The IMPACTE project aims to promote sustainable access for ports and a better balance of moving freight to markets by rail. It also defines the economic value of ports and their crutial role in faciltating global competitiveness for our regional economies. This encompasses sustainable distribution (rail and short sea shipping focusing on environmental benefits and co-modality) of general freight within North West Europe (NWE) and maximising the economic development role of ports. This is to be achieved by investments in small-scale infrastructure, the completion of focused studies and the development of a spatial strategy for the Channel Arc. The key issues that the IMPACTE project will address relate to fundamental trans-national issues for NWE and make a direct contribution to the sustainable development of NWE.
Environment The role of ports in reducing HGV km by means of modal shift to rail for inland distribution and through the development of short sea shipping services to take unit load cargo closer to the inland origins and destinations of traffic.
Economic development & regeneration The role of ports in maximising the added value from the cargo passing through the ports and in facilitating the regeneration of communities around the ports.
Co-modality The issue of how to integrate modes of transport to secure modal shift and increase efficiency. Small-scale investments include the development or extension of two small intermodal terminals at (or close to) ports and involve the development of RoRo facilities at two rail-linked RoRo ports.
Competitiveness Supporting the development of a more integrated transport chain should lead to improved flexibility, quantity and cost effectiveness and may therefore serve to provide some competitiveness benefits at European, national and regional levels.
Partnerships The IMPACTE project boasts a partnership of 27 organisations (private, public and voluntary sector) from France, the UK and Belgium.
