Anthony Pickett is currently Risk Business Manager for Lloyd’s Register (Europe, Middle East and Africa) responsible for development of LR’s risk business (multi-functional, cross industry), with initial focus on transportation. He has extensive involvement in the provision of risk management services to large rail transportation projects in UK, Taiwan, Netherlands, Hong Kong and Middle East and recently managed a project to establish an Enterprise Risk Management (ERM) framework, under which both safety risks and business related risks are managed, for a large rail operator in Australia.

Anthony has over 25 years experience of risk management, safety, and reliability support on multidisciplinary projects mainly in the rail industry. He has been involved in preparing and updating Risk Assessments and Safety Cases in the aerospace, transport and nuclear industries and also has experience in change management and negotiations with funding and regulatory authorities.

Marc-André Roy is a Principal with CPCS. He focuses on helping clients introduce private sector participation in transport infrastructure and operations in the rail, urban transit, and ports sectors. He is currently the Project Manager of the Transaction Advisory team for the Amman-Zarqa Light Rail System (LRS) project in Jordan. Other recent assignments have included advisory services related to the concessioning of the Nigerian Railways and the greenfield development of the Trinidad Rapid Rail System, as well as financial analysis of rail projects in Brazil and Tanzania. He has completed assignments funded by the World Bank, the Asian Development Bank, and various national governments in the Middle East, Africa, Asia, and South America.

Mr. Salpeas is a dual degreed engineer from the University of Pennsylvania with Master Degrees in both Civil (MSCE) and Systems (MSSE) Engineering. He also holds a BS in Economics from the University of Athens, Greece. He taught transportation engineering at the Civil Engineering Department of Widener University in Chester, Pennsylvania, and has published more than 55 professional paper, reports and articles.

His professional experience exceeds $5 billion in rail transit construction in three of the largest U.S. metropolitan areas: Washington, DC, San Francisco, CA, and Philadelphia, PA.

Mr. Salpeas is a Certified Construction Manager and a member of several professional engineering societies. He was the 2005 Chairman of the Capital Projects Committee for the American Public Transportation Association; recipient of the 2004 Design Build Institute of America (DBIA) Distinguished Leadership Award; the American Society of Civil Engineer 2003 Outstanding Civil Engineering Award for Completion of the 103-Mile Washington Metrorail System; the California Transportation Foundation 1997 Tranny Award for the BART-Colma Station Extension; 1996 American Public Works Association Project Manager of Merit for the BART-Colma Station Extension; and the Pennsylvania Society of Professional Engineer Award 1989 for Engineering and Construction of the Frankford Elevated Reconstruction Project.
