Emma Brindal is the Climate Justice Coordinator for Friends of the Earth Australia. Emma completed a degree in Australian Environmental Studies at Griffith University in Queensland, Australia in 1997. She then went on to a career in teaching which she did in England, Spain, East Timor and Australia. While in London she volunteered with Greenpeace International on the genetic engineering campaign. Having a strong interest in social justice issues, she later volunteered with Amnesty International while living and teaching in Melbourne. After making the connection between social justice and environmental sustainability, Emma went on to join Friends of the Earth’s Climate Justice campaign. She is now a director of Friends of the Earth Brisbane and has been coordinating the national Climate Justice campaign since July 2006.

Prof. Tom Burke, Environmental Policy Advisor, Rio Tinto, UK
Tom Burke is currently an Environmental Policy Adviser to Rio Tinto plc and a Visiting Professor at Imperial and University Colleges, London. He is a Founder Director of E3G and Chairman of the Independent Review of Environmental Governance in Northern Ireland. He is a Senior Advisor to the Foreign Secretary’s Special Representative on Climate Change. He is a former member of the Council of English Nature. During 2002 he served as an advisor to the Central Policy Group in the Deputy Prime Minister’s Office. He was Special Adviser to three Secretaries of State for the Environment from 1991-97 after serving as Director of the Green Alliance from 1982-91 and FoE from 1975-79.

Joe Giove is currently working as a Senior Program Manager for the United States Department of Energy’s Office of Clean Energy Systems in the Office of Fossil Energy. Mr. Giove is the Office of Fossil Energy's Headquarters Program Manager for the President's FutureGen Project and Clean Coal Power Initiative Program. Among his various programmatic responsibilities, Mr. Giove is a key member of the management team for the FutureGen project. Before joining the DOE, Mr. Giove worked in project and financial management at the National Institutes of Health. Mr. Giove has a Bachelor of Science degree from Lee University, a Master of Science in Computer Systems Management from the University of Maryland, and has 10 years of project management experience.

Roger Goh is Executive Director of Golden Concord Holdings Limited based in Singapore.
He gained his professional experiences in international organizations such as MTU Asia Pte Ltd (German Diesel Engine Manufacturer and Gas Turbine Packager), Cogentrix of Asia Pte Ltd (US IPP), SembCorp Utilities Pte Ltd (subsidiary of SembCorp Industries Ltd, a SGX listed Company) and Golden Concord Holdings Ltd (HK IPP and Integrated Energy Group).
He has more than 19 years of experience in engineering, sales, application of power systems as well as acquisition and development of power/cogeneration and utilities projects in Asia, especially in China, Vietnam, Cambodia, Indonesia, Thailand and Pakistan.
Mr. Goh holds a Diploma in Marine Engineering from Singapore Polytechnic, an Engineering Degree from Singapore Nanyang Technological University and a Master of Science Degree (Industrial Engineering) from National University of Singapore.

Mr Joel Laykin, Secretary General, Independent Power Producers Forum, Hong Kong
Mr. Joel Laykin was appointed Secretary General by the governing Executive Committee of the IPPF in December of 2000 and continues to serve the organization and by extension the industry, guiding the IPPF into its “sixth” year of operation.
He continues also as president of Laykin Communications, the Hong Kong based public relations / public affairs firm launched in 1984. It was a combination of the firm’s industrial communications and financial relations practice along with Laykin’s personal involvement with the then embryonic “Rule of Law Forum” (1996) that gave birth to the concept behind the IPPF. Senior executives from a number of Laykin’s clients (AES, Transpower, MPC, etc) along other power decision-makers from Southern Energy, Sithe, Ogden, Intergen, Dynegy, who after participation in the “Rule of Law Forum” decided on Laykin as the appropriate person to help create a similar sort of organization for the power / energy industry. Most of these firms are now gone or have been acquired by others. Working closely with Colin Tam, Chairman of Meiya Power (MPC) and a handful of charter members from IPPF’s initial launch period, Laykin planned and implemented strategies for continued growth and geographic expansion despite the impact of the Enron debacle and subsequent withdrawal of most of the traditional investors / developers from Asia.
Today the IPPF stands out as the only power / energy industry entity of its kind in Asia and possibly in the world. The unique inter-active industry focused NGO culture that the IPPF represents was first envisioned by founding Chairman Colin Tam decades earlier. The fraternal fellowship environment combined with the highest possible levels of professionalism and industry leadership continues to this day with Colin Tam at the helm as the Chairman of IPPF.
In addition to his IPPF responsibilities, Laykin also serves as Executive Director and Acting Chair of the APWC (Asia Power Water Council Ltd), a “cousin” NGO to the IPPF. He also serves as Vice Chairman of Energy Committee of the American Chamber of Commerce in Hong Kong where he chairs the influential Issues and Policies task force.

Peter Lee, Director - Engineering, Ashmore Energy, Hong Kong
Peter S. Lee is the Engineering Director of AEI Asia, one of the world’s foremost owners and operators of essential energy infrastructure assets. Focused predominantly on emerging markets, AEI manages a group of 20 energy assets with operations in 17 countries, serving some 8 million customers. AEI has an excellent track record across their five key business lines: power distribution, power generation, natural gas distribution, gas transportation, and retail fuel.
Based in Hong Kong, AEI’s Asia headquarters, Mr. Lee is currently responsible for overseeing all aspects of engineering, O&M, EPC, and due diligence activities across the Asian region. In performing his duties, Mr Lee calls on over two decades of international managerial experience at some of the world’s leading energy and industrial firms, as well as professional engineering expertise in power generation and LNG & CCGT Integration facilities.
Prior to joining AEI, Mr Lee was a Project Manager at Meiya Power, also based in Hong Kong. During his five years at the IPP, he supervised the daily operations of a 98 MW combined cycle power plant in Sichuan province, China. Later, Mr Lee played a role in executing a 550MW combined cycle power plant in South Korea and in developing a 490 MW gas-fired combined cycle plant in Taiwan. As part of his duties he was accustomed to dealing with the processing of official permits (EIA, FSA, etc.) from local government offices.
Through employment at Air Liquide, based in Houston, Texas, Mr. Lee managed power plant development activities, including elements such as budgeting, construction scheduling, power output, heat rates, and IRR analysis. At Enron Corporation, where he spent some five years, Mr. Lee led an engineering team to Croatia to support a 240 MW gas-fired plant, and also supported numerous power plant development activities in China.
Mr. Lee’s dedication to the energy sector was recognized in 1994, when he was distinguished with a Westinghouse Innovation Award. In the same year, he was granted a U.S. patent for combined cycle optimization.
Mr. Lee holds a Bachelor of Science in Marine Engineering from the National Taiwan Marine & Oceanic University and a Master of Science in Mechanical Engineering from Memphis State University.

Alla Metelitsa, Programme Office, CDM Methodologies Unit, United Nations Framework Convention on Climate Change (UNFCCC), Germany
Ms Alla Metelitsa, national of Belarus, holds MSc degree in Natural Scince (Physics) complemented by post-graduate studies in Environmental Policy, Law and Management. She started her career in the field of environmental protection as International Affairs Officer in the Ministry of Environment of Belarus. Ms. Metelitsa worked for seven years at the United Nations Environment Programme dealing with the negotiation and implementation of multilateral environmental agreements, project development and management, and resource mobilisation. Currently Ms Metelitsa serves at the UNFCCC secretariat, where the primary focus on her work is on baseline and monitoring methodologies for CDM project activities.

Francois Nguyen, Senior Policy Advisor - Electricity Markets, International Energy Agency, France
François Nguyen is a Canadian national with over twenty years of professional energy experience in business and government sectors. In his current position as Senior Policy Advisor at the Paris-based International Energy Agency, he is responsible for the assessments of global electricity market trends and issues, including power generation economics, clean coal, renewable and nuclear technologies. He also provides expert advice on international energy policies, market reforms, energy investments and regulation. Prior to his appointment to the IEA, he was Electricity Team Leader for Canada’s National Energy Board, a federal energy regulator.
He has co-authored a study released in May 2007 under the title Tackling Investment Challenges in Power Generation in IEA countries. He is a former Canadian delegate at the APEC Energy Regulators Forum and a current member of the International Association for Energy Economics.
He holds a Masters degree in Economics from Queen’s University and a post-graduate degree in Business Management from McGill University.

Verena Rix, Project Manager, CDM/JI/VER Origination Unit, 3C Group - The Carbon Credit Company
Since October 2006 Verena Rix has been supporting the 3C Team in the management and analysis of CDM, JI and VER projects. She is responsible for the identification, development and assessment of projects in South East Asia and India. Verena is an expert in risk management for climate protection projects and holds in depth knowledge of the development process for CDM projects. Before working with 3C, Verena assisted the Energy and Environment Department of the German-Chilean Chamber of Commerce in Santiago de Chile and the KfW Carbon Fund in managing CDM projects. Verena holds a diploma in economics with a main focus on developing countries and economies in transition. As part of her diploma thesis she researched into the ability of the CDM to attract foreign direct investment and attain sustainable development. Throughout her studies she gained experiences in the international financial market, working for several German financial service providers (American Express, Union Investment) and the Diners Club in Rome, Italy. Furthermore Verena worked as scientific officer in information systems and taught macroeconomics.

Mr.Robertsson, is responsible for corporate finance and development activities throughout the CLP Group. He is Director of several Boards of several of CLP international Group Companies, including OneEnergy (CLP's 50:50 joint venture with Mitsubishi Corporation), and CLP's subsidiaries in India and Australia. He is also a member of the China Committee. Before taking up his current position Mr. Robertsson was the Head of Corporate Finance and Treasury for CLP's international business. He has over 14 years of experience in business development, merger and acquisition, corporate finance, and project finance in the Asia Pacific region. Prior to joining CLP in 2003, Mr. Robertsson worked at ABB Financial Services in the United Kingdom, the United States, and Hong Kong where he held several positions including Director of Finance for the Asia Pacific region and the Global Transmission & Distribution business, as well as head of business development for Asia Pacific. Mr. Robertsson earned his degree in Financial Economics at the Stockholm School of Economics.

Dr. Singh is a faculty at the Dept of Industrial and Management Engineering at Indian Institute of Technology Kanpur. He has more than 7 years of teaching, research and professional experience. His previous associations include Haryana Electricity Regulatory Commission, Panchkula and Indian Council for Research on International Economic Relations, New Delhi.
His areas of interest include infrastructure regulation, policy and finance, power market reform and regulation, energy efficiency, energy and environment, energy economics, cross-border energy cooperation. He has being teaching a number of courses for the MBA program. These include financial management, infrastructure regulation, policy & finance, project finance, managerial economics, real options and investment valuation.
He has been awarded a number of fellowships / scholarships including a Visiting Researcher Fellowship from Asian Development Bank Institute (ADBI), Tokyo, a Ph.D. fellowship by United Nations University/Institute for Advanced Studies (UNU/IAS), Tokyo and a research scholarship from Duestcher Akademischer Austauschdienst (DAAD, German Academic Exchange Council), Germany.
He has undertaken a number of consultancy/ research projects related to electricity / energy sector for a number of institutions including the World Bank, the UNCTAD, UNU/IAS, AIT, the Cambridge University, and the Planning Commission. He has also supervised numerous dissertations/ projects for MBA and M. Tech. students related to various aspects of finance and energy sector. He has also contributed a number of regulatory and policy submissions with reference to formulation of regulations and policies. He has a number of conference, discussion and journal papers to his credit. He is also the Guest Editor to the International Journal of Energy Sector Management (special issue related to India and China). He is a member of IEEE, International Association for Energy Economics (IAEE) and Indian Economic Association (IEA).
He has been a Member of the Working Group on Power for the 11th Five-Year Plan, Planning Commission, Government of India. He has also been a member of the Core Group on Next Generation Networks (Licensing Issues), Telecom Regulatory Authority of India (TRAI) and Member, Electricity Contract Advisory Board of Multi Commodity Exchange of India (MCX), Mumbai.

Lee Solsbery, Technical Director and Global Technical Lead for Energy & Climate Change, ERM, Singapore
Lee Solsbery is ERM Global Technical Leader for Energy and Climate Change. He is an internationally recognised expert on emissions trading and carbon credit projects, and the regulatory aspects of carbon capture and storage. He has significant experience working with developing countries, project developers and international institutions on the Clean Development Mechanism and impacts of carbon emissions on investments. Lee is a Board Member (2003-present) of the International Emissions Trading Association (IETA) and an editor of IETA’s annual Greenhouse Gas Market Review. He is a member of the Royal Institute of International Affairs (Chatham House), the Aspen Energy & Environment Roundtable, and the Energy & Climate Working Groups of the World Business Council for Sustainable Development (WBCSD) and the Centre for European Policy Studies (CEPS). He served two years (2002-2004) as Vice Chairman (and Acting Chair) of the Climate Change Working Group, UK Environmental Industries Commission. He served one year on the Technical Advisory Group to the World Bank Prototype Carbon Fund. Lee is married, has two sons, and resides in Singapore. He has a Masters Degree from the University of Texas at Austin and a Bachelors Degree from Brown University in the USA.

Colin Whyte is the General Manager Sustainable Development at Xstrata Coal, the world’s largest exporter of thermal coal and a significant exporter of coking coal. Xstrata Coal’s operations span NSW and Queensland in Australia, South Africa and Colombia He has extensive experience in both the public and private sectors in the areas of environmental and public issues management in Australia, Europe, SE Asia and the South Pacific. He is a member of Xstrata Coal’s Executive Committee, a Director of the Australian Coal Association’s Low Emissions Technologies Limited and the World Coal Institute and is an Australian representative on the Coal Industry Advisory Board to the International Energy Agency. Xstrata Coal has invested in the development and demonstration of clean coal technologies, including the oxy-fuel demonstration project in Queensland by a consortium of Australian and Japanese companies; the FutureGen project in the United States and; the CO2CRC carbon dioxide storage project in Victoria, Australia.

Yi Gui Zhao, Director, Mining Safety Centre, China Coal Information Institute (CCII), China
Zhao Yigui is the dirctor of mining safety center of China coal information institute(CCII),a national leading coal information research institute directly under the State Administration of Work Safety(SAWS, a ministry). It has been devoted to the information research and publishing business since its establishment in 1953 and has made great contributions to the development of coal industry in China. Mr Zhao grduated from China university of geoscience and obtained the master of engineering. At present,he is engaged in clean coal and mining safety research. He has extensive experiences in both clean coal and mining safety. He is invited to act as a mining safety specialist in the project of "China Coal mine safety study" granted by Asia Development Bank(ADB). As a main researcher, he completed "China Coal Development Report 2004", "China Coal Development Report 2005" and "China Coal Development Report 2006". As a consultative organization, CCII has completed some CDM projects in recent years. For example, "China CBM(Coal bed methane) strategy study" from World Bank, "The comprehensive use of CBM in Shanxi Province" from ADB,"The improvement of environment in Liaoning Province" from ADB, and so on.
