Neil Brenann Neil has been in his current position for 8 years bringing his total years as CEO to 15, which includes past CEO positions at Western Region Water Authority and Macedon Region Water Authority. Neil has been employed within the Victorian Water Industry for some 25 years. Neil is currently a Director on the Board of the Electricity and Water Ombudsman Scheme Victoria (EWOV). Neil’s academic achievements include a Graduate Diploma in Management and a Masters in Business Leadership.

David Campbell was born in Bulli in the heart of the seat he now represents in the NSW Parliament.
He is married to Edna and they have two adult sons.
After four years as councillor on Wollongong City Council, and eight years as the Lord Mayor of
Wollongong, he was elected as the Member for Keira in March 1999. He was re-elected in March 2003,
and became a minister. The portfolio of Water Utilities was added after a Cabinet reshuffle on
February 17, 2006.

David was appointed a Fellow of the University of Wollongong in 1995. He has been a member of the
University of Wollongong Council since 2003.

David’s policy interests include regional economic development, urban planning, community access and
community service issues, with a long-term approach to public policy.
He is an avid sports fan, and a recreational swimmer


Dennis Cavagna,

Dennis Cavagna was appointed Managing Director of South East Water, September 2001. South East Water is one of Melbourne’s three retail water companies providing water and sewerage services to the south eastern suburbs of Melbourne, the Mornington Peninsula and the Berwick-Pakenham corridor.Dennis was previously the company’s General Manager Finance, which he held since the company’s beginning in 1995. Prior to this, Dennis held a variety of senior management positions in Melbourne Water, a former predecessor water board and the then Water Resources Department. Before joining the water industry in 1983, Dennis spent twelve years with Telecom Australia in a range of financial and IT positions and six years with firms of chartered accountants in Melbourne

Cr Ron Clarke,

The Hon. Ron Clarke MBE was elected Mayor of Gold Coast City in March 2004. An icon in sporting circles, Ron set 19 world records between 1963 and 1970, in races ranging from two miles to 20 kilometres. He has set a series of goals to help Gold Coast City continue its growth in a sustainable manner, including the development of an efficient transport infrastructure and ferry network to meet current and future needs. He has also identified water supply as one of the major issues to be addressed in the City.

The Hon. Richard Colbeck was appointed as the Parliamentary Secretary to the Minister for Finance and Administration in January 2006 and has been a Senator for Tasmania since February 2002. He is responsible for a number of key areas under the Finance and Administration portfolio, including Public Private Partnerships for infrastructure development, Commonwealth purchasing and procurement policy, the Commonwealth Grants Commission, and oversight of some of the Australian Government’s major construction projects as delegated by the Finance Minister.

Mr Cox is the Chief Executive Officer and Full Time Member of the Independent Pricing and Regulatory Tribunal. Mr. Cox has held positions with the Reserve Bank of Australia, the Department of Prime Minister and Cabinet and the Social Welfare Policy Secretariat of the Department of Social Security. He was a Principal Economist at the Office of EPAC between 1986 and 1989 and between 1989 and 1992 was a consultant to the New South Wales Cabinet Office. Mr. Cox was Principal Adviser to the Government Pricing Tribunal of New South Wales since 1992 and a Member of the Tribunal since January, 1996. He was Acting Chairman of IPART during 2004. Mr. Cox was a visiting fellow at Monash University during 1985 and has assisted the New Zealand Government with social policy changes during the early part of 1991. Mr Cox has written extensively on economic and social policy issues. This work has been published, among others, by the New Zealand Business Roundtable and the Centre for Independent Studies.

Euan has recently been appointed to an Expert Panel by the Ministerial Council on Energy to review regulatory arrangements associated with the ongoing reforms to energy markets. He is also an Independent Expert under the National Electricity Rules and a member of the Trade Practices Committee of the Law Council of Australia.

Mark Pascoe has worked for his 30 year career in the water industry – predominately in Brisbane, Australia. He spent many years with Brisbane City Council where his most recent position was as the Manager, Water and Sewerage. He was for a brief period the Queensland Operations Manager of Woodward-Clyde Pty Ltd, an environmental engineering consultancy. He left the BCC role to take up the position of Deputy Director, International Water Association in London, which he held for three years before returning to Brisbane recently. Mark has held positions of President, Australian Water Association; Board Member, Water Services Association of Australia; Board Member, Co-operative Research Centre, Water Quality and Treatment; Board Member, Global Water Research Coalition. Recently he has been elected as the President of the Australian Water Partnership ( the Australian presence of the Global Water Partnership and is a Director of Environment Business Australia. Mark is the CEO of the International WaterCentre.
