect from summer 2007 and has resulted in: • A shift of emphasis in equity investment from being heavily involved in the UK equities market to a more global approach (GMO, Newton). • The allocation of approximately 10% of our assets to a portfolio of “alternatives” BlackRock and, for currency, Mellon). • A review of the use of the UK commercial property prospects. An important feature of the alternatives portfolio is that the appointed manager has a considerable degree of discretion in both policy and timing in considering the movement of resources between asset classes. Thus we have, for the first time, a dynamic approach to asset allocation over a part of our investment scheme. How are we progressing? It is probably too early to tell, but the signs so far are encouraging.

Nita has been Chair of Trustees for the Anglian Water Group Pension Scheme since 2002, as well as chairing the Trustees Boards of a number of smaller schemes within the Group. The Anglian Water Group now largely comprises the regulated water and sewerage business for the East of England, and was itself the subject of a direct pension scheme investment when purchased in December 2006 by a consortium made up predominantly of pension scheme investors (Canada Pension Plan Investment Board, Commonwealth Bank of Australia, Industry Fund Services Group and 3i). Prior to leaving Anglian Water to pursue her role as an Independent Trustee, Nita was Head of Legal and Company Secretary for the regulated water business. In that role Nita has been involved in the price review mechanism which all regulated utilities go through every five years and is aware of the risks a regulated utility faces.
