Professor Frank Ashe, Associate Professor, Macquarie University Applied Finance Centre
Frank Ashe has been an Associate Professor at the Macquarie University Applied Finance Centre since January 2002, with research interests in governance and risk, financial risk management, robustness of investment portfolio construction techniques, market risk management, and the statistical underpinnings of Applied Finance. He previously held a Visiting Fellowship with the Centre. Prior to the position at the Applied Finance Centre, Dr Ashe has worked in Australia and Canada with insurance companies, investment management firms, and in software development and consultancy. His 20 years of practical experience has been predominantly in the measurement and management of financial risk, with an emphasis on asset-liability management, and developing risk measurement and management tools for novel situations.
He is a regular presenter at industry seminars and colloquia, and is currently President of the Australian Q-Group.
Dr Ashe obtained his PhD in Operations Research from the University of New South Wales.

Mr Peter Dale, Executive Officer, Riverina Regional Development Board
Peter Dale has been the Executive Officer for the Riverina Regional Development Board since February 2000. He was directly involved in the Board's Telecommunications Working Group that developed the 2nd and 3rd stages of the Board's Telecommunications Strategy leading to the implementation of Riverina…first, an alliance between the Board and Telstra Country Wide, with the support of 20 Local Government Councils in the Riverina.
He has been an elected member of Wagga Wagga City Council for 22 years, and is the longest serving member on the current Council. He served terms as Mayor (1995-1997), Deputy Mayor (1986-1989) and Chairman of Riverina Eastern Regional Organisation of Councils (1995-1999). He is currently Chairman of Council’s Airport Advisory Committee for Wagga Wagga Airport. During his term as Mayor, he was the principal negotiator for the sale of Wagga Wagga City Council's Natural Gas Business which was sold to Great Southern Energy for $56 million.
Peter is also currently Chairman of Claims Committee representing the Local Government Association of NSW on the Board of Statewide Mutual, the principal mutual liability insurer for Local Government in NSW.
He was a fully licensed Real Estate, Business, Stock and Station Agent and Qualified Property and Strata Manager for 30 years. As well as owning and operating his own real estate company, Peter and his wife Barbara established and operated a general store, hairdressing salon and bulk cleaning products franchise and managed major motel and restaurant facilities in Wagga Wagga between 1980 and 1990.
Peter is currently a member of the Board of Riverina Area Consultative Committee, Charles Sturt University Centre for Rural Social Research Advisory Board, Charles Sturt University Regional Consultative Committee and the Riverina Regional Telecommunications Advisory Board.

Mr Graham Dooley, President, Australian Council of Infrastructure Development
Graham Dooley joined United Utilities Australia in 1991 as Managing Director. In this role he manages the interests of United Utilities in Australia and New Zealand as well as supporting the company’s projects in Asia.
United Utilities Australia (UUA) has been successful in winning water industry build-own-operate contracts in NSW, Victoria and three in SA as well as a number of design – build – operate plants and a large outsourcing. In each of the financed projects, UUA is an owner and the operator of the plant. Altogether, over $250M of private finance has been invested.
In industry, United Utilities has designed, constructed and is now operating one of Australia’s most innovative and largest desalination plants for BHP Billiton at their Yabulu Nickel Refinery in Townsville.
Before this, Graham worked for the Sydney Water Board and for two other large Australian companies. At the Sydney Water Board, he filled several senior management roles including operations manager for sewage treatment. In this position he was responsible for managing all aspects of the board’s 31 metropolitan and Blue Mountains sewage treatment plants.
Graham is currently President of the SA Branch of the Australian Water Association and Chairs the national Water Group of the Australian Council for Infrastructure Development. He also sits on the Board of the Water Industry Alliance.

David is the Chief Executive Officer of Australian Rail Track Corporation Limited.
David was appointed Chief Executive Officer in June 1998. Prior to this appointment, David has held a range of positions in utility groups and government agencies.
These appointments include; Managing Director of Australian Water Technologies Pty Ltd, Group General Manager of Sydney Water Corporation and Senior General Manager of PGT Corporation.
Prior to his present position, David was Senior General Manager, Project Development for PG&E Corporation, Australia.

Mr Stephen Rochester, CEO, Queensland Treasury Corporation
Stephen Rochester is Chief Executive of Queensland Treasury Corporation (QTC), the State’s central financing authority and corporate treasury services provider. With over twenty-seven years’ experience in public sector financing, Stephen has been involved in all aspects of the provision of corporate treasury services to the Queensland public sector as well as the establishment and operation of domestic and offshore borrowing programs, the development and implementation of liability management strategies and the provision of infrastructure funding and financial risk management services.
In addition, Stephen has extensive experience in Australian Loan Council and related Commonwealth/State financial matters and played an integral role in the establishment of Queensland Treasury Corporation in 1991.
In August 2003, Stephen was awarded national “Public Sector Financial Manager of the Year” as part of the 2003 CFO Awards (CFO is a publication from the Fairfax Business Media Group).
Stephen enjoys historic motorsport, diving, and surfing, and is married with two children.

Mr Tim Rothwell, Chief Financial Officer, Brisbane Airport
Tim is responsible for BAC’s financial direction, policy and control and management information technology and systems.
He has a Bachelor of Arts (Economics and Accounting) from University of Newcastle-Upon-Tyne (UK), is a Fellow of the Institute of Chartered Accountants (UK), a Member of the Australian Institute of Company Directors and of the Financial Executives Institute of Australia.
Prior to his appointment with Brisbane Airport in 1994, Tim held senior financial, project, marketing and general management positions in the development and tourism industries.
In the UK this included five years as Finance Director of a subsidiary of Barratt Developments, a major public company. From 1984 he was a development Manager with Lend Lease in Sydney, responsible for the successful rezoning, master planning and early stages of development of a new suburb.
Tim moved to Queensland in 1987 to take up the position of Commercial Manager with a large public property company. Prior to joining FAC Brisbane Airport, he was Assistant General Manager of the Australian Indy Car Grand Prix responsible for operations, construction and financial control.
With FAC Brisbane Airport, Tim was responsible for financial control, information technology and corporate and public relations.
Experience at Brisbane Airport includes :
• As a member of the project control group for the $240m award winning international passenger terminal opened in September 1995. • Responsibility for liaison with the Federal Government’s Office of Asset Sales and financial due diligence during the privatisation of the airport in June1997. • Attendance at all board meetings and Finance and Risk Management Committee meetings of the board of Brisbane Airport Corporation, since its inception in July 1997. • Refinancing and managing $1 billion of external debt, including $700m of credit wrapped domestic bonds. • Airline charges negotiations.

Dr Kerry Schott, Executive Director, private projects and asset management, NSW Treasury
Dr Kerry Schott is Executive Director, New South Wales Treasury where her work involves privately financed projects, policy concerning physical asset management and the Government’s property portfolio. Prior to this appointment she spent 15 years as an investment banker including roles as a Managing Director at Deutsche Bank and Executive Vice President at Bankers Trust Australia. As an investment banker Kerry’s focus was on infrastructure, restructuring and privatisation. She has lead major restructures and transactions including the establishment of National Rail; the merger of ANL Terminals and Patricks; the establishment of the Adelaide - Darwin Railway; the restructure and sale of Westrail Freight; the demutualisation and IPOs of National Mutual (now AXA Asia Pacific) and AMP; the restructure of SGIC (WA) and the later IPO of SGIO; the sale of SGIC (SA); the IPO of GIO; and the sale of Ayers Rock Resort.
Kerry has also worked as an economic policy adviser at the Reserve Bank of Australia and for the Commonwealth Government, where she worked in the Department of Employment and Industrial Relations and as a Ministerial Advisor to the Minister for Foreign Affairs.
Kerry has a doctorate from Oxford University (Nuffield College), a Master of Arts from the University of British Columbia, Vancouver and a first class honours Bachelor of Arts degree from the University of New England, Armidale. As a student she received a number of awards including the Economic Society prize for the best Honours thesis; an Overseas Commonwealth Scholarship; a Nuffield Fellowship; the PWS Andrew prize for industrial economics research; and she was made Fellow of the Royal Society of Arts for her contributions to British industrial design. She has taught at Southampton University, University College London, Oxford University and been a Visiting Professor at Princeton University.
She has also been the Chairman of the Environment Protection Authority in New South Wales, a Director of Sydney Water, Chair of the NSW Film and Television Office, Director of the Film Finance Corporation Limited and Director of Australian Airlines Limited until their merger with Qantas. She has been a member of the Corporations and Securities Panel and a Trade Practices Commissioner.

Mr Craig Sherrin, Institute Director, Southbank Institute of TAFE
Craig Sherrin is Director of the Southbank Institute of TAFE. Southbank Institute is the largest TAFE Institute in Queensland and delivers professional courses and the States largest range of Vocational Diplomas and Advanced Diplomas to over 30,000 students annually. Southbank Institute’s courses attract students from across Queensland, Australia and overseas. Prior to his appointment at Southbank in December 2000 he was Director of the North Point Institute of TAFE. He also sits on the TAFE Queensland Board.
Craig began his professional career as a science teacher in the 1970’s. He later became a Research Officer to the then Minister for Education. Following a term in State Parliament representing the seat of Mansfield, he was appointed the first manager of the Vocational Education and Training Technologies Centre. He was then appointed to the position of Director Training and Delivery Services in February 1992. In 1994 he moved to North Point Institute of TAFE.
Craig Sherrin holds a Bachelor of Science, Diploma of Education, Bachelor of Educational Studies and Master of Educational Studies.
