Joe Bastone,

Joe Bastone is responsible for Mass Transit Sales for signalling solutions within Bombardier Transportation. He is an experienced rail industry professional who combines almost 30 years’ signalling engineering expertise with business development and sales experience.

Joe began his rail career in manufacturing, and has subsequently undertaken various roles including Business Manager for telemetry and international projects, and Director responsible for Mass Transit Engineering, Application and Product Development. Key achievements include numerous contract awards, and providing technical direction to solutions delivery teams. In his current role Joe has overall responsibility for Mass Transit Signalling Sales and Business Development and acts as the technical partner with Bombardier Transportation sister companies to create effective and achievable engineering solutions.

Joe holds an MBA and DMS and is a Fellow of the Institute of Managers.


Michael Carter,

Mike Carter has 20 years experience in various management roles for QR. These roles have covered passenger, freight and heavy haul systems. He has direct project management experience on over 1,000km of major track construction projects.

Mike also has 18 months experience working as a consultant on issues associated with the restructuring of London Underground and track related private operator access issues. He has been a member of London Underground’s track/train interaction management committee and provided advice on European rail infrastructure standards.

Mike holds degrees in Engineering and Business Management. He is responsible for the Network Access business including operational and commercial performance, asset management programmes and capital delivery of QR’s network business.

Mr Victor H F Chan joined the Mass Transit Railway Corporation as Executive Manager since June 1992. Prior to joining the Corporation, he was employed by the Lands Department of the Hong Kong SAR Government. Throughout his twenty years of service with the Government, he has been a District Land Officer fully responsible for land administration and development of various districts. The Property Development Department for which he is presently responsible is charged with the principle responsibility of maximizing the development potential of all land owned or held by the Corporation. As General Manager - Property Development , he plays a lead role in the land grant and property development process from the securing of land grants from the Government through to identification of joint venture developers and completion of sales and letting programmes. He has wide experience in public and private joint ventures throughout his 19 years of directorate grade civil service and executive level management practice.

Pierre Chartier,

Pierre Chartier started his career in transport in the French National Railways where he held a number of management positions at operational as well as planning levels. He later became a consultant working on various projects financed by major international institutions (Asian Development Bank, European Bank for Reconstruction and Development, World Bank). He dealt mostly with railway restructuring and the definition of operating plans aimed at developing container transportation through block-trains. He joined the United Nations Economic and Social Commission for Asia and the Pacific in 1999 as Economic Affairs Officer dealing primarily with issues relating to railway development, and more specifically with the improvement of cross-border operations to facilitate the long distance international movement of freight by rail.

Marc Chatelard,

Mr. Marc Chatelard is Senior Vice President for ALSTOM Transport Asia Pacific Region and Country President for ALSTOM Singapore. In his current portfolio, Chatelard has overall responsibility for the business operations of ALSTOM’s Transport Sector in Asia Pacific, with sales of 0.6 billion euros in 2004. In addition, Chatelard sits at the helm of ALSTOM Singapore’s management board, overseeing both its Transport and Power operations here.

An industry veteran with more than 30 years of experience in transport and power engineering, Chatelard began his career as a Design & Site Supervision Engineer with the French Atomic Energy Commission in 1973. He then went on to work for Framatome ANP, a renowned organization in the design and construction of nuclear power plants, where he enjoyed a successful career spanning 15 years – eventually to become Head of Commissioning Department at its Paris Head Office in 1990.

In the same year, Chatelard made a career switch to the transport industry. Between 1990 and 1997, he was first Commissioning Director for the Euro Channel Tunnel at TransManche Link; and then Director of the Light Railway Consortium for French CAEN at Spie Batignolles.

Chatelard joined the ALSTOM group in 1997, where he was appointed Project Director of TGV (Train à Grande Vitesse) Systems Projects – the French high-speed train system which underwent several technological breakthroughs since debuting in the 1960s. He was subsequently invited to spearhead several high profile projects for ALSTOM Transport, including the Taiwan TGV Project and the Korea TGV Project. Chatelard is also an expert of the South Korean market, having presided at ALSTOM’s Korea subsidiaries from 2000 – 2004.

Richard Chen,

Mr. Richard C.L. Chen, chairman of Taipei Rapid Transit Corporation(TRTC), was born in 1949 in Kaohsiung, Taiwan. He holds a bachelor of science degree and a master of science degree, both in civil and transportation engineering, from the National Taiwan University. Prior to assuming the present position, Mr. Chen had served in the Department of Rapid Transit Systems under the Taipei City Government as deputy chief engineer, chief secretary, spokesman, and deputy director general. He also taught courses on transportation field at the National Chiao-Tung University and National Taiwan Ocean University as an associate professor.

In recognition of Mr. Chen’s distinguished governmental, academic, and professional service, numerous awards have been conferred to him. They include Medal of the Year for 2001 from the Chinese Institute of Transportation, Medal of the Year for 1997 from the China Road Federation, Outstanding Spokesman for 1996 from the R.O.C. Public Relations Foundation, and Model Employee for 1995 from the Taipei City Government.


Dr Sung-Kyun Choi,

Mr. Choi is a director of Continental Railway Research Team, and Management & Research Team in KORAIL.

He has B.E. in Seoul National University, M.E. in Yonsei University, and Ph.D of Engineering in Iowa State University. He passed the Korean National Examination for high commissioners and worked for the Ministry of Transportation and Construction. He began his work in KORAIL (then Korea National Railroad) in 1994. He served for various positions such as director of Technology team, Electric car inspection and repair team, and Rolling stock planning team and so forth. He is currently in charge of Continental Railway Team, and Management & Research Team


Dr Andy Chun,

Dr. Andy Chun is an Associate Professor in the Department of Computer Science at the City University of Hong Kong (CityU). He has been with CityU since 1994 and is also the Programme Leader for their B.Sc. Computer Science Programme and the Group Leader for the Software Engineering Subject Group.

Dr. Andy Chun's research areas includes many subdisciplines of artificial intelligence (AI), such as optimization, scheduling, resource allocation, business intelligence, knowledge management, case-based reasoning, data mining, text mining and Web 2.0 technologies.

Dr. Andy Chun received the B.Sc. degree from Illinois Institute of Technology in 1981, and the M.Sc. and Ph.D. degrees in Electrical Engineering from the University of Illinois at Urbana-Champaign in 1983 and 1987, respectively. After obtaining his Ph.D. degree, Dr. Chun joined Prof. Patrick Winston's MIT high-tech spin-off, Ascent Technology Inc. as a Senior Scientist, focusing on the development of mission critical resource scheduling/allocation systems for the transportation and defense industries.

Dr. Andy Chun is an active IT consultant and technologist in the Asia-Pacific region. He has two decades of experience in designing and developing advanced software systems for many major corporations around the world. He has worked on numerous Artificial Intelligence (AI) projects, including projects for the Civil Aviation Department, Mass Transit Railway, Hospital Authority, Airport Authority, Immigration Department, etc. to maximize efficiency/productivity and streamline business processes.

Dr. Chun is a three-time winner of the American Association for Artificial Intelligence's (AAAI) prestigious "Innovative Applications of AI Award." In 2005, together with MTR, he was also an award recipient of the HK IT Excellence Award as well as the Winner of the Asia-Pacific ICT Awards (APICTA) for the Best Industrial Application. This MTR project was also awarded the "2006 Project of the Year Award" by ZDNet Asia.


Jean-Michel Dancoisne,

Since January 2004, Jean-Michel Dancoisne, a graduate of the Ecole Polytechnique and Ecole des Mines in Paris, has been Chief Executive Officer of Thalys International, the Franco-Belgian company which is in charge of the international high-speed train service linking Paris, Brussels, Amsterdam and Cologne. He previously managed an intermodal company. From 1990 to 1995, he played an active role, as the first Chief Executive Officer of “Grandes Lignes Internationales”, in setting up the SNCF’s international passenger structures and the operational launch of Eurostar. Prior to that he held several management positions at the SNCF, which he joined after starting his career at the French Ministry for Industry.

Paul Diercks,
ICT Manager,
Nederlandse Spoorwegen (Dutch Rail)


Paul Diercks now heads the new wireless services of NS - Dutch Rail, aimed at travelers and at employees; both on stations and in trains. This encompasses the largest ‘wireless’ initiative in the European rail sector to date. He holds a long track record of business innovation/renewal by means of enhanced use of ICT and sourcing. While at NS since 2001, he first worked on the repositioning of the ICT function, improving the value-added of ICT and including a major overhaul of sourcing-relationships. Prior to his work at NS, he lead the contracting and sourcing of the High Speed Rail – South –
civil works, a multi-billion project. Over a number of years he held senior management positions in the contracting industry, where he applied innovative contracting, control concepts and supplier relations to reposition the company and its operating performance. Mr. Diercks holds a master in Law and an MBA from Insead.


Daniel Dunoye,

Daniel joined the ALSTOM Asia-Pacific team in 2004 where he is in charge of development of System Projects.
Daniel has 30 years + of experience working for both the public and private sectors. His multi-continent experience (nearly 25 years spent in the USA and in Asia Pacific), covers most of the facets and technologies of the urban transit field.
Daniel started working in France as a research engineer at the New Technologies Division of the French Transportation Research Institute, overseeing the development of new technologies that would enable the deployment of automated systems that were funded by the French government.
While in the USA, Daniel worked for the MITRE Corporation , a public organization overseeing the development of new transportation system in the USA and then joined Lea & Elliott, a leading US transportation and planning consultant in automated transportation systems.
While in the USA, Daniel joined MATRA Transit Inc. and was “shipped” to Taiwan where he, unknowingly at the time, started his “Asian career” as the Deputy Program Director for the Taipei MCTS contract that had been awarded to MATRA Transport of France.
After the Taipei Assignment Daniel joined the project management group of a Hong Kong Financial group involved with financing infrastructure projects in China. This diversion outside the urban transportation field was followed by working, as a full-time expert with the ALSTOM tender and negotiation team assigned to the Singapore Circle Line. He then joined CKET, the company overseeing the management of the E&M turnkey contract initially awarded by Bangkok Metro Company Limited to the Sino-French Consortium MECO, as Project Manager. In 2004 Daniel joined the Systems group of ALSTOM in the Asia Pacific region. In this function he has worked with a number of potential clients in the region developing the “System” Approach.


Malcom Gibson,

Malcolm Gibson is the Chief Design Manager for MTR Corporation Ltd in Hong Kong. He has worked on the planning, design and construction of mass transit railways over a period of 24 years in Hong Kong. He is currently responsible for the planning and design for all new MTR Corporation projects in Hong Kong and China.

Dr K.K. Gokhale,

Dr. Ketan Gokhale, Managing Director of Konkan Railway Corporation Ltd. is an ex-officio Special Secretary to Government of India. A Civil Engineer with Masters degree specializing in `Structural Engineering (Pre-Stressed Concrete), he holds a doctorate in `Management Science’' from the University of Pune, India. He is also Trained at British Rail Management School at Derby, UK.

As the Managing Director of Konkan Railway – spread over 760kms he was instrumental in debt restructuring and fiscal conditioning of the Corporation. His initiatives in introducing various safety projects is responsible for safe travel of 30 million passengers per annum traveling over the challenging terrains of Konkan Railway annually.

Dr. Gokhale sphereheads the prestigious national project of building a rail road connecting the remote areas in the unexplored Himalayan region in Jammu and Kashmir, a project of Rs.80 billion which would see the light of the day by 2008.

He has played a pivotal role in development and installation of Anti Collision Device, which has been implemented in Konkan and North Frontier Railway region of Indian Railways. This unique device prevents collision between the trains at high speeds. Konkan Railway holds international patents for this device.

Dr. Gokhale as a Professor of Railway Staff College has been instrumental in conducting Management courses in Commercial, Marketing and Organizational Behavior to the Senior Managers of Indian Railways. He is a recognized name in the management and business circles where he regularly delivers invitational lectures. An avid Golfer with keeping interest in gardening. He has published a number of articles and papers related to Rail Management in national and international fora.

Shri Gajendra Haldea,

Mr Haldea spent the first 10 years of his career with the Union Finance Ministry where he was last posted as Joint Secretary (Infrastructure) until November 1998. The combination of law, economics and finance coupled with extensive experience in several sectors of the economy have placed him in a unique position for contributing to the evolution of the framework and policies for privatisation of infrastructure services.

In his different assignments over the years wit the Government, he has been responsible for dealing with the World Bank, Asian Development Bank and various bilateral developmental agencies such as USAID, CIDA, JICA, etc. and has formulated and negotiated several infrastructure projects with these agencies.

He was invited to join the National Council of Applied Economic Research, New Delhi as Chief Advisor and Head of the Centre for Infrastructure and Regulation and took that position in October 2000. Since November 2004, he is also Adviser to the Deputy Chairman of the Planning Commission with particular responsibilities relating to infrastructure reforms.

David has 35 years experience in the rail industry having started his career in 1970 working for the New South Wales railways in Australia in construction, track maintenance and planning.

After 10 years with the railways he left and held a number of positions with equipment suppliers and consultants in Australia before starting his own consultancy in 1987 to do engineering and economic feasibility studies for railways in Australia and South East Asia.

In 1993 David moved to London and established a consultancy business there. In 1997 he sold this business to Brown & Root but was retained by them as Rail Business Development Director for South East Asia based in Hong Kong.

In 1999 he started Rail Personnel, a company established to recruit both permanent staff and contract staff for companies in the rail industry internationally. In the 5 years since he started the company he has grown it to bill over US$10M per annum with offices in Australia, New Zealand, South East Asia, North America and the UK that has placed over 250 people since it started and has over 80 people working on contract around the world.

David has a Bachelor of Engineering form the University of NSW and is a Member of the Institution of Engineers Australia, a Fellow Permanent Way Institution, an Associate Member Institute of Railway Signal Engineers and a Member American Railway Engineering Association as well as holding Directorships for a number of companies in Australia, Hong Kong and the UK.


Alok Jain,

Alok is currently working as General Manager – Marketing for Kowloon Canton Railway Corporation, Hong Kong and is responsible for setting and meeting Corporation’s revenue targets and developing strategies encompassing determination of fares, pricing and service improvements. He has been with KCRC for over 10 years and has performed a multitude of roles in various divisions. He started in the Capital Projects Division responsible for planning new railway projects. He has also worked as Senior Revenue Manager in the Finance Division and Marketing Manager-Research & Analysis in the Transport Division.

Alok also plays an active role in a number of other business organizations on behalf of the Corporation. He is a member of the board of directors of Octopus Rewards Limited and a member of Finance and Commerce Sub-committee of UITP. He has several publications to his credit and is regularly speaks on multi-modal integration, public transport pricing and financing. He is also a part-time lecturer/visiting speaker in the University of Hong Kong and City University of Hong Kong.

Prior to joining the Corporation, Alok had worked in many countries in a variety of projects. He attained his degree in Civil Engineering from Indian Institute of Technology, Roorkee a post-graduate degree in Transportation Engineering from Asian Institute of Technology, Thailand. Alok is married and has three children, whom he gives credit for his management skills.


Daniel Lai,

DANIEL LAI is the Head of Information Technology of MTR Corporation Limited. He is responsible for providing a vision for and strategic directions on IT at MTR, the most important public transportation provider in Hong Kong. Daniel has over 35 years experience in information technology in Hong Kong and Australia. Prior to joining MTR in 1999, he held various senior IT managerial positions with The Hong Kong Jockey Club.

Daniel has led many innovative and large scale IT projects and managed large computer installations. He has developed and implemented IT governance, project management, SDLC, and outsourcing frameworks.

Over the last 5 years, MTR Corporation has modernized its information systems and IT infrastructure. It has adopted appropriate technology and developed a number of innovative IT solutions that provides values to business. Such applications are well recognized with MTR winning 15 local, regional and international IT awards.

Daniel graduated from Hong Kong Polytechnic University in Computing and Management studies and holds a Master in Technology Management from Griffith University. He is a Distinguished Fellow of Hong Kong Computer Society (HKCS). He was the President of HKCS from 1998 – 2004. Mr Lai has contributed significantly in promoting and developing the application of IT in Hong Kong and the region, he has held many positions in public services and educational institutions.

In recognition of his contribution to the development and promotion of IT in business and community, he was awarded Bronze Bauhinia Star (BBS) in 2004. He was also awarded CIO Awards (Asia) in 2003 and 2005, ZDnet CIO of the Year in 2006, nominated a Computerworld Honour Laureate’s in 2004, and named by MIS Magazine in 2004 one of the most influential IT leaders in North Asia.


Christopher Law,

Chris Law is the Founding Director of the Oval partnership. He is also a Director of INTEGER China Ltd, an organisation which promotes intelligent and green housing in China. Chris was educated at Stonyhurst College in Lancashire in the UK, and studied Architecture at the University College London. Over the years Chris has received many awards including Architects of the Year Award and the Outstanding Young Person Award. He is currently the Chairman of the Family Welfare Society, a charity with a staff of 600, and Chairman of the Centre for Community Renewal at St. James's Settlement.

KK Lee,

Mr. Lee joined the Kowloon-Canton Railway in 1981 as a workshop engineer responsible for setting up train maintenance functions for the electrified railway. In the ensuing 15 years he was promoted to various posts and rotated to the full spectrum of railway maintenance and project management jobs. In 1997, Mr. Lee was appointed the Director, East Rail.

In October 1999 Mr. Lee took up the post of the Director, East Rail Extensions, managing the planning and implementation of the three East Rail extensions, namely Ma On Shan Rail, Tsimshatsui Extension and Lok Ma Chau Spur Line.

Mr. Lee is now the Senior Director, Capital Projects, taking care of all capital projects of the Corporation.


Dr Tony Lee,

Kowloon Canton Railway Corporation


Ir Dr Lee Kar Yun, Tony is now holding a position of General Manager - Rolling Stock (Acting) in Kowloon Canton Railway Corporation Transport Division responsible for all the maintenance work of the rolling stocks including bus, and managing all the rolling stock projects, systems engineering & design matters, and train improvement works on reliability, maintainability, availability and safety aspects. He has all round rolling stock engineering knowledge with 22 years of experience in rolling stock design and maintenance in both MTRCL and KCRC.

He has also been involved with the research, development, and application of optical Fibre Bragg Gating Sensor (FBG Sensor) in railway engineering, including the invention on using it for disturbance-free axle counter on track, derailment detector on wheel/rail interaction, train identification, train speed detection, and strain/stress monitoring on vehicle structure etc. He also has been actively researched on the harmonic and thermal performance of DC & AC traction system since 1990. His current interest is the architectural design and implementation of the FBG Sensor to build high-performance smart railway to boost railway safety and operability.


George Lee,

George Lee is one of the most experienced operations executives in MTR Corporation. Having broad experience in managing all aspects of railway operations. He has worked for three urban transport organizations in 13 management positions over the past 28 years. He is now Safety & Quality Manager of the MTR Corporation, being responsible for overseeing the development, implementation and maintenance of safety and quality systems in the Corporation. He is also an expert in Operations Control, Incident Management, Operations Support, Revenue Services and Operations Rules. He has also had substantial experience in operational readiness of new railway lines, having contributed substantially to the start-up of Airport Railway and Tseung Keung O Extension. George Lee is a well known figure in the metro industry, being the Secretary of the UITP Operations Sub-committee. Apart from MTR Corporation, he has worked for the Toronto Transit Commission and Kowloon-Canton Railway Corporation.

Chul Lee,

Mr. Lee took the presidency of Korea Railroad Corporation in 2005, and currently chief executive officer of KORAIL.

He graduated from Kyeonggi High School and Seoul National University with B.A. in Sociology. Mr. Lee also served as a lawmaker in the 12th, 13th and 14th Korean National Assembly, and was a Secretary General of the Minjoo Party in 1992 to 1995. He worked as a research fellow in Tokyo University and Waseda University. He was CEO of CAPCOM Co. ltd & KOKO Enterprise in 2001 to 2002. He has various publications such as “To the Undistinguished Fire,” “The Road is built by Man,” and “How Is Your Business, Lawmaker?” and others.


Alan McDonald,

Alan Macdonald is Director of Urbis Limited. As Planning Director, Alan has extensive experience of rail planning, rail related property development, rural and urban planning, urban design, waterfront planning, urban renewal, demographic analysis, low incoming housing studies and project theme park design and project management. He has undertaken professional assignments in mainland China, the Middle East, Africa, Hong Kong and South East Asia. His assignment have encompassed all aspects of urban and rural planning including planning and implementation of residential and commercial developments, theme parks, resettlement schemes, low income and squatter upgrading projects, social and physical infrastructure programmes, and, advice on matters related to planning law. Alan is also a periodic lecturer at University of Hong Kong.

Manmohan Parkash,

Mr. Parkash, currently with ADB, has over 20 year’s experience of working with railways and regional transport development in East Asia, Central Asia and South Asia. He has led task teams to identify, prepare and appraise large and prestigious railway projects in East and Central Asia. He is deeply involved with the reforms, restructuring, and institutional development of railways in China and Central Asia. He has been associated with the development of the dedicated passenger lines in China. Collaborating with other development partners, and adopting innovative financing packages, he has helped in mobilizing diversified financing sources for railway development.

He has been closely associated with the setting up of the IFI group for transport under the Central Asia Regional Economic Cooperation (CAREC) initiative and Transport Sector Coordinating Committee for Central Asia. He has been involved in developing the regional transport sector strategy for Central Asia, and has worked on the South Asia Regional Development Initiative (World Bank), the Trans Asian Railways (ESCAP), the Kunming Initiative, and the Singapore Kunming Railway Link Initiative. He has led numerous studies on policy reforms in the railway sector, assessing impacts of WTO accession on the railway sector, and enhancing competitiveness of the railways in the transport sector.


Robert Pendleton,

Robert is an Executive Director of Knight Frank having been appointed the Director of Professional Services in 1996. He is responsible for management of property, regeneration, railway and business related consultancy studies. He negotiates with government on land, valuation and development issues and advises corporate and private clients on lease and other property-related matters.

Robert has given land and property development advice for both the public and private sector and for road and rail projects including for the Kowloon-Canton Railway Corporation and the Mass Transit Railway Corporation. In the mid – 1990’s he was the Land and Property Development Manager of the KCRC West Rail Project Team responsible for determining the land and property development output from the Technical Study teams, advising on teams to be appointed and led the team of in-house development surveyors and land specialists in ascertaining the land programme and potential property development profits from West Rail and dealing with objections to the Project. His team assisted Government with land appropriation and clearance matters ensuring the land delivery programme was met. He set up the West Rail Commercial Areas Committee and was the representative of the land and property development disciplines within various project working groups. Leveraging on his West Rail experience he led the Company’s support to the KCRC for the Sheung Shui to Lok Ma Chau Spur Line, MOS and the Tsim Sha Tsui Extension from feasibility stage and is currently acting as expert witness in handling some outstanding compensation claims.

Mr.N.Madhusudan Rao is currently Executive Director (Planning), Railway Board, Ministry of Railways, India. Railway Board is the highest policy making body on Indian Railways. As Executive Director (Planning), it is his primary responsibility to develop perspective five year and annual plans and devise suitable investment strategy for enhancing the capacity of the Indian Railways to meet the passenger and freight transportation requirements of a fast growing Indian economy. The core function involves investment planning which includes evaluation of all investment proposals whether a new railway line, rolling stock, electrification, signaling etc. as well as deciding the yearly allocation of funds for different segments. Interacting with multilateral funding agencies like World Bank and ADB and other national agencies is another important assignment.

For over five years he was Director in charge of the more than $ 500 million per anum ‘Petroleum and Gas’ business of Indian Railways- where he brought in lot of long lasting changes which were later adopted in other businesses.

Mr. Rao has vast experience in passenger and freight operations having worked in various capacities in those areas for over two decades. He was in charge of the freight operations of Northern Railway, one of the most important railways for six years. Early on, he was entrusted with the responsibility of managing the operations of one of the world’s busiest suburban passenger corridor of Mumbai. He has been on the Board of directors of Kandla Port Trust, India’s major maritime port and has an indepth understanding of port operations.

Mr. Rao has been a member of a large number of working groups and member of a large number of committees. He is a member of the Chartered Institute of Logistics and Transport, Institute of Rail Transport and Centre for Transport Research and Management. He has been a member of the Inter-ministerial government delegation to Pakistan.

Wee Meng has 23 years of railway experience and has been working with the railway authority since 1983. In 1996, he was appointed as project manager responsible for all the Electrical and Mechanical works for the Bukit Panjang LRT project, and in 1998 promoted as Project Director to oversee the completion of the project. The project was completed in 1999 and was handed over to the Operator for revenue operation.

In 2000, he assumed the post of Senior Project Manager responsible for all the Electrical and Mechanical works on the North East Line Project, a fully automated steel wheel on steel rail heavy mass transit system. He managed 16 major E&M contracts and 30 minor contracts, with a total value of approximately S$1billion. The project was completed successfully in 2002 and handed over to the Operator for revenue operation in May 2003. He currently holds the post of Director (E&M) for the Circle Line, and responsible in overseeing all the Electrical and Mechanical works which has a total value of S$1.8 billion.

Raised in the Caribbean, Dr Jeffrey Staples attended medical school at Columbia University in New York and completed his post-graduate training in Hawaii. He then joined the US Air Force as a Flight Surgeon, managing aero-medical evacuations throughout the Asia-Pacific region. After his time in the military, Dr. Staples decided that he missed the tropical island life and he returned to Hawaii to practise medicine. While there, the call of the sea beckoned, and Dr. Staples set sail on a 40-foot sailboat for the South Pacific, eventually landing in Singapore.

Dr. Staples now manages a regional team of medical consultants in Pandemic Planning, Occupational Health, Public Health, Health Risk Reduction, and Crisis Management Training. Reece Waldock,

Reece took up the position of Chief Executive of the Public Transport Authority of Western Australia when the PTA was established on 1 July 2003. Two years before that, he was the Commissioner of Railways for the WA Government Railways Commission.

PTA, under the Transperth banner, operates Perth’s train system and manages the integrated public transport system of buses, school bus services and ferries across Western Australia. The PTA also operates regional rail and coach services under the Transwa banner and manages the state-owned rail freight corridor. The establishment of the PTA has seen the transition from a fragmented system to one where all key functions are meshed together in a single organisation.

Currently under construction is a 72 km extension of the metropolitan rail network from Perth to Mandurah, known as the New MetroRail (NMR) project. Two underground city stations are being built as part of this project.

Prior to December 2000, Reece was Executive Director of Metropolitan Division, Department of Transport. This Division was responsible for metropolitan policy, planning, co-ordination and public transport services including Transperth, travel behaviour changes, accessibility, cycling and taxi industry sectors.

Reece was the head of Maritime Division, Department of Transport (previously the Department of Marine and Harbours) for six years prior to 1999.

Following a successful career with BHP in management, Reece held senior executive positions within the Department of Commerce and Trade.

Charles has been with Caterpillar for 26 years and has had a wide variety of roles in engine marketing, new product development and business development but has nearly always been associated with Caterpillar's developments in the rail business. A graduate of the University of Notre Dame in 1978, and he has also completed advanced management programs at IMD in Lausanne, Switzerland and recently at Bradley University in Peoria, Illinois. Charles' career has spanned the globe with international assignments including Canada, Asia, Europe and the CIS and has also been based in the corporate offices in Peoria, Illinois. Charles has been a part of th! e increasing importance of the engine business to Caterpillar as total sales topped $30B in 2004 and engine sales reached nearly $9B. Charles is currently living in Peoria, Illinois but is in the process of moving to the UK where he will take on the responsibility for the Global Industrial Power Systems Marketing Division in addition to his Railway responsibilities.

Charles was born in Frederick, Maryland where he developed his strong values while growing up in a rural farm community. After setting state track records in hurdles and achieving scholastic recognition he earned a full scholarship to one of Americas most prestigious universities, Notre Dame du Lac, in South Bend, Indiana. While at Notre Dame he met his wife to be, and has now been married for 25 years to Amy. They have three children, Ryan, Eric and Shauna, all attending universities.
