Peter Cohen is the inaugural Executive Commissioner of the Victorian Commission for Gambling Regulation, the body which came into operation on 1 July 2004 to consolidate the regulation of all gambling activities in the State of Victoria. As the only full-time member of the three member Commission, Peter is the Chief Executive Officer of the Commission and has day-to-day responsibility for the regulation of all gambling offered in Victoria, including the casino, slot machines in over 520 venues statewide, keno, pari-mutuel betting, sports betting, lotteries and charitable gaming.
Peter has worked in the Victorian Public Service for over 20 years. In that time he has had positions in a variety of portfolios including Sport and Recreation, Tourism and Consumer Affairs. After nearly two years as a Senior Policy Adviser in the Cabinet Office within the Department of Premier and Cabinet, he joined the Victorian Casino and Gaming Authority in mid-1996.
In his time at the Victorian Casino and Gaming Authority, now known as the Victorian Commission for Gambling Regulation, he has had management responsibility for each of the three business units - Licensing, Compliance and Gambling Operations. In September 2002, Peter took on the role of Director of Gaming and Betting which was the Chief Executive Officer. At the same time, Peter held the position of Director of Casino Surveillance.
Peter is on the steering committee of the International Association of Gaming Regulators.

Dean DiLullo is the Vice President and General Manager of Fiesta Rancho Casino Hotel in North Las Vegas, NV. He enjoys over 20 years of experience in the gaming entertainment industry. Fiesta Rancho Hotel & Casino is owned and operated by Station Casinos, Inc. (NYSE: STN) While the Fiesta brand differs from the Station properties, the principles of value for the dollar, loose slots, the best guest service and quality dining options are the core values that make the Fiesta properties among the best local entertainment destinations in the Valley. The newest addition to Fiesta Rancho was the 2004 grand opening of the Sobe Ice Arena at Fiesta Rancho, a $7.5 million capital investment to the community, which DiLullo was instrumental in seeing to fruition. DiLullo, a 10-year veteran to Station Casinos, has helped lead the company through a decade of tremendous growth. Prior to joining Station Casinos, DiLullo held various executive positions over a 10-year period with the Rio Suite Hotel & Casino including a three-year stint as its Director of Marketing. DiLullo earned an MBA from the University of Nevada, Las Vegas in 1988 and a Bachelor of Science in Finance from Arizona State University in 1986. He resides in Las Vegas. Mr Chris Downy, Executive Director, Australian Casinos Association
Mr. Downy joined the Association in October 2000. He was previously Head of Corporate and Government Relations at Sydney Airports Corporation, a position he held from July 1998. He had previously been Manager, Community and Government Relations for Sydney Airport from January to June 1998. Prior to that he was Member for Sutherland in the NSW Parliament from March 1988 to December 1997. He was Shadow Minister for Sport and Recreation with responsibility for Racing and Gaming issues in the Legislative Assembly from 1995 to 1997 and was Minister for Sport, Recreation and Racing in the Fahey Government from May 1993 to April 1995.

Mr David Elliot, Executive Officer, Australian Hotels Association
David Elliott was born in Sydney in 1970 and was educated at Christian Community High School before completing degrees in Arts and Public Policy. During his University years David worked for a number of Parliamentarians including then Senator Bronwyn Bishop and The Hon John Howard MP. As a student, David also joined the Army Reserve.
On graduating, David spent two years with the NSW Police Media Unit and worked on a number of high profile operations, including Task Force Air which lead to the arrest of notorious backpacker murderer Ivan Milat. In 1995 David transferred to the Regular Army and, following studies at the Royal Military College, Duntroon, was commissioned into the Australian Army Public Relations Service.
A long-time friendship with then NSW Opposition Leader, the Hon Peter Collins QC MP saw David return to the political world as his senior press secretary in 1997. Following the change of leadership in the NSW Liberal Party in 1999, David was invited to be the National Campaign Director of the "No Republic" campaign. Under his administration David saw a successful "No" vote in every State of the Commonwealth. In the same year he completed a Master of Arts (MA) in political communication.
January 2000 saw David return to the regular Army and posted to the multi national peacekeeping forces in Bougainville, Papua New Guinea, for which he was awarded the Australian Service Medal.In 2001 he was awarded the Centenary Medal for Services to the Debate on Constitutional reform.
He returned to Australia and opted for a "career sabbatical", working for a major international charity until January 2004 when he joined the Australian Hotels Association were he is the NSW Executive Officer. He is a lay-member of the NSW Law Society Professional Conduct Committee and has commenced a Diploma of Law.
David is married to Nicole and they have two young sons, Lachlan and William. He is a member of the Union Club (Sydney) and the Castle Hill RSL. His interests include rugby, sailing and golf and he remains active in his local community.

Mr Brian Farrell, CEO, Casino Control Authority
Brian Farrell has over 28 years experience as a Government regulator. The last 19 in gambling regulation in Queensland, Victoria and New South Wales spanning casinos, gaming machines, wagering and lotteries.
Brian’s gambling regulatory career commenced when he joined the Casino Control Division of the Queensland Treasury Department before the opening of Jupiters casino in 1985. In 1989, when the Queensland Government moved to legalise gaming machines in clubs and hotels, Brian as Compliance Manager of the Machine Gaming Division was responsible for developing the facilitating legislation and implementing the associated regulatory control programs.
In 1994 Brian joined the Victorian Casino and Gaming Authority as Manager Gambling Operations, Audit and Finance. In that role he was responsible for the operational activities of the providers of lotteries, gaming machines, wagering and casino gambling in Victoria. This included evaluation and approval of gambling products and systems, revenue collection, audit and inspection programs. Brian also chaired two National working parties which developed the first Australian/ New Zealand National Standards for Gaming Machines and the internationally recognised Regulatory Control Model for Interactive Gambling.
More recently Brian has overseen significant changes to casino regulation in New South Wales. In particular a return to a focus on precluding criminal exploitation of casino operations and redefining the Casino Control Authority’s relationship with Law Enforcement Agencies.
Brian’s experience in three States and in regulating the various forms of gambling places him in a unique position to comment on the development of gambling regulatory practices.

Mr Duncan Fischer, CEO, Tattersall's
Duncan Fischer was appointed Managing Director and Chief Executive Officer of Tattersall's Holdings, in 2000, following eight years as Chief Financial Officer of Tattersall’s. Duncan is a director of Uthingo, a Director of EssNet, Chairman of the Australian Gaming Council; immediate past President of the Australian Southern Africa (Victoria) Business Council, and Director of a number of Tattersall’s subsidiaries and strategic investments including: Wintech Investment, Carentan Investments, Thuo Gaming Western Cape, EssNet Interactive and TattsNet.
Duncan is also a Board Member of the Committee for Melbourne, a member of the Australia Day Committee, board member of the Very Special Kids Foundation, board member of the Arts Angels Council of the Victorian Arts Centre, and a member of CARE Australia Corporate Council.

Glenn Goulet, President, Gaming Strategies + Insights, USA
Glenn Goulet is a seasoned market researcher with more than 20 years strategic research experience including early research stints at ABC News, the Republican National Committee and Market Strategies, Inc., the 19th largest market research firm in the United States. He has served on the polling teams of two U.S. Presidents.
In 1992, Mr. Goulet conducted his first market research study for the gaming industry – a comprehensive pre-opening market study for the MGM Grand in Las Vegas. For many years he was a member of the market research team at GTECH Corporation, the world’s leading online lottery technology provider. Over the years he has directed the annual Americans Respond to Gaming Survey and The World Player, a psychographic look at gaming across several continents.

Mr Andrew Harding, CEO, Australian Racing Board
Andrew Harding is Chief Executive of the Australian Racing Board, the national peak body for the Australian thoroughbred racing industry. He is also the Secretary-General of the Asian Racing Federation and a member of the Executive Council of the Paris-based International Federation of Horseracing Authorities. He was previously Executive Manager at the Queensland Principal Club, the statutory control body responsible for the administration of the thoroughbred racing industry in that State. Before working in racing administration he practiced as a lawyer.

Mr Alec James, Director Business Development, Lotterywest
After holding various senior executive positions within the Financial Services industry over a period spanning more than 15 years, Alec James joined Lotterywest (then known as the Lotteries Commission of Western Australia) in 1995 as Director Sales and Marketing. In this role, Alec was responsible for a sales budget of about $500M per year and managing a network of 580 retail outlets.
During the 10 years he has been with Lotterywest, Alec has played a key role in many national and state lottery marketing initiatives. He was heavily involved in the introduction of Powerball into Australia in 1996 and has played a leading role in various changes to national Lotto games in as well as with the introduction of a 3 digit numbers game (‘Cash 3’) into the Western Australian market.
In 2002 Alec was appointed to his current position of Director Business Development at Lotterywest, a role that sees him with responsibility for leading the identification, investigation and development of proposals for future business directions and strategies for the organisation.
Alec is also on the Governing Council of a leading Perth private school, Wesley College, and has served on the Board of the West Australian Hockey Association.

Mr Neil Jensen, Director, AUSTRAC
Neil Jensen is the Director of the Australian Transaction Reports and Analysis Centre (AUSTRAC), which is Australia’s AML/CTF Regulator and Financial Intelligence Unit. Mr Jensen was appointed Director in September 2002 for a period of four years. Mr Jensen commenced with AUSTRAC in September 1989. Mr Jensen has represented AUSTRAC throughout Australia on many issues - in public forums; at combined meetings of representatives of financial and law enforcement organisations; and, before Australian parliamentary committees. He has also represented AUSTRAC in international forums in Australia, North America, Europe, the Caribbean, and throughout South East Asia and the Pacific. In the Egmont Group of Financial Intelligence Units comprising 101 countries, Mr Jensen is presently the Co-Vice Chair of the Egmont Committee and Chair of the Training Working Group. Mr Jensen is also Australia’s Head of Delegation to the Asia Pacific Group on money laundering comprising 28 countries. Prior to commencing at AUSTRAC, MrJensen had involvement in investigation of restrictive trade practices over a period of 14 years. Mr Jensen holds a Bachelor of Arts Degree from La Trobe University in Melbourne, Australia, majoring in legal studies. He was awarded the Australian Public Service Medal in 1995 for his contribution to Australia’s anti-money laundering program.

Mr Wayne Jones, Director, Sportingbet Australia
Wayne Jones is a Director of Sportingbet Australia – Australia’s Biggest Bookmaker. Wayne has a degree in Law as well as Computer Science and is a qualified lawyer. Wayne had 15 years in the IT industry in sales, marketing and general management with Honeywell and Unisys prior to starting his own consulting business mostly in the Gaming and Wagering industry. Until joining Sportingbet last year, Wayne had long term assignments for companies such as Access Systems (online casino software), Universal Music, BizDigital (online), ABB, Federal Hotels, PBL (Crown Casino and Ecorp), Next Generation Gaming (Game developers) and Jupiters Limited (Centrebet and Jupiters International). Wayne has had a variety of roles in the gaming and wagering industry including marketing, commercial advisor, business development, Merger and Acquisitions, lobbyist and risk management.

Mr Con Kafataris, CEO, SportOdds
Con Kafataris has been bookmaking for twenty-five years and is Sydney’s leading rails bookmaker and CEO of Australia’s sports betting companies, SportOdds and Centrebet.
In 1990, Con acquired the Civic Video Group consisting at that time of 50 stores. In the ensuing twelve years the Group developed the franchise system to over 340 stores, with group revenues in excess of $200,000,000 per annum.
The business systems and management practices developed through the growth of Civic, which included general administration, finance, marketing, retailing, information technology and distribution, proved extremely useful in the development of the SportOdds venture, which commenced in the ACT in 1995, and allowed the Company to both determine and fulfill customer requirements in an equally competitive market environment.
Besides now being licensed in five Australian jurisdictions, in January 2003 the Con obtained a licence in the United Kingdom and commenced operation there in August 2004. The UK operation provided the springboard for expansion into Europe and consolidated Centrebet’s strong position in Europe.
In October 2003, the SportOdds Group acquired Centrebet Pty Limited and the combined businesses now form one of the world’s largest privately owned sports betting business.

Mr Andrew MacDonald, General Manager, SKYCITY Entertainment Group

His role involves identifying and pursing gaming opportunities for SKYCITY internationally; taking a customer viewpoint to co-ordinate operational inputs to system development projects; and managing SKYCITY’s international team. Andrew was previously the Director of International Gaming Development for PBL.

Mr Michael Malouf, CEO, Carlton Football Club
Michael Malouf is currently Chief Executive Officer of the Carlton Football Club and The Carlton Cricket & Football Social Club - a position he has held since July 2003. The Carlton Football Club is the most successful Australian Rules Football Club, along with Essendon, having won 16 Premierships in its 140 year history. It is however facing its greatest challenges both on and off the field in its long and proud history – a challenge that Michael knowingly and willingly has accepted.Prior to coming to Carlton he enjoyed over 27 years in the Local Government industry commencing at the City of Keilor through to the Melbourne City Council where he spent six years as its Chief Executive Officer immediately prior to joining Carlton.His career has included stints as the Chief Executive Officer of the City of Werribee and then Wyndham and also at the State’s second largest Municipality with a population of over 200,000 – the City of Greater Geelong.
At the Capital City of Melbourne Michael was responsible for a Local Government budget in excess of $200M per annum, an investment portfolio in excess of $150M, and the delivery of over 400 different products and services to the City of Melbourne.Michael has been involved in a number of committees and boards including CityWide Service Solutions Pty Ltd, the Regent Theatre Management Company, the Melbourne Symphony Orchestra, the Australia Day Committee, the Committee for Melbourne and the Alannah & Madeline Foundation. He is a qualified Civil Engineer and has an MBA qualification amongst others. He is a Fellow of the Institute of Engineers Australia, a Fellow of the Institute of Public Administration, Australia (IPAA) and a Fellow of the Australian Institute of Company Directors (AICD).
Michael is married to Linda and lives in Geelong and has five children.

Ms Mary Marquass, Responsible Gaming Liaison Manager, Jupiters and Treasury Casino
Conrad Jupiters and Treasury Casinos employed Mary Marquass as their Responsible Gambling Liaison Manager in January 2002. She has recently been appointed the Queensland Manager for Tabcorp’s Casino Division. This change expanded the role to include Jupiters Townsville Hotel and Casino in her portfolio. Key responsibilities of her role include the implementation of responsible gambling initiatives in line with Queensland’s Responsible Gambling Code of Practice. Mary represents the organisation on several relevant government, industry and community committees; she coordinates and facilitates internal responsible gambling training programs; provides a support role to casino staff and liaises where appropriate, with customers who are experiencing difficulties with their gambling behaviour.
Mary has over a decade of experience working in the area of problem gambling and more recently responsible gambling initiatives.
From 1993 to 2001 Mary worked for the community sector in program management and direct service delivery. In addition to her management role, she worked with problem gamblers and their families providing a broad range of counselling support services. During the last two years in the Community Sector, Mary contributed to the development of Queensland’s Responsible Gambling Code of Practice as a member of the working party responsible for the development and writing of the self-regulatory Code for all gaming and wagering operators in the State.

Mr Nigel Morrison, Chief Executive- The Federal Group, Federal Hotels and Wrest Point Casino
As Chief Executive, Nigel oversees the management of the operations and the shared service functions of Sales and Marketing, IT, HR and Finance.
Federal employs over 2,000 people in Tasmania and turns over in excess of $350m and for each of the last 4 years has experienced record growth.
As an organization Federal has diversified significantly into tourism and invested heavily in systems and technology over the last 4 years to manage its expansion and organic growth.
Prior to joining Federal in mid 2000, Nigel was the Chief Operating Officer of Crown Limited, having joined Crown upon its formation in 1993 as Chief Financial Officer.

June Roache, CEO, South Australian Lotteries
June Roache is Chief Executive of South Australian (SA) Lotteries and currently Vice Chairman of the Asia Pacific Lottery Association.
Prior to joining SA Lotteries, she was Chief of Staff to the South Australian Cabinet Minister for Transport and the Arts and a senior executive with the South Australian TAB.
June has a Bachelor of Accounting from the University of SA and a Graduate Certificate in Management from Monash University (Victoria, Australia).
Her professional associations are as a Fellow of the Australian Institute of Company Directors, a Fellow and Certified Practicing Manager of the Australian Institute of Management, an Associate of the Australian Society of Certified Practicing Accountants and a Justice of the Peace in South Australia.

Mr Rick Smith, Executive Director, Interactive Gaming Council, Canada
Rick Smith, Executive Director, Interactive Gaming Council (“IGC”) has been with the IGC since March 2000. Rick manages IGC resources in its dealings with regulatory, governmental, industry (gaming and non-gaming) and political contacts. Rick has drafted papers for international publications and the media, prepared submissions to gaming reviews and bodies such as FATF and NCLGS, drafted testimony to be presented before Committees in Washington D.C., authored a chapter in the Internet Gaming Report and provided input on various topics within the industry. He has spoken widely on subjects pertinent to the industry both in a public and a private forum.
Prior to the IGC, Rick served for 15 years as a gaming regulator with the Queensland Office of Gaming Regulation, Australia (QOGR) and the Department of Internal Affairs, New Zealand (DIA). With QOGR Rick drafted rules and regulations for interactive gambling based on the draft model for the regulation of interactive gambling revamped as the “AUS Model” while with the DIA, Rick managed the government regulatory resources during the start up of casinos in Christchurch and Auckland. He also performed a national review of the licensing regime for gaming machines. His regulatory background includes extensive knowledge and experience with traditional land-based gaming regulation.
Rick has a Bachelor of Commerce degree and a Post-Graduate Diploma in Information Processing from the University of Queensland, Australia.

Kevin Smith, Director of Communications, BETonSPORTS
Kevin Smith joined the management team of online gambling firm BETonSPORTS plc in the autum of 2005 as its Director of Communications. In his role he manages all of the corporate communications, public relations, media relations and other business initiatives. He helped guide BoS' sponsorship direction in NASCAR's Nextel Cup Series and other prominent U.S.-based sporting events. BETonSPORTS operates nearly 20 online gambling brands including online sports betting, casino gambling, poker, and bingo sites.Prior to joining BetOnSports, Smith covered the interactive gambling industry for more than five years as a reporter for Interactive Gaming News and researcher for River City Group. He had a distinguished career in sports journalism prior to writing for IGN and leveraged his sports knowledge into the gaming industry. Among Smith's areas of expertise in online gaming are the P2P sector, Europe and the United Kingdom, interactive TV, and the convergence of land-based properties into the interactive industry.

Mr Trathen has a long history of involvement in the construction and development industry. He has had extensive experience in South Africa, New Zealand and Australia with a key focus on the initiation and execution of major projects. These include the Wellington Civic Centre, Auckland’s Viaduct Basin and while with Jupiters Limited, the Treasury Casino in Brisbane and the Gold Coast Convention & Exhibition Centre.
As a member of Jupiters’ Senior Executive Team for many years, Mr Trathen also had responsibility for a number of the Jupiters’ business units. Peter joined City Pacific Limited in February 2005 to oversee the property and development arm of that business. He is a director of City Pacific Limited as well as CP1 Limited. He is also the Managing Director of City Pacific Project Management which is responsible for the management of several major projects in Queensland and Victoria. These include projects for Tabcorp Holdings Limited notably the expansion and rejuvenation of the Conrad Jupiters casino complex on the Gold Coast and the Townsville Ocean Terminal and related residential development project which surrounds the Jupiters Townsville Hotel & Casino. Mr Trathen is the current Chairman of the Gold Coast Chapter of the Property Council of Australia.

Mr Steve Van Zwieten, General Manager, Panthers World of Entertainment
Steve Van Zwieten is the General Manager for Panthers World of Entertainment - Penrith and has been with Panthers for 15 years. Steve is part of the Senior Management Team for Panthers Entertainment Group. Panthers World of Entertainment is the largest licensed club in the Southern Hemisphere and at present Panthers has 14 licensed clubs in the state of New South Wales, Australia.
Steve is currently a SRVP (Senior Regional Vice President) of ASIS International and former NSW Chapter Chairman, a current member of the ASIS International Security Gaming and Wagering Council of ASIS International and former founding Chairman of Australasian Security Gaming and Wagering Committee. The Australasian Committee comprises of representation from major casinos and licensed clubs throughout Australasia. This committee provides professional development to the gaming industry and its members.
Each year from 1995, the Committee conducts a number of seminars and exhibitions held in U.S.A. and Australasia. Steve has appeared as a guest speaker at gaming seminars, security seminars both internationally and in Australia on many occasions. Steve is a CPP (Certified Protection Professional). The CPP Certification is an internationally recognised accreditation. In summary, Steve has had 25 years in the security industry starting from the grass roots level as a bouncer in hotels and progressing through experience and education to the Corporate Director of Security and Surveillance for Panthers Entertainment Group before taking on his new role.
Steve has been able to bring Panthers organisations around to provide a professional level of totally integrated security management systems. Through Steve’s leadership Panthers is recognised throughout the industry as leaders in security and surveillance both here in Australia and abroad.

Linda Woo has been involved in the regulation of gaming for almost 20 years. She is the Director of Licensing and Gaming Services in the Queensland Office of Gaming Regulation (QOGR). QOGR regulates all forms of legal gambling in Queensland (casinos, gaming machines, keno, lotteries, wagering, interactive gambling, charitable lotteries, raffles and bingo).
Linda has been an active participant in a number of Australian/New Zealand national regulatory working groups including, New Technologies, Interactive Gambling, Gaming Machine National Standard and the Betting Exchange Task Force.
She has worked in a variety of Commonwealth and State government departments including the Industries Commission, Australian Taxation Office, Queensland Audit Office, Corporate Affairs and Department of Justice. She has been with Queensland Treasury since 1991.
She holds degrees from the University of Queensland (B.Com.) and Queensland University of Technology (B.Laws).

Mr Rod Woolley, General Manager, Dunedin Casino
Rod has been General Manager of Dunedin Casino from before opening in 1999 to present time and with over 30 years experience in the casino industry, he brings a high level of knowledge and expertise which has proved invaluable to the success of Dunedin Casino.
His previous experience includes 12 years in Government Control of casinos as a Government Inspector and later as Senior Government Inspector with the Tasmanian Gaming Commission at Wrest Point Casino, Hobart.
He then went on to work, for 12 years, in various positions at 3 ITT Sheraton properties at Townsville Casino/Hotel (Australia), Sheraton El Gezirah Hotel/Casino (Egypt) and Sheraton Port de Plaisance, St Maarten (Netherland Antilles), Caribbean.
