Anusra Chittmittrapap was awarded a BA (Honors) in Communication Arts from Chulalongkorn University in Bangkok, Thailand. She received her Micro MBA from Thammasat University. She also gained certificate in Senior Executive Program (SEP) from Graduate Institute of Business Administration of Chulalongkorn University and earned the certificate in Senior Administrative Program from Graduate Institute of Business Administration of Chulalongkorn University - Kellog University, United States of America. She, recently, obtained a certificate from National Defense College of Thailand. Ms. Chittmittrapap began her career as an officer at Administrative Department, the Communications Authority of Thailand in 1978. She became Director of Public Relations Department in 1994. She was promoted to be Executive Vice President (Marketing and Business Development) in 2003 and was Senior Executive Vice President (Marketing and Business Development) in 2007. She was appointed as a board member of Thai National Committee of Public Relations (1998 - 2000). She was also a board member of Public Relations Association of Thailand State Enterprise (1998 - 2003). Currently, she is Assistant Secretary to the Board of Directors of Thailand Post Co., Ltd.

Khalil graduated in 1979 from Université Saint Joseph in Beirut, with a BA in Business Administration. He started his career in 1978 by helping establishing a family owned landscaping company, and was based in Kuwait in 1981 as part of the company’s regional expansion program. In 1982, he moved to the UAE where he worked for 5 years in the lighting industry before joining in 1987 SMH (Société de Microélectronique et d’Horlogerie), the Swiss group that owns prestigious watches like Omega, Longines, Rado and Swatch. His major responsibilities as Regional Sales Manager were to introduce Swatch to the Middle East, North Africa, India, Pakistan and Iran. In 1992, he joined The Gillette Company, where for 10 years he held a number of senior positions across the Middle East. His last assignment was in Egypt as Managing Director for North Africa and the Levant for the Gillette, Braun, Duracell and Oral-B brands, and was a member in 3 Board of Directors. In 2002, he was called upon by the shareholders of Libanpost, and has since been the Chairman of the Board and the Managing Director of the company, transforming it into a modern, diversified and profitable organization in less than 5 years.

He graduated with honours in civil engineering from Syracuse University in the United States.

Avi Hochman has 25 years of experience in financial and general management of a number of firms and institutions. He began his career in 1981 as an economist in the Ministry of Communications of Israel, and later became the CFO of the Israel Postal Authority, then a statutory corporation. Thereafter, Mr. Hochman became Vice President & CFO of Bezeq, Israel's Telecommunications Corp. and one of the largest corporations in Israel, where he developed and implemented a successful privatization strategy. Following Bezeq, Mr. Hochman became the Executive Vice-President & CFO of Netia Holding SA (NTIA), the largest emerging telecom operator in Poland, which he led to its IPO by making it the first Polish company to be restructured and listed in NY and Warsaw. Mr. Hochman was also the CFO of Netafim, a global company for drip irrigation solutions. In September 2005, Mr. Hochman came full circle and returned to the Israel Postal Company as CEO & President. Mr. Hochman is a citizen of Israel and Poland. He has a BA and an MBA from the Hebrew University of Jerusalem, and is married with four children.

Mr Daniel McHugh is the Senior Vice President, Commercial of DHL Express Asia Pacific. He is also a member of the company’s Asia Pacific Management Board.

Mr McHugh is a seasoned executive who has held senior management positions with leading international companies. Before joining SingPost, he was the General Manager for Asia Logistics at Flextronics International (Singapore) Pte Ltd, a subsidiary of NASDAQ-listed Flextronixs International Ltd, an electronics manufacturing services (EMS) providers.



Mr Quek obtained his Bachelor of Business in Transport & Logistics Management (Distinction) degree from the Royal Melbourne Institute of Technology, Australia. He is actively involved with the Singapore Logistics Association since 1998 and is the Chairman of its e-Logistics / Technology Committee.

As a research associate at the University of Zurich, Urs Trinkner published several contributions in applied regulatory economics and handed in his dissertation on the economic effects of postal liberalization.

Maurice van der Heijden is a Director of the Service Measurement Division in Research International, UK. Maurice has a Masters degree in business economics from the University of Amsterdam in the Netherlands. He started his career in market research in the Netherlands as project manager of worldwide customer satisfaction surveys. In 1998 Maurice joined Research International UK as a project manager on an international quality of service measurement for International Post Corporation. After various positions within the service measurement department, he now works as a consultative director on quality of service projects. He is responsible for the statistical and technical design of the Research International quality of service measurements and the implementation of RFID-based technologies. Maurice is an active member of the European CEN/TC331 Working Group 1 which is tasked to review and update the mandatory European standards for Quality of Service measurements.

He gained prominence in the fields of economics, banking, journalism and the academe by being Consultant, Director and officer of several banks and corporations as well as dean of college and lecturer in universities before he was appointed Chairman of the Board of Directors of Philpost. As a distinguished writer and publisher, he is a columnist in several daily newspaper broadsheets, Board member /officer of the Manila Overseas Press Club and the National Press Club and served as Press Secretary of former President Fidel V. Ramos from 1995 to 1998.

Patrick Widloecher,

Patrick Widloecher was born in Laxou, France, on July 3rd 1950, is married and has two children (Vincent, 19 and Lorraine, 1).

He has been Director of La Poste group’s Sustainable Development Department since January 2003.

He is also, since January 2005, President of the Universal Postal Union’s project group on “Environment & Sustainable Development”, and Board member of Comité 21, a French association on urban and corporate sustainable development.


Starting his career in 1967, Patrick Widloecher first occupied different operational functions in La Poste’s Mail division during 11 years, before joining the Communications Department of the French Postal and Telecommunications Ministry for the following 13 years. Patrick Widloecher then was Pages Jaunes’ (Yellow Pages) Communications Director during 8 years, before becoming La Poste group’s Communications Director from 1999 to the end of 2002.


Herbert-Michael Zapf,

Herbert-Michael Zapf is leading IPC into a new stage of development. He became president and chief executive officer in May 2006, joining IPC from Germany’s privatised Postal operator, Deutsche Post World Net (DPWN) where he spent 10 years in senior management positions.

Herbert-Michael is an economist and strategic development expert. He is building on IPC’s expertise in quality measurement, operations upgrading and inter-company pricing to create an industry organisation that translates in-depth, high-level discussion on strategic issues into business intelligence for Postal operators.

At DPWN, Herbert-Michael was executive vice-president and divisional board member with responsibility for import and export mail, international marketing, international relations, and commercial relationships with other Postal operators.

Prior to joining DPWN, he was head of department at Deutsche Telecommunications Consulting (DETECON) working on international strategy, regulation and the organisation of postal and telecommunication companies. He also worked in Latin America for the United Nations/International Labour Organisation and in Luxembourg for the European Parliament.

Herbert-Michael studied economics and political science at the universities of Mannheim, Hamburg and the London School of Economics. He graduated from the University of Paris IX Dauphine and earned his doctorate at the University of Kassel, where his studies focused on the role of institutions in the development process.
