As president of the mobile commerce division of First Data International, Nandita Bakhshi is responsible to drive the development of the mobile payments sector for First Data. Bakhshi joins First Data from U.S. financial services firm, FleetBoston, and will head up First Data’s key mobile payments subsidiaries, Eposs and Encorus. In her previous role as director of the Deposit and Payment Product Group for FleetBoston Financial, Bakhshi managed consumer deposits and payments. Baskhshi also served as the Director of Alternative Delivery at Home Savings of America. Where she was responsible for the strategic planning and development of electronic distribution channels including Automatic Teller Machines (ATMs), consumer cards, Express Banking and Bank-by-Phone. Before joining Home Savings of America, Baskhshi served for seven years with Bank One Corporation in a variety of positions, including marketing director, product/segment manager and sales manager for the retail group. Bakhshi holds a Master’s Degree in International Relations from the University of Calcutta, India, and a Bachelor’s Degree in History from the University of Calcutta.

Ms CHEUK Mee-chan, Rose is a Superintendent of the Hong Kong Police Force. She holds a Master Degree in Training and Human Resources Management and is currently Head of Counterfeit and Support Division of the Commercial Crime Bureau (CCB), responsible for the prevention and detection of counterfeits of monetary instruments and the provision of support services to the Bureau.
In her 25-year Police career, Ms CHEUK spends some 15 years in the field of criminal investigation which includes :-
Some 7 years as a crime manager in CCB Fraud Division, responsible for the investigation of major Fraud cases in Hong Kong.
2 years as the Head of Criminal Investigation in Central Division where most foreign consulates and major global financial and commercial offices are situated and Fraud and Counterfeit cases being most prevalent.
2 years as the first woman in charge of the Hong Kong Island Regional Anti-triad Unit.
She had also worked as a human resources manager for 2 years in the Police Headquarters, formulating policy for HRM related issues for over 24,000 Junior Police Officers of the Hong Kong Police Force before returning to take up her current post in CCB.
To sum up, Ms CHEUK Mee-chan, Rose has a strong crime background and she will share the experience of CCB's role in preventing credit card fraud in Hong Kong.

Mr John Geurts,

John Geurts is the Executive General Manager Group Security for the Commonwealth Bank of Australia. He has led the Bank’s security function for four and a half years, and advises executive management and the board on issues relating to security, including critical infrastructure protection and crisis management. As Chief Security Officer for the Bank, his role includes global leadership of security risk management, including investigations, financial crime, information security, protective security and crisis management. Prior to joining the Bank, John enjoyed a 19-year career with the Australian Federal Police. John chairs the Banking and Finance Infrastructure Assurance Advisory Committee; is a member of the Critical Infrastructure Advisory Council; is on the Global Advisory Board of the International Association of Financial Crime Investigators (IAFCI); and is a Senior Associate of the Australasian Institute of Banking and Finance. John also has a Graduate Certificate (Banking and Finance) from Monash University.

Vipin Kalra is Head of Commercial Products and Strategic Initiatives at Visa International. This role encompasses many aspects in relation to Visa’s growth in consumer and commercial payment products in Australia and New Zealand. The growth in commercial and emerging payment products is one of the top priorities for Visa, globally and in Australia. Visa is a leader in Internet payment, Chip technology and electronic commerce. Vipin has been with Visa International, Sydney office for 9 years. Prior to the current role, Vipin headed the emerging product and technology group for Visa in Australia and New Zealand. Prior to joining Visa, Vipin held a number of positions with hardware and software vendors in Australia and abroad. Vipin carries a strong technical background in computer hardware and software engineering and has been working in electronic banking arena for past 13 years.

Skander Malcolm holds a Bachelor of Economics from The University of Sydney. Upon graduation, Skander joined Household International (HI) in the UK (HFC). HI (since acquired by HSBC) was a major consumer finance organisation with over USD35billion in assets, headquartered in the US and with operations across 4 countries. Skander held a number of roles in HFC across the branch, direct, and credit card businesses. After 11 years in the UK and US, Skander relocated to Australia in October 2000, joining Westpac Banking Corporation as Senior Manager, Card Products. He worked for 2 1/2 years for Westpac, and during that time was heavily involved in the launch of Altitude and Virgin products for Westpac, as well as supporting the Amex card value proposition development. In June 2003 Skander joined GE Money Australia and New Zealand as Client Director, MasterCard. GE Money is a major provider of consumer finance in Australia and New Zealand, with over AUD30billion in assets across a range of products. Skander was appointed to his current role as Managing Director, Card Solutions, GE Money Australia and New Zealand in May 2004. This business, in association with Coles Myer, has recently launched the Coles Myer Source MasterCard, which has generated the largest amount of new cards in the Australian market in its first 12 months.

Bruce Mansfield has been with Visa International for 12 years. In January 2004 he took up his current role of General Manager of Visa Australia and New Zealand, with overall responsibility for Visa’s business operations in both countries. Prior to this Bruce headed up Visa Asia Pacific’s Emerging Products and Technology Group in Singapore. In this role he was responsible for chip migration, as well as internet and mobile payments across the region. He managed a regional team tasked to support Visa’s member financial institutions in their migration from magnetic-stripe cards to Visa EMV smart cards, as well as developing secure electronic Visa payments in the internet and mobile commerce space. Before moving to Singapore, Bruce was responsible for Visa’s Australian business, the Sydney 2000 Olympic Games sponsorship and prior to that a number of technology roles and Visa’s New Zealand operation. Prior to joining Visa, Bruce undertook a number of roles in the data processing industry, primarily selling solutions and services to retail and commercial banks in Australia and New Zealand.

Delia has a legal background and is ASIC’s Regional Commissioner for the ACT and its Deputy Executive Director, Consumer Protection and International. She has been with ASIC for 5 1/2 years.

Before coming to ASIC Delia ran the Australian Competition and Consumer Commission’s consumer protection branch for around 5 years. While there she was seconded for a year to work on the Secretariat for the Wallis Inquiry into Australia’s financial system.

Delia has considerable experience in consumer protection and financial services issues – especially in the areas of financial services disclosure, codes, dispute resolution schemes and consumer education. She was a member of the Australian Payments System Council, an advisory body chaired by the Reserve Bank which reported to the Treasurer, from 1996 to 1998. She chaired the last review of the EFT code of conduct and will also be chairing the forthcoming review of that code.

Sean Straney’s career experience has been gained in a variety of roles with several organisations in the Financial Services sector. He has worked in credit cards – consumer and commercial, merchant acquiring and business banking. He has held a variety of roles in the areas of general management; product management, product development and sales force leadership. At Westpac, among a number of senior roles, he ran their Merchant Acquiring business, growing NPBT by nearly 400% in 4 years. Prior to Westpac he worked for Citibank in the early 1990’s, launching their Gold Card and managing the very successful Citibank Rewards program. Citibank’s Gold Card was one of the first cards in Australia to embed an extensive suite of insurance benefits into the card. After Westpac Sean joined Mackellar Robinson Australia Pty Ltd (“MRA”) as Managing Director. MRA were a specialist credit card insurance broking company. After 8 months in the chair, along with the Board, he helped engineer the acquisition of the com any by Aon – the global insurance broker. Aon Australia is a leading provider of risk management services, insurance and reinsurance broking, financial planning and employee risks and benefits solutions. Sean is a member of Aon’s National Financial Institutions Practice Group. Collectively they have a deep understanding of Financial Institution risks. In Sean’s presentation today he is going to share with us how insurances can assist us in our quest to: (1) Improve customer acquisition, (2) Enhance activation, (3) mitigate portfolio risks and (4) Lift cardholder retention. If you will, how insurances can assist us at each stage of the cards’ business cycle.

Mr John Veale,

John Veale is Head of Payments Policy Department at the Reserve Bank. Since joining the Reserve Bank he has worked in the Bank’s macroeconomic and forecasting areas and in the Bank’s office in London as well as specialising in payment and settlement system issues. Prior to joining the Bank in the mid 1980s he was a Senior Lecturer in Economics at the (now) University of Technology, Sydney. John has been closely involved in the issues he will address today. He was one of the authors of the RBA’s submission to the Wallis Inquiry which dealt with the payments system and was subsequently responsible for the RBA’s input into drafting the Payments System (Regulation) Act which sets out the Bank’s powers in the payments system. He was similarly involved with the Payments Systems and Netting Act and changes to the Corporations Act and Reserve Bank Act which gave the Reserve Bank responsibility for setting standards for clearing and settlement systems. At an international level, he has worked as a consultant to the International Monetary Fund on payment system issues and has contributed to a number of publications by the Bank for International Settlements on payment systems.
