Zoltán Áldott (38) has been the Executive Vice President of Exploration & Production at MOL Group. He graduated from the Budapest University of Economic Sciences in 1991 with a degree in Economics. From 1990 to 1991 he worked at Creditum Financial Consulting Ltd. From 1992 to 1995 he held various positions at Eurocorp Financial Consulting Ltd. From 1995 to 1997 he headed the Privatization department, from 1997 until 1999 he was the director of Capital Market department. Since 1999 Mr. Áldott served as Director of Strategy and Business Development. From November 2000 he acted as Chief Strategy Officer and, since June 2001 til September 2004 as Group Chief Strategy Officer. He is the Vice-Chairman of the Supervisory Board of INA d.d and member of the Board of Directors of the Budapest Stock Exchange.

Mr. Jamal Alnouri is a Kuwaiti national, married with four children. He has a Bachelor’s Degree in Industrial Engineering and Operations Research from Syracuse University, U.S.A which he completed in 1978. In March 1979 he started his career with Kuwait National Petroleum Company – International Marketing until February 1981, when Kuwait Petroleum Corporation “KPC” was founded and he was transferred to KPC International Marketing. During his working career with KPC, he has been involved in different areas of the Oil sector and has had great opportunities to gain vast experience in many aspects in the realm of the International Marketing in both operational and commercial sides. Also, as President and as Chairman of Kuwait Petroleum International, he gained vast experience in downstream Operations in Europe.

Fuad Al-Zayer, Head, Data Services Department, OPEC
Fuad Al-Zayer has a Bachelor Degree in Electrical Engineering and a Master degree in Industrial Management in USA.
He worked for Saudi Aramco for 20 years in IT, Project Management and Corporate Planning Organizations, before joining OPEC as Head of its Data Services Department in 2005.
As Head of Data Services Department at OPEC, he is responsible to provide reliable, timely, up-to-date statistical data, on oil market and energy related issues to assist the Secretariat in its Research and analysis.
He is also OPEC’s Coordinator for the Joint Oil Data Initiative (JODI) aiming at improving oil data transparency in the oil market working with the Six Partners (APEC, Eurostat, IEA, OLAD, and the UNSD) under the coordination of the International Energy Forum (IEFS). He is also a regular contributor of articles to some newspapers on JODI.
Mr. Al-Zayer is also responsible for publishing the Annual OPEC Statistical Bulletin that provides statistical account of oil and gas facilities of OPEC Member Countries and serves as a comprehensive account of the petroleum industry for the international community. . He also plays a key role in representing the OPEC Secretariat in various international meetings, workshops, conferences, and summits.

Mr Robert Arnott, Head of the Advisory Board, DNO A.K.A.
Robert Arnott is currently head of the Advisory Board for the exploration and production company DNO A.S.A and Executive Chairman of DNO (UK) Ltd where he manages international business development and corporate strategy. He is also a Senior Research Advisor to the Oxford Institute for Energy Studies where he worked as a Fellow; his research focused on all aspects of mature oil and gas provinces, as well as the corporate strategies of the major energy companies, until March 2005. He has a strong background in all aspects of exploration and production and is recognised for his research on the upstream oil and gas industry. He worked as a geologist and economist with Royal Dutch Shell prior to entering the City in 1991, where he held senior positions as an oil and gas equity analyst for ten years in various investment banks including Morgan Stanley and Goldman Sachs.

Almir Guilherme Barbassa – Mr. Barbassa has been PETROBRAS's Chief Financial Officer and Investor Relations Officer since July 22, 2005. He joined PETROBRAS in 1974 and worked in several financial and planning capacities, among which the establishment of the first subsidiary of PETROBRAS outside Brazil (in Lybia). From August 1989 to September 1992 he was the Financial Manager of the American subsidiary in Houston, Texas, oversaw the establishment and consolidation of the company, which explores and produces oil and gas, trades oil products and does procurement world wide. From April 1993 he was the Finance Director of BRASPETRO, the international arm of PETROBRAS. From July 1999 to July 22, 2005 he was PETROBRAS’s corporate finance and treasury manager. He is ex-Chairman of PETROBRAS International Finance Co., PETROBRAS Finance Ltd, and PETROBRAS Netherlands BV, the companies that carry out PETROBRAS’s international financial activities. In addition, he was a professor in the economics department of the Petrópolis Catholic University and of the Faculdades Integradas Bennett from 1973 to 1979 and holds a Master’s degree in Economics from Getulio Vargas Foundation of Rio de Janeiro.

Dr Fatih Birol, Chief Economist, International Energy Agency
Fatih Birol is Chief Economist and Head of the Economic Analysis Division of the Paris-based International Energy Agency. He is organiser and director of the World Energy Outlook series, the IEA’s flagship publication. He is also responsible for briefing the Executive Office and Governing Board of the IEA on the economic impact of energy market and industry developments, such as the impact of higher oil prices on the world economy.
The World Energy Outlook series is widely recognised as the most authoritative source for world energy information and long-term energy projections. More than twenty IEA analysts contribute to the publication, which also benefits from the input of senior energy experts from around the world. A Turkish citizen, Dr. Birol was born in Ankara in 1958. He earned a BSc degree in power engineering from the Technical University of Istanbul. He received his MSc and PhD in energy economics from the Technical University of Vienna. He worked for six years in the secretariat of the Organization of Petroleum Exporting Countries (OPEC) in Vienna, before joining the IEA in 1995. Apart from his principal job, Dr. Birol teaches energy economics at universities in Austria and Germany. He is a regular contributor of articles to technical journals on international energy analysis and policy and delivers numerous speeches around the world each year.

Mr. Øyvind Bratsberg , Senior Vice President, Statoil
Øyvind has over 20 years experience in the upstream and downstream part of the petroleum industry. He has mainly been with Statoil, in a variety of roles in Stavanger, London, Bergen and Trondheim. For the last three years as Sr. vice president E&P Norway, Norwegian Sea area (responsible for assets Heidrun, Norne, Urd, Åsgard, Mikkel and Kristin). Prior to this he was Sr. vice president E&P for the Troll/Sleipner-area. Øyvind also spent 10 years in various commercial roles related to Natural Gas, both within Business Development and Marketing .

Mr. Raul Campos, Investor Relations Executive Manager, Petrobras
Mr. Raul Campos holds a bachelor’s degree from the Catholic University of Rio de Janeiro, and a master’s Degree from The American University in Washington D.C., both in Economics. He did further post-graduate studies at the George Washington University, also in Washington D.C., with specialization in finance and development. His Professional career began as an economist at the International Bank for Reconstruction and Development (IBRD) in the Economic Program Department and subsequently in the Central American and Caribbean regional Department. He first joined the Petrobras in 1974 and worked in the financial and commercial areas of the Company and was appointed Executive Director of Petrobras’ trading subsidiary for two successive 3-year mandates. In the private sector, Mr. Raul Campos was an Executive Director of the Brazilian branch of Gill & Duffus plc, in English trading concerns, and worked as a consultant for the IBRD, and other private enterprises. He rejoined Petrobras in 1993, and has since worked in various capacities including Chief of Long and Short Term Finance Divisions, Deputy Manager of Corporate Finance, Executive Manager of Project Finance, Representative in London and Equity Investor Manager. Since January 2004 he occupies the position of Investor Relations Executive Manager.

Dr. Fadhil Chalabi, Executive Director, Centre for Global Energy Studies
Fadhil Jafar Chalabi was born in Baghdad, Iraq in September 1929. After graduating with a BA in Law from Baghdad University in 1951, he took up a post with the Iraqi Ministry of National Economy, and between 1956 and 1958, he obtained two postgraduate diplomas in Political Economy from the Université de Poitiers in France. Between 1960 and 1962, he obtained a doctoral degree in Economics from the Paris University with a dissertation on oil economics. His professional involvement in oil began early in 1968, when he was appointed Director of Oil Affairs at the Ministry of Oil in Baghdad. He was chosen for the office of Permanent Under-Secretary of Oil in 1973, leaving after three years to join OAPEC as Assistant Secretary General. By 1978, Dr Chalabi held the office of Deputy Secretary General of OPEC in Vienna, acting for the Secretary General himself from July 1983 until June 1988. He finally departed in summer 1989 to assume his present position of Executive Director of the newly-established Centre for Global Energy Studies in London, founded and chaired by former Saudi Arabian Oil Minister, Sheikh Ahmed Zaki Yamani. Fadhil Chalabi was charged with a variety of policy-making responsibilities during the time he spent in his native Iraq, many of which were oil related, and which included membership of the Board of Directors both of the Iraq National Oil Company (1968-76), and the Central Bank of Iraq (1971-1976). He also served on sundry Government boards and Commissions associated with oil finance, economics, etc. He is the author of two books: OPEC and the International Oil Industry: A Changing Structure (Oxford University Press 1980); and OPEC at the Crossroads (Pergamon 1989). In addition, he has written several articles on energy and oil economics, and is a worldwide speaker at numerous energy and oil seminars and colloquia. Dr Chalabi received the British Institute of Energy Economics Award for Distinction in 1988.

Mr. Guilherme de Oliveira Estrella, Exploration & Production Director, Petrobras
Guilherme de Oliveira Estrella - Mr. Guilherme Estrella graduated in 1966, at the School of Geology of the Universidade Federal do Rio de Janeiro. At Petrobras, he has been the Managing Director of Exploration and Production since 31st January, 2003. He worked at the company from 1965 to 1994, when he retired as a geologist of the Exploration Department. Before his retirement, he held several other positions, including: General Superintendent (1989-1993); Superintendent of Research and Development for exploration, drilling and production (1985-1989); Head of the Exploration Division (1981-1985); Head of the Organic Geochemistry Sector (1981); Head of the Brazilian East Coast Basin Interpretation Sector of the Exploration Department — DEPEX/RJ (1978-1981); and Exploration Manager of Petrobras Internacional S.A. — BRASPETRO for Iraq (1976-1978). Mr. Estrella had also been a member of the board of directors of the controlled companies in Argentina, Petrobras Energía Participaciones S.A. and Petrobras Energía S.A. up to 28th April, 2006. He had been Director of the Instituto Brasileiro de Petróleo e Gás (Brazilian Oil and Gas Institute), from 1993 – 1994, and since 2003, he is the Chairman of the Board.

Mr. Luis Giusti, Former CEO, PDVSA
Luis Giusti, a petroleum engineer and private consultant, has been is a senior adviser at CSIS since April 1999, principally in energy and Latin American affairs. In addition, he is a member of the advisory boards of Riverstone-Carlyle and the Stanford Financial Group. He is also a member of the board of governors and special adviser to the chairman of the Centre for Global Energy Studies in London. Between September 2000 and September 2005 he was a non-executive director of Royal Dutch Shell. In academia, he is a member of the advisory boards of the Institute for Latin American Studies at Babson College, The Energy Institute of the University of Houston, the Maguire Energy Institute at Southern Methodist University in Dallas, Texas , and the Institute of Global Studies at George Washington University. He was a member of the task force that issued Strategic Energy Policy Challenges for the 21st Century (Council on Foreign Relations and Institute of Energy of Rice University, 2001). Giusti began his career at Shell Corporation in Venezuela after which, in 1976, he joined Maraven, S.A., an operating affiliate of Petroleos de Venezuela, S.A. (PDVSA). At PDVSA he held diverse positions related to exploration and production, refining, corporate planning, and marketing. In 1994 he was appointed chairman and CEO of the corporation, a job he held until March 1999. Under his leadership, the Venezuelan petroleum sector underwent major reform, which included an opening to private participation, with resulting estimated foreign direct investments of about $30 billion for the period 1995 to 2004. Over the last five years of his tenure at PDVSA, the company continued to consolidate its international downstream position by completing major deals with Mobil, Phillips, Chevron, and Amerada Hess. He graduated in 1966 from the University of Zulia, Venezuela, and received an M.S. in petroleum engineering from the University of Tulsa, Oklahoma, in 1971. He is a member of the Advisory boards of Energy Intelligence Group (publisher of PIW, Oil Daily and Energy Compass) and the Inter American Dialog. Heinz Hilbrecht, who is born in 1947 and holds a master’s degree in economics of Saarbrücken University, started his professional career in the Ministry for Economic Affairs and Transport of the Saarland. He joined the European Commission in Brussels in 1980 and has had a long and diversified career within the Commission services. Mid April 2006 he took over his new job as Director for “Conventional Energy Sources” within the Directorate General Energy and Transport. His major task for the current year will be to draft the Commission’s Strategic Energy Review following the Energy Green Paper of last March. Heinz Hilbrecht began his career within the Commission in 1980 already in the energy department, before taking over responsibilities in other policy areas: he worked from 1986 to 1990 at the EU embassy in Washington DC, and from 1990 to 1991 as assistant to the Commission’s Director General for Personnel and Administration in Brussels. He became a Head of Unit in the Directorate General for Transport in 1991 – first for five years in the aviation sector, where he helped to realise the liberalisation of the markets, and then from 1996 to 1999 for railway policy. At that time he was instrumental for the opening of the rail freight markets through the so-called ‘First Railway Package’. From 1999 until the end of 2004 he was as Director for Land Transport responsible for the EU railway and road transport policies. In January 2005 he took over the management of the “Trans-European Networks” programme in energy and transport. In the past five years he was also in charge on the Commission side, of the GALILEO satellite navigation programme.

Carola Hoyos is the Financial Times chief energy correspondent, joining the team in 2003. Previously, she had been the FT’s United Nations correspondent, based in New York, covering – among other things – the lead up to the Iraq war and the oil-for-food scandal. Before joining in the FT in 1999 she was a reporter for Bridge News Service in Los Angeles and New York, writing primarily about energy. In 2000, she was part of a team of FT journalists who won the UK’s Foreign Press Association award for best business and finance story for their investigative series on Africa’s blood diamonds crisis. Carola graduated with honors from Tufts University in Massachusetts, taking degrees in economics and international relations She appears regularly on television and radio and is frequently a speaker at conferences on energy.

Esteban Levin was born on September 13, 1972, in México City. In 1994 he graduated Magna Cum Laude as Bachelor of Arts in Economics at the Instituto Autónomo de México with the Thesis “Market Liberalization, Economic Growth and national Security in Mexico”. He attended the National Defense College of the Ministry of Defense in 1996 graduating Master of Arts in National Security and Defense, as well as John F. Kennedy School of Government at Harvard University in 1999, where he received a Master degree in Public Policy concentrating in finance and international security. Esteban Levin has been advisor to the chief of staff of the President of México analyzing cabinet meeting policies concerning national security and economic policy and writing and editing speeches delivered by the President. As an Associate - Engagement Manager at MCKINSEY & CO he formulated the strategic plan of a Natural Gas Trading company in the United States of America, led the team that developed a performance management system to evaluate production business units in a Mexican exploration and production company and was part of the team that elaborated the business plan for a Mexican oil company. Since 2002 Levin has performed various functions in PEMEX: As Acting Managing Director of Financial Information Systems he began the accounting consolidation project and reviewed the Form 20-F 2002 of PEMEX including the application of Mexican Bulletins B-10 (inflation), B12 (Statement of Changes in Financial Position), C9 (liabilities and contingent provisions), C15 (impairment of assets); and review of the methodology of successful efforts for hydrocarbon reserves valuation. From 2002 he was Investor Relations Officer and part of the team responsible for the reengineering of the corporate finance functions and the implementation of the Sarbanes-Oxley Act (SOX) when working as Chief of Staff to the Chief Financial Officer. As Managing Director of Finance and Treasury of PEMEX, he was responsible for the analysis of domestic and international markets for finance and treasury decisions, planning and execution of the PEMEX financing program and definition of strategies to obtain optimal financing conditions, as well as strategies for derivatives operations as well as responsible for investment policy of current assets and member of the Board of Directors of KOT Insurance Company, Ltd. Mr. Levin was appointed Chief Financial Officer of Petróleos Mexicanos on October 27, 2006.

Mr Maguire is responsible for Morgan Stanley’s business in the oil and gas industry. He joined Morgan Stanley Dean Witter in 1986 after practicing law with the firm of White & Case in both New York and London. Mr Maguire began his career with Morgan Stanley Dean Witter as a generalist in the Corporate Finance Department. He then spent two years in the Firm’s Scandinavian Group before joining the Energy Group in 1990. He has had overall responsibility for the Energy practice since 2000. Mr Maguire has lived in London since 1984 Mr Maguire graduated from Princeton University in 1977 with an AB in Classics. He received an MA in Literae Humaniores from Oxford University in 1980 and a JD from the University of Virginia School of Law in 1983.

Ms Valerie Marcel, Senior Researcher and Author, RIIA
Dr Valerie Marcel, Principal Researcher on Energy at Chatham House. Since arriving at Chatham House in 2002, she has led energy research at the institute and published on the politics of oil in the Middle East. She has carried out extensive fieldwork in the major oil producing countries of the region. Her new book, “Oil Titans; National Oil Companies in the Middle East” (The Brookings Institution, Chatham House, 2006), is based on over 120 in-depth interviews with the management of national oil companies and officials at the Ministries of Petroleum. Valerie Marcel is also leading a major initiative on “Good Governance of the National Petroleum Sector”, with the aim of working closely with the governments of oil and gas producing countries, their national oil companies and other stakeholders to establish principles of good governance and guidelines for best practice. Publications on this subject include “Good Governance of the National Oil Company” (Chatham House Report, March 2005). Her work at Chatham House previously focused on Iraq’s oil industry and the political issues affecting future prospects for the industry. Publications include: “Total in Iraq” (The Brookings Institution, Washington D.C., August 2003); “Iraq's Oil Tomorrow” (RIIA Report, co-authored with John Mitchell, April 2003) and “The Future of Oil in Iraq” (RIIA Briefing Paper, December 2002). She was previously Adjunct Professor in International Relations at the Institut d’études politiques de Paris and the University of Cairo.

John Mitchell is an Associate Research Fellow at Chatham House and Senior Research Adviser at the Oxford Institute of Energy Studies. Mr. Ali Moshiri, Chairman, Latin America, Chevron Corporation
Ali Moshiri is the President of Chevron Latin America Upstream Business Unit, located in Caracas, Venezuela. He is responsible for Chevron’s upstream activities of the region specifically Argentina, Brazil, Colombia, Trinidad, Mexico and Venezuela.
Ali Moshiri was born in 1952. He graduated from the University of Tulsa in Petroleum Engineering.
He joined Chevron in 1978 and since then has held positions of increasing responsibility in the oil and gas areas both in the U.S. and abroad.
Mr. Moshiri’s former positions have been Oil Engineering General Manager for Chevron’s International Operations and Strategic Planning General Manager. During his former assignment before his current position as President of Chevron Latin America Upstream, he served as General Manager and Advisor for the Vice President of the Board of Directors in California, company’s head office.
Mr. Moshiri has had extensive experience in oil and gas matters including planning, development and marketing in the Middle East, Kazakhstan, Russia, Europe, the Far East, Africa and Latin America.
Mr. Moshiri is the President of Chevron Latin America Upstream based in Caracas, Venezuela since 2001.

Mr. Nadhmi Nasr, Vice President, Engineering Services, Saudi Aramco
NADHMI A. AL-NASR is currently Vice President, Engineering Services (ES). Nadhmi graduated in 1978 with a B.S. degree in Chemical Engineering from the King Fahd University of Petroleum and Minerals in Dhahran. He joined Saudi Aramco the same year and spent his first three years in Engineering Services. In 1981, Nadhmi began working on the execution of the Kingdom’s Master Gas System, a program to provide feedstock for the petrochemical industries of the two industrial cities at Jubail and Yanbu. In 1986, he was promoted to Project Manager with responsibility for all Ghawar oil field capital programs. In 1991, he began managing the massive and aggressive crude expansion program in the Ghawar oilfield, ensuring the Kingdom’s ability to fill the production gap caused by the loss of oil output from Iraq and Kuwait during the Gulf War. This entire program was completed and commissioned in 1993. Nadhmi was then promoted to Manager of Saudi Aramco’s oil and gas pipeline projects. He held that job till 1995, when he was promoted to Manager of the Shaybah Development Program. The Shaybah mega-project was commissioned in mid-1998. Nadhmi then transferred to Corporate Planning as Manager of Long Range Planning Department, where he was responsible for preparing the Company Strategy and Business Plans. In May 2003, he became Managing Director of Saudi Petroleum Overseas Ltd. (SPOL). This Saudi Aramco subsidiary provides international sales, marketing and shipping services for crude oil, LPG, petroleum products and sulfur destined for customers in Europe, Africa and South America. Returning to Dhahran in October 2004, Nadhmi was named Executive Director of Community Services. Effective March 1st, 2006, Nadhmi was named Executive Director of Engineering Services, and on April 27, 2006, he was appointed as Vice President, Engineering Services. During his 26 years with Saudi Aramco, Nadhmi has spent half of the time working with international engineering and consulting firms in the USA, UK, Netherlands and Japan. The other half of his career has been spent in Saudi Arabia, mainly in oil fields such as Ghawar, Safaniya and Shaybah. Nadhmi has three daughters and one son. He also enjoys reading and sports.

David was educated at Arnold School in Lancashire and at Dundee University where he graduated in Mechanical Engineering and Economics in 1976 and received the Cullwick prize for most outstanding student. He subsequently received a scholarship from the Canadian Government and spent one year at the Petroleum Engineering Department of Calgary University, Alberta, researching the thermal properties of the Athabasca Tar Sands. He joined The British Petroleum Company plc in 1979 as a petroleum engineer. Until 1987 he worked in various technical jobs, including oil and gas well logging and testing, sub-surface modelling and reservoir management in the North Sea, China, Australia and Papua New Guinea. From 1987 to 1989 David worked as a commercial analyst in London for BP Exploration’s entry into Venezuela and Angola. From 1990 to 1992, he worked in BP Exploration’s headquarters with the executive management team and led the implementation of a culture change programme and other organisational developments in the business. In 1993, he moved to Antwerp, Belgium where he negotiated the sale of BP Nutrition which realised $1.5 billion for the company. Following a year in the headquarters implementing organisation changes in BP Exploration, he became business unit leader of the Algeria/Southern Europe Gas Business from May 1995 until July 1996. After this he became Executive Assistant to John Browne, BP’s Group Chief Executive, responsible for all aspects of running the CEO’s office. David then spent 3½ years as Head of BP’s Investor Relations leading teams in London, Frankfurt and New York. He played a key role in the execution of the merger with Amoco and the acquisitions of ARCO and Burmah Castrol. He was voted UK IR Officer of the year in 1998 and his team won a variety of other prizes including the Grand Prix for best overall IR in the UK in 1999 and again in 2000. From January 2001 to April 2003 David was appointed Group Vice President and Executive Committee member of BP’s Petrochemicals business. From the middle of 2001 his duties in the Petrochemicals segment included responsibility for BP’s petrochemicals business in Asia and he was Commercial Director for the segment, based in London. In May 2003, David was appointed Group Vice President, Group Planning reporting to the Group Chief of Staff. He was responsible for proposing the direction of the Group within the context of the Group Strategy. In April 2005 he moved back to Exploration and Production to cover the existing profit centres of Alaska, North Sea, North America Gas and Latin America. From a regional perspective, he has group responsibility for Canada, Central and South America. He is a member of the Institute of Mining and Metallurgy and is a Chartered Engineer. His business interests include coaching of teams and individuals. Outside work he enjoys hill walking, running and the cinema. He is married and has a son and a daughter.

He has also been speaker in a series conferences. During this year he gave two important conferences for the hydrocarbon and mining sector in the National Parliament: The Issues of Gas in Peru and Evaluation of Mining Contribution to the Development of Peru. At present, Mr. Saba is performing the position of Chairman of the Board of Directors of PERUPETRO S.A. The state company in charge of promoting hydrocarbons investments in Peru.

Dr. Matthew J. Sagers, CERA Senior Director, Energy Economics, Eurasia and Eastern Europe, is a well-known expert on the energy and transportation systems, and regional development in the Former Soviet Union, including pipeline constraints and solutions in Eurasia, and is an authority on energy policy in the region. Dr. Sagers heads the Eurasian Transportation Forum, a platform for improving the transportation environment in the region. He is a key contributor to CERA’s Russian and Caspian Retainer Advisory Services as well as two unique enhancements: the Eurasian Oil Export Outlook and the Russian Domestic Oil Market. Dr. Sagers’ recent research reports provide analysis of the Russian domestic oil market, the long-term Russian oil production outlook, the role of smaller gas fields in Russia’s long-term gas outlook, the Russian oil refining sector’s chances for reform, oil refining and downstream oil markets in Ukraine and Kazakhstan, new pipeline projects in Russia and Europe, quality banking in Russian oil pipelines, and US-Russia energy relations, among other issues. Dr. Sagers also served on several World Bank missions, as well as various governmental study panels and advisory groups focused on oil pipelines in Russia, Ukraine, and Kazakhstan. He also worked on the International Energy Agency’s surveys of the Russian and Ukrainian energy sectors. Prior to joining CERA, Dr. Sagers was Director of the Energy Service at PlanEcon, Inc., where he led that company’s analysis of the energy sector in the former Soviet Union and Eastern Europe. Previously, Dr. Sagers was Chief of the Soviet Branch in the US Census Bureau's Center for International Research and was an economic advisor to the newly formed Federated States of Micronesia and a professor of geography at Weber State University and University of Virginia. He is the author of The Chemical Industry in the USSR: An Economic Geography and The Transportation of Soviet Energy Resources, as well as extensive articles, government reports, and other publications. Dr. Sagers holds a BS degree (magna cum laude) from Weber State University and MA and PhD degrees from Ohio State University.
